  • numbers are put on the leaves in Arabic form with a simple pencil, in ascending order, as in books and ordinary magazines;
  • the number is indicated on the top right, while the text of the document remains untouched;

  • if the document is presented in several volumes, their numbering is carried out separately;

According to the Decree of the Ministry of Labor of Russia, the Ministry of Education of Russia No. 1/29, management and specialists are obliged to undergo a special training program that covers obligations for each employee.

Re-briefing should be carried out with all employees of the enterprise at least once every six months. It is carried out by a safety engineer or the head of a structural unit. Its main goal is to check the existing knowledge of employees, and, if necessary, fill in the gaps.

Unscheduled briefing it is necessary to carry out with all employees of the company upon the entry into force of new labor protection standards, the introduction of new equipment or a change in the production process, the identification of safety violations, in case of accidents and emergencies, at the request of inspection authorities, etc. It is carried out by an engineer for TB or the head of a structural unit in the scope and subject, depending on the reason that caused this training.

Who is assigned responsibility and who keeps a log

In accordance with the law, the manager and safety engineer must have valid certificates that they have been trained in specialized institutions. At the same time, it must be remembered that the manager must be trained once every 5 years, because only he is responsible for organizing HSE at the enterprise.

Before choosing a person responsible for occupational health and safety, it is necessary to check the candidate's relevant education. In small enterprises, the director can take over the functions of an HSE engineer. In large organizations, there may be entire departments for health and safety, or there may be a corresponding position in the staffing table.

Responsible for health and safety at the enterprise are appointed by order of the director.

It is also necessary to take into account that if the enterprise works with dangerous and harmful working conditions, then it must have specialists trained to act in these conditions. Only they have the right to conduct briefings directly with the performers involved in such work.

All logs are kept either by the director or by the safety engineer, who should keep them. Safety briefings are carried out at the workplace by the heads of structural divisions, so they make up the relevant logs. The safety officer checks these registers, tracking the frequency and composition of those instructed. The head of the firm should also control the order of keeping briefing logs from time to time. Each time looking through the journal, the manager and the safety engineer are required to make notes about the check made, indicating the date and signature.

The procedure for keeping a TB journal and a sample filling

The safety briefing log must be kept at the enterprise continuously in a standard form in compliance with the mandatory details provided for by GOST 12.0.004-90. This document can be supplemented by the company depending on the type of activity carried out. As a rule, these magazines can be purchased in printing houses already in finished form. It is desirable to have a separate register for each type of briefing. The safety journal must be laced, numbered, sealed with the company's seal and endorsed by the head's signature.

During the training, the employee is provided with a safety instruction, which he studies. The safety officer explains the main points and answers all the employee's questions. After that, the engineer checks the acquired knowledge and enters the relevant data into the safety briefing log.

The title page contains the name of the organization, its structural unit. The name of this register follows. In the lines "Started" and "Finished" it is necessary to write down the corresponding dates.

The tabular part of the document indicates the date of the training, full name, year of birth of the instructed, his profession or position, structural unit where the employee is going to work. Then information is filled in about the type of briefing being carried out, full name. instructing. As soon as the employee becomes familiar with the safety rules, the log is signed by the person responsible for the briefing and the employee himself.

When a mandatory internship is provided, it is necessary to fill in the appropriate columns with the number of shifts, the signatures of the probationer and the person who conducted it.

In the case of an unscheduled briefing, in the line with the type of training, the reasons that caused it to be carried out must be indicated.

The organization can, in addition to this journal, use personal training cards that are compiled for each employee.

Obligations of employer and employee

Safety is the responsibility of both the employer and his employees. Only the fulfillment by each party of its obligations will allow avoiding accidents and emergencies, as well as ensuring the normal functioning of the enterprise.

The management of the company should organize training for all employees (if necessary, an internship), develop safety instructions, provide all related information necessary for safe work, provide all necessary protective equipment, periodically send employees for medical examinations, and also exercise control over the admission of personnel to work, check his existing safety knowledge with fixing them in the briefing log.

In turn, employees of the enterprise must comply with all established rules and safety requirements at their place of work, use special clothing and footwear, protective equipment if necessary, periodically undergo training and confirm their knowledge.

Penalties if no briefing is given and no log is kept

The absence of a safety briefing register, as well as its failure to be carried out, is interpreted by the competent authorities as allowing the employee to perform his job duties without undergoing training and testing knowledge of labor protection requirements in the prescribed manner. Art. 5.27.1 of the Code of Administrative Offenses of Russia determines that an administrative penalty in the form of a fine from 110,000 to 130,000 rubles can be imposed on a legal entity, and from 15,000 to 25,000 rubles on its officials.

Repeated violation of these norms (as well as failure to eliminate this fact earlier) leads to the imposition of a fine on the organization from 100,000 to 200,000 rubles or the suspension of its activities for 90 days. In this case, the official is subject to penalties in the form of a fine from 35,000 to 40,000 rubles or disqualification from 1 to 3 years.
