1 APPROVED by the decision of the Commission under the President of the Russian Federation on state awards RECOMMENDATIONS on the procedure for wearing signs of state awards of the Russian Federation I. General norms 1. These Recommendations provide the necessary clarifications on the procedure for wearing: a) state awards of the Russian Federation; miniature copies of signs of state awards of the Russian Federation; ribbons of orders and medals of the Russian Federation in the form of strips or rosettes; b) signs of state awards of the USSR when worn with state awards of the Russian Federation; d) anniversary medals of the Russian Federation when worn with state awards of the Russian Federation or state awards of the USSR; e) awards of federal government bodies, constituent entities of the Russian Federation, foreign states, public organizations and associations when worn with state awards of the Russian Federation or state awards of the USSR. 2. Wearing state awards of the Russian Federation (hereinafter - state awards) is carried out in accordance with the requirements of the Regulations on state awards of the Russian Federation, statutes of orders of the Russian Federation (hereinafter - orders), provisions on insignia of the Russian Federation (hereinafter - insignia), medals of the Russian Federation Federation (hereinafter referred to as medals) and honorary titles of the Russian Federation and these recommendations. 3. Wearing state awards of the Russian Federation with state awards of the USSR is carried out in accordance with the requirements of the Regulations on state awards of the Russian Federation and these recommendations, as well as regulatory legal acts of the USSR in the field of state award policy. 4. Wearing anniversary medals of the Russian Federation with state awards is carried out in accordance with the requirements 1

2 Regulations on state awards of the Russian Federation, regulations on anniversary medals of the Russian Federation and these recommendations. 5. Wearing badges of awards of federal state bodies and constituent entities of the Russian Federation with state awards is determined by the relevant regulatory legal acts of federal state bodies and constituent entities of the Russian Federation, as well as these recommendations. 6. The wearing of badges of awards of foreign states by citizens of the Russian Federation with state awards is determined by the Regulations on state awards of the Russian Federation and these recommendations, as well as regulatory legal acts of foreign states in the field of award policy. II. The procedure for wearing signs of state awards of the Russian Federation, the USSR and the RSFSR 7. State awards, as a rule, are worn on especially solemn occasions, during ceremonies on the occasion of state and professional holidays, at ceremonial sessions (meetings) and other events related to official holidays federal government bodies, constituent entities of the Russian Federation, as well as holidays of labor (military) collectives. State awards are worn, as a rule, on a classic men's suit of black, dark gray or dark blue, a women's dark suit or festive dress, on ceremonial uniforms and a tailcoat. Wearing state awards with a tuxedo and jacket is not recommended. 8. At official events with the participation of the President of the Russian Federation or held on behalf of the President of the Russian Federation, the order of wearing signs of state awards, their miniature copies and ribbons for orders (medals) in the form of bars or rosettes is determined depending on the protocol established for this event. 9. Badges of state awards in accordance with the statutes of orders and provisions on insignia, medals and honorary titles are worn: a) on the order chain; b) on the shoulder strap passing over the right shoulder; c) on the neck band; d) on a pentagonal or quadrangular block; e) on a bow; e) on a pin or on a threaded pin with a nut. 10. The following order of wearing medal badges on the order chain or shoulder ribbon is recommended: 2

3 a) on the order chain, as a rule, on especially solemn occasions, the sign of the Order of the Holy Apostle Andrew the First-Called is worn; b) on the shoulder ribbon passing over the right shoulder are worn: the sign of the Order of the Holy Apostle Andrew the First-Called; badge of the Order of St. George, 1st degree; Badge of the Order of Merit for the Fatherland, 1st degree; badge of the Order of the Holy Great Martyr Catherine. The badge of the Order of St. Andrew the First-Called on the order chain is usually worn with a tailcoat, tuxedo or evening dress. If the recipient of the Order of St. Apostle Andrew the First-Called, St. George I degree, "For Services to the Fatherland" I class or the Holy Great Martyr Catherine, the sign of the Order of St. Apostle Andrew the First-Called is worn on the order chain, and the sign of the Order of St. George I class or "For Merit "Fatherland" 1st degree - on the shoulder ribbon. When wearing the badge of the Order of St. Andrew the First-Called on a chain and the badge of the Order of St. George, 1st class (badge of the Order of Merit for the Fatherland, 1st class, or the Holy Great Martyr Catherine), the chain of the order is worn over the shoulder ribbon so that the badge of the order is located no lower than the level of the neckline tuxedo or tailcoat. When wearing the badge of the Order of St. George, 1st class, on the shoulder ribbon, the badge of the Order of Merit for the Fatherland, 1st class, or the Holy Great Martyr Catherine is not worn on the shoulder ribbon, but only the star of the order. When wearing on a classic men's suit the badge of the Order of St. Andrew the First-Called, the badge of the Order of St. George, 1st class, the badge of the Order of Merit for the Fatherland, 1st class, or the badge of the Order of the Holy Great Martyr Catherine on the shoulder ribbon, it passes over the right shoulder, tucked under the right lapel of the jacket and is lowered so that the sign of the order is located 35 mm below the pocket flap. When wearing on a tailcoat the badge of the Order of St. George, 1st class, the badge of the Order of Merit for the Fatherland, 1st class, or the badge of the Order of the Holy Great Martyr Catherine, the ribbon is worn under the tailcoat over a white tailcoat vest and passed under the left side of the tailcoat so that the badge of the order is located at the level thighs of the left leg. When wearing orders on a women's suit (festive dress) on an order chain or shoulder ribbon, the rules of wearing prescribed for a tailcoat are observed. As a rule, orders on an order chain and shoulder ribbon are not worn on everyday clothes. 11. The following order of wearing the badges of orders on the neck ribbon is recommended: badge of the Order of St. George, II degree; badge of the Order of St. George, III degree; badge of the Order of Merit for the Fatherland, II degree with swords; 3

4 badge of the Order "For Merit for the Fatherland" II degree (in the absence of the awarded Order "For Merit for the Fatherland" II degree with swords); badge of the Order of Merit for the Fatherland, III degree with swords (in the absence of the awarded Order of Merit for the Fatherland, II degree with swords); badge of the Order of Merit for the Fatherland, III degree (in the absence of the awarded Order of Merit for the Fatherland, III degree with swords). When wearing the badge of the order on a neck ribbon with a classic tie, the top edge of the badge of the order should be 10 mm below the lower edge of the tie knot. When wearing the badge of the order on a neck ribbon with a bow tie, the top edge of the badge of the order should be 20 mm below the bow tie. When wearing two or more badges of the order on a neck ribbon, the badge of the junior order is positioned so that its upper edge is 20 mm below the lower edge of the badge of the senior order. When wearing a women's dress with an open neck or shoulders, the insignia of orders on the order chain or neck ribbon, as a rule, is not worn. In this case, it is allowed to wear the named insignia of orders on the right side of the chest on a special bow. 12. The following order of wearing signs of state awards, the wearing of which is provided on a four- or pentagonal block, is recommended: a) on the left side of the chest, above other state awards of the Russian Federation and state awards of the USSR, the special insignia of the Russian Federation, the insignia of the special insignia of the USSR (hereinafter - insignia of special distinction) and the badge of the Order "Mother Heroine" in the following order: medal "Gold Star" of the Hero of the Russian Federation; medal "Golden Star" of the Hero of the Soviet Union; gold medal "Hammer and Sickle" of the Hero of Socialist Labor; badge of the Order "Mother Heroine"; b) on the left side of the chest below the insignia of special distinction and the badge of the Order “Mother Heroine” are worn: the badge of the Order of St. George, IV degree; badge of the Order of Merit for the Fatherland, IV degree; badge of the Order of Alexander Nevsky; badge of the Order of Friendship (with rubies); badge of the Order of Suvorov; badge of the Order of Ushakov; badge of the Order of Zhukov; badge of the Order of Kutuzov; badge of the Order of Nakhimov; badge of the Order of Courage; badge of the Order of Military Merit; badge of the Order of Naval Merit; badge of the Order of Honor; 4

5 badge of the Order of Friendship; badge of the Order of Parental Glory; orders of the USSR, intended to be worn on stocks; insignia - St. George Cross, 1st degree; insignia - St. George Cross, II degree; insignia - St. George's Cross, III degree; insignia - St. George Cross, IV degree; Medal of the Order of Merit for the Fatherland, 1st degree; Medal of the Order of Merit for the Fatherland, II degree; Medal of Honor"; Suvorov medal; Ushakov medal; Zhukov medal; Nesterov medal; Pushkin medal; medal "Defender of Free Russia"; medal "For Excellence in the Protection of Public Order"; medal "For Distinction in the Protection of the State Border"; medal "For saving the dead"; medal "For works in agriculture"; medal "For the development of railways"; medal "For Merit in Space Exploration"; medal of the Order of "Parental Glory"; USSR medals; anniversary medals of the Russian Federation; awards from federal government agencies; awards from constituent entities of the Russian Federation; awards from foreign countries; awards from public organizations. Insignia of special distinction and the sign of the Order "Mother Heroine" are worn on quadrangular blocks every day on any civilian suit, and by military personnel and special employees on all types of uniforms, with the exception of work (sports) and summer dress and casual uniforms outside the formation (shirt with shoulder straps). When wearing two or more special insignia, they are attached to clothing separately in one row, located from right to left with intervals of 10 mm between the lateral ends of the stars. Badges of state awards of the same name are placed from right to left in order of time of award. When wearing two or more badges of state awards on the left side of the chest, their pentagonal blocks are connected into a single horizontal row on a common bar. Badges of state awards are placed on a common bar from right to left in accordance with the approved seniority of state awards. 5

6 In this case, no more than five signs of state awards on pentagonal blocks can be placed on one common bar. When wearing more than five badges of state awards on the left side of the chest, the sixth and subsequent badges are placed on the second and subsequent common strips, located one below the other. It is recommended to wear state awards on pentagonal blocks in no more than three rows. The placement of signs of state awards on the lasts (common stripes) is done in such a way that the upper edge of the last (common strip) of the first row is located: - on a classic suit (single-breasted) - 70 mm below the level of the jacket lapel ledge; - on a classic suit (double-breasted) - 70 mm below the level of the jacket lapel angle; - on the tailcoat - 70 mm below the level of the lapel ledge, while the awards are worn in one row; - on a woman's dress - in the upper chest. If the recipient has the badge of the Order "For Merit for the Fatherland" I, II or III degree, the badge of the Order "For Merit for the Fatherland" IV degree is not worn, with the exception of the badge of the Order "For Merit for the Fatherland" IV degree with swords. When wearing the badge of the Order "For Merit to the Fatherland", the medal of the Order "For Merit to the Fatherland" is not worn, with the exception of the medal of the Order "For Merit to the Fatherland" with swords. If the recipient has a medal of the Order of Merit for the Fatherland, 1st class, the medal of the Order of Merit for the Fatherland, 2nd class, is not worn, with the exception of the medal of the Order of Merit for the Fatherland, 2nd class with swords. 13. The following order has been established for wearing signs of state awards, the wearing of which is provided on the right side of the chest (on a bow, pin, pin or square block): insignia “For good deeds”; insignia "For Impeccable Service"; badges for honorary titles of the Russian Federation; badges for honorary titles of the USSR; badges for honorary titles of the RSFSR; badge of the Order of the Holy Great Martyr Catherine on the bow; badge of the Order of Zhukov, model 1994; badge of the Order of Suvorov, 1st degree; badge of the Order of Ushakov, 1st degree; badge of the Order of Kutuzov, 1st degree; badge of the Order of Nakhimov, 1st degree; badge of the Order of Bohdan Khmelnitsky, 1st degree; badge of the Order of Suvorov, II degree; badge of the Order of Ushakov, II degree; badge of the Order of Kutuzov, II degree; 6

7 badge of the Order of Nakhimov, II degree; badge of the Order of Bohdan Khmelnytsky, II degree; badge of the Order of Suvorov, III degree; badge of the Order of Kutuzov, III degree; badge of the Order of Bohdan Khmelnytsky, III degree; badge of the Order of Alexander Nevsky (state award of the USSR); badge of the Order of the Patriotic War, 1st degree; badge of the Order of the Patriotic War, II degree; badge of the Order of the Red Star; Badge of the Order "For Service to the Motherland in the Armed Forces of the USSR" 1st degree; badge of the Order "For Service to the Motherland in the Armed Forces of the USSR" II degree; Badge of the Order "For Service to the Motherland in the Armed Forces of the USSR" III degree. Insignia “For good deeds”, “For impeccable service” and badges for honorary titles of the Russian Federation, honorary titles of the USSR and honorary titles of the RSFSR are worn above the insignia of the Order of the Holy Great Martyr Catherine on the bow, the Order of Zhukov and the orders of the USSR and are located on the right side of the left chest to the right: - on a tailcoat, as well as a classic suit (single-breasted) - at the level of the ledge of the jacket lapel; - on a classic suit (double-breasted) - at the level of the corner of the jacket lapel; - on a woman's dress - in the upper chest. If the recipient has more than one insignia “For Impeccable Service,” only the insignia indicating a longer service life is worn. If the awarded person who has been awarded the honorary title of the Russian Federation, the honorary title of the USSR or the honorary title of the RSFSR (hereinafter referred to as honorary titles of the USSR), the badges for them are located after the badge for the honorary title of the Russian Federation. When wearing a badge for an honorary title of the Russian Federation or an honorary title of the USSR in the "national" category, wearing other badges for honorary titles of the Russian Federation and honorary titles of the USSR is not recommended. When wearing two or more orders, they are arranged horizontally in a row from left to right with intervals of 5 mm between the lateral ends of the stars in the order in which the orders are listed in this article. Orders of the same name and the same degree are placed side by side in the order of time of award. The placement of insignia of state awards on the pin is carried out in such a way that the upper edge of the order insignia of the first row is located: - on a classic suit (single-breasted) - 70 mm below the level of the ledge of the jacket lapel; - on a classic suit (double-breasted) - 70 mm below the level of the jacket lapel angle; 7

8 - on the tailcoat - 70 mm below the level of the lapel ledge, while the awards are worn in one row; - on a woman’s dress - in the upper part of the chest, below the insignia “For good deeds” or “For impeccable service” and the breastplate for the honorary title of the Russian Federation or the honorary title of the USSR. Orders that do not fit in one row are transferred to the second and subsequent rows, placed below the first and placed in them from left to right in the indicated order. The distance between rows of orders and medals is 10 mm. The USSR Medal "For Distinction in Military Service" of the 1st and 2nd degrees is worn on a quadrangular block on the right side of the chest and is located below the USSR orders from left to right in order of seniority of degrees. 14. On the left side of the chest, below other state awards of the Russian Federation and state awards of the USSR, stars of orders of the Russian Federation and stars of orders of foreign states are worn. The following order of wearing stars of orders of the Russian Federation and stars of orders of foreign states is recommended: star of the Order of St. Andrew the First-Called Apostle; star of the Order of St. George, 1st degree; star of the Order of Merit for the Fatherland, 1st degree; star of the Order of St. George, II degree (if the recipient does not have a star of the Order of St. George, I degree); star of the Order of Merit for the Fatherland, II degree (if the recipient does not have a star of the Order of Merit for the Fatherland, I degree); star of the Order of St. Catherine the Great Martyr; stars of orders of foreign countries. Stars of orders of the Russian Federation and foreign orders are worn on the left side of the chest, 10 mm below state awards, which are worn on pentagonal blocks. Wearing the star of the order is recommended only together with the badge of the corresponding order. It is recommended to wear no more than three stars of orders of the Russian Federation and stars of orders of foreign countries at the same time. If the awarded person has more than one order that requires wearing the star of the order, the stars of the orders are located one below the other in accordance with the seniority of the order. In this case, the distance between the ends of nearby rays of stars is 10 mm. III. The procedure for wearing miniature copies of signs of state awards and ribbons of orders and medals in the form of bars or rosettes 15. The following procedure for wearing miniature copies of signs of state awards is recommended: 8

9 a) when wearing miniature copies of signs of state awards, wearing state awards is not allowed, with the exception of signs of special distinction and signs of state awards, the wearing of which is provided on the order chain, shoulder or neck ribbon; b) when wearing miniature copies of signs of state awards, the general rules provided for wearing signs of state awards on a pentagonal block are observed. In this case, it is recommended to simultaneously wear up to eight miniature copies of state awards in one row, lined up on a common bar. Miniature copies are worn in one row only. When wearing up to three miniature copies of state awards on a classic suit, they are located on the left lapel, while the upper edge of the common bar or pentagonal block is located 30 mm below the level of the lower edge of the lapel buttonhole; when wearing more than three miniature copies of state awards, they are located above the left chest pocket. In this case, the lower edge of miniature copies of state decorations is located 30 mm above the cut of the breast pocket. When wearing miniature copies on a tailcoat or tuxedo, they are located on the left side of the chest at a level. Miniature copies of the insignia “For Beneficence” or “For Impeccable Service” and the badge for an honorary title are worn in the buttonhole of the left lapel of a men’s suit and, if there are miniature copies of other state awards, are located above them. If there is a miniature copy of the insignia “For good deeds”, a miniature copy of the insignia “For impeccable service” or for an honorary title is not worn. If there is a miniature copy of the insignia “For Impeccable Service,” the miniature copy is not worn for an honorary title. 16. The following rules for wearing ribbons of orders and medals on straps are recommended: a) ribbons of orders and medals on straps are worn on the left side of the chest and are placed in order of seniority of state awards; b) order ribbons and medal ribbons on the straps are worn 70 mm below the level of the lapel ledge of a classic men's suit; c) ribbons of orders of the Russian Federation are located in front of ribbons of orders of the USSR on strips, and ribbons of medals of the Russian Federation on strips are located in front of ribbons of medals of the USSR on strips; d) the ribbon of the Order of St. Andrew the First-Called on the bar is placed in the center above the ribbons of other orders and medals on the bars; e) the ribbons of the Orders of St. George, "For Merit to the Fatherland" and the Holy Great Martyr Catherine on the bar are located below the ribbon of the Order of St. Apostle Andrew the First-Called, but above other ribbons of orders and medals. I

10 On civilian suits and uniforms, it is recommended to wear ribbons of orders and medals on straps in no more than four rows of five strips in each row. 17. The following rules for wearing ribbons of orders of the Russian Federation in the form of rosettes are recommended: a) ribbons of orders in the form of rosettes are intended for everyday wear on the lapel of a classic suit, tailcoat, tuxedo or women's dress; b) if the awarded person has several orders of the Russian Federation, only the ribbon in the form of a rosette corresponding to the senior order is worn; c) it is allowed to simultaneously wear the ribbon of the Order of St. Andrew the First-Called in the form of a rosette with the ribbon of the Order of St. George, 1st degree, in the form of a rosette, or “For Merit to the Fatherland,” 1st degree, in the form of a rosette, or the Order of the Holy Great Martyr Catherine in the form of a rosette; d) it is not recommended to wear a ribbon of the order in the form of a rosette together with insignia of state awards of the Russian Federation, with the exception of insignia of special distinction. The order's ribbon in the form of a rosette on a classic suit or tuxedo is worn in the buttonhole of the left lapel, on the tailcoat on the left lapel 35 mm below the level of the lapel ledge. IV. The procedure for wearing awards of federal state bodies, constituent entities of the Russian Federation, foreign states, public associations and organizations 18. Awards of federal government bodies, constituent entities of the Russian Federation, foreign states, public associations and organizations are worn only after state awards of the Russian Federation, state awards of the USSR and anniversary medals Russian Federation. During official events in a civilian suit, it is not recommended to wear state awards with awards from federal government bodies, constituent entities of the Russian Federation in which the awarded person does not perform state (special) service, as well as awards from public organizations and associations. Wearing awards of constituent entities of the Russian Federation, public organizations and associations on uniforms is not recommended. It is not recommended to place award ribbons on uniforms in the form of stripes from federal government bodies, as well as from constituent entities of the Russian Federation in which the awarded person does not perform state (special) service, as well as awards from public organizations and associations. 10

Badges of awards of foreign states with badges of state awards of the Russian Federation, state awards of the USSR, anniversary medals of the Russian Federation, badges of awards of federal state bodies and constituent entities of the Russian Federation are worn after (below) state awards of the Russian Federation, state awards of the USSR, anniversary medals of the Russian Federation . Badges of awards of foreign countries on a block, pin or pin are placed in alphabetical order in accordance with the names of the countries in Russian. The placement of insignia of awards of foreign states, the wearing of which is provided for on the neck chain, shoulder or neck ribbon, is carried out in the following order: a) when the awarded person is wearing insignia of orders of the Russian Federation, the wearing of which is provided for on the order chain or shoulder ribbon, insignia of awards of foreign states on the neck chain or shoulder tape is not worn; b) if the recipient has state awards of the Russian Federation, the wearing of which is provided on the neck ribbon, awards of foreign states on the neck ribbon are placed below the state awards of the Russian Federation. In this case, the total number of awards worn on the neck ribbon should not be more than three. Stars of orders of foreign countries are placed on the left side of the chest and, if the recipient has stars of orders of the Russian Federation, they are placed below them. It is recommended that the total number of stars be no more than three. eleven

Rules for wearing uniforms, insignia and departmental insignia by employees of the internal affairs bodies of the Russian Federation

I. Fundamentals

1. These Rules for the wearing by employees of the internal affairs bodies of the Russian Federation of uniforms, insignia and departmental insignia 1 establish the procedure for employees of the internal affairs bodies of the Russian Federation 2 to wear uniforms, departmental insignia of an employee, departmental insignia and insignia for special ranks 3 .

2. The right to wear uniforms by employees in accordance with assigned special ranks extends to employees and persons dismissed from service in the internal affairs bodies of the Russian Federation 4, with the right to wear uniforms established at the time of dismissal.

Wearable items of uniform must comply with established samples and descriptions, be fitted and maintained in good condition.

3. Uniforms are divided by categories of employees and types into: dress uniforms (for duty and out of duty), everyday uniforms (for duty and out of duty), special uniforms, uniforms for external service (patrol duty and traffic -patrol), and each of them is seasonal - summer and winter.

During official time, employees are required to wear the uniform established for them, with the exception of persons who are allowed to wear civilian clothing during official time.

4. Employees wear uniforms:

a) exit uniform - when taking the oath, when presenting banners to internal affairs bodies and educational institutions, when being appointed to the honor guard, when receiving state awards of the Russian Federation, when presenting to immediate superiors when being appointed to a position and conferring a special rank, at official events, on holidays;

b) casual clothing - when performing official duties in all other cases;

c) a special uniform - when employees of individual units perform special service and operational tasks assigned to them;

d) uniform for external service - when performing patrol and road patrol service.

5. Employees wear special clothing, special shoes and safety equipment required by the relevant supply standards to protect them from adverse environmental influences and ensure the performance of their official and special duties, including when servicing equipment and service animals.

To protect against exposure to low air temperatures while on duty, employees are allowed to wear warm clothes every day in winter (sheepskin coats, fur jackets and trousers, fur-lined mittens, felt boots).

6. Heads (chiefs) of divisions of the central apparatus of the Ministry of Internal Affairs of Russia, territorial bodies of the Ministry of Internal Affairs of Russia at the district, interregional and regional levels, educational institutions, research, medical, sanitary and sanatorium organizations of the Ministry of Internal Affairs of Russia, district departments of material and technical supply of the system The Ministry of Internal Affairs of Russia, other organizations and divisions created to carry out tasks and exercise powers assigned to the internal affairs bodies of the Russian Federation, the commanders of combat units of the State Traffic Inspectorate, and in their absence, the head of the relevant traffic police unit, establish a uniform, taking into account the nature and conditions of the tasks performed, transition to summer or winter uniforms, as well as drill inspections are organized (at least twice a year), based on the results of which measures are taken to eliminate identified deficiencies.

59. Cadets of educational institutions of higher professional education wear shoulder straps:

on the weekend tunic (jacket) with the dress uniform, on the tunic (jacket) with the casual uniform - sewn shoulder straps with a field of galun of a special weave of dark blue color, with longitudinal stripes of golden color on the sides of the shoulder strap, with red edging (up to the day of assignment of the first special rank of middle management);

on woolen coats, woolen jackets, gray-blue and white shirts for weekend and casual wear - removable shoulder straps with a field of galun of a special weave of dark blue color, with longitudinal golden stripes on the sides of the shoulder straps, with red piping;

on a woolen jumper (sweater), a summer suit jacket, a winter suit jacket, a demi-season suit jacket, a waterproof raincoat when wearing clothing for outdoor service - the letter “K” in golden color on shoulder straps with removable sleeves in the color of the outerwear fabric. The height of the letter is 20 mm, the distance from the lower edge of the coupling to the letter is 15 mm.

60. On shoulder straps with removable sleeves made of camouflage gray fabric, stars and black plates (stripes) are placed in accordance with the special rank.

61. On shoulder straps with removable sleeves made of outer fabric, camouflage green and black colors are placed in accordance with the special rank of stars and black plates (stripes).

62. In the upper part of sewn-on and removable shoulder straps, on the longitudinal center line of the shoulder strap, there is a uniform button of golden color with a diameter of 14 mm at a distance from the top edge of the shoulder strap to the top edge of the button of 7 mm (except for shoulder straps with non-metallic stars and plates (stripes), for items clothing intended for outdoor service).

63. Placement of insignia for special ranks:

XIV. Sleeve insignia, stripes and badges for employees

65. Sleeve insignia are placed on items of clothing (appendix to these Rules):

65.2. Employees of the central apparatus of the Ministry of Internal Affairs of Russia - employees serving in divisions of the central apparatus of the Ministry of Internal Affairs of Russia.

65.3. Heads (chiefs) of territorial bodies of the Ministry of Internal Affairs of Russia - heads (chiefs) of territorial bodies of the Ministry of Internal Affairs of Russia at the district, interregional and regional levels.

65.4. Employees of special forces units of the Ministry of Internal Affairs of Russia are police officers serving in the Special Purpose Center of Rapid Response Forces and Aviation of the Ministry of Internal Affairs of Russia, as well as in the special forces centers of rapid response forces, mobile special forces and special rapid response units of territorial bodies of the Ministry of Internal Affairs of Russia 5.

65.10. Preliminary investigation officers in the system of the Ministry of Internal Affairs of Russia are employees with special ranks of justice serving in units of the Ministry of Internal Affairs of Russia not specified in subclause 65.2 of these Rules.

65.11. Employees with special internal service ranks not specified in clause 65.2.

66. The sleeve insignia of the Ministry of Internal Affairs of Russia on items of clothing is placed at a distance of 80 mm from the top edge of the sleeve insignia to the top stitching point of the left sleeve. The remaining sleeve insignia are at a distance of 80 mm from the top edge of the sleeve insignia to the top stitching point of the right sleeve.

67. Sleeve insignia of employees placed on the dress uniform, casual uniform and uniform for external service are made with a multi-color image of the elements on the field:

67.1. Steel color - for a steel-colored woolen jacket (jacket).

67.2. Gray-blue color - for a shirt (blouse) of gray-blue color.

67.3. White - for a white shirt (blouse).

67.4. Dark blue - on other items of clothing for which it is envisaged to wear shoulder straps in the color of the fabric of the outer clothing.

68. Sleeve insignia of cadets (listeners) of educational institutions of higher professional education, placed on the weekend uniform, casual uniform, uniform for external service, are made with a multi-color image of the elements on a dark blue field.

69. Employee stripes placed on everyday uniforms and uniforms for external service are made with a multi-color image of the elements.

70. Sleeve insignia and stripes of employees placed on special uniforms and special clothing of camouflage colors are made on a field of camouflage color with a single-color image of the elements in a contrasting color. In this case, the camouflage and contrasting colors are respectively:

70.1. Black and gray colors - for special uniforms in camouflage gray colors and special uniforms in black.

70.2. Olive and pistachio colors - for a special uniform in camouflage green colors.

71. Sleeve insignia and stripes on items of clothing are worn in two types: with elements made of polyvinyl chloride film on items of clothing for external service and from jacquard weave fabric on items of special clothing and special clothing of camouflage colors, as well as on other items of clothing .

Sleeve insignia are not worn on items of special uniform for employees of aviation units and special uniforms for employees of special and special purpose units in camouflage green colors.

72. Employees with special police ranks wear badges on their uniforms (appendix to these Rules). The stripes are placed on the back and left front of the jackets of winter, demi-season, summer, wind and moisture-proof suits, made of sheepskin and coats made of sheepskin for all police officers (except for combat units of the traffic police).

72.1. Police officers in combat units of the State Traffic Safety Inspectorate (including those serving on motorcycles) wear “Staff Traffic Police Traffic Police” badges on the left side of the jackets of winter, demi-season, and summer suits. 73. Sleeve patches for training courses for cadets of educational institutions are worn on the outer side of the left sleeve on coats, tunics and jackets at a distance of 10 mm below the sleeve insignia of belonging to the Ministry of Internal Affairs of Russia.

74. Employees with special police ranks wear badges when serving in public places:

on jackets of summer, demi-season, winter, wind and moisture-proof suits, waterproof raincoats, signal vests, signal jackets, they are attached with a pin to the left breast pocket;

XV. Departmental employee insignia

76. Departmental insignia of the Ministry of Internal Affairs of Russia (medals and badges of the Ministry of Internal Affairs of Russia) on items of uniform of employees are placed along with state awards of the Russian Federation, the USSR, awards of other government bodies, awards of foreign states.

77. Wearing state awards is carried out in accordance with the Regulations on state awards of the Russian Federation, statutes of orders of the Russian Federation, provisions on insignia of the Russian Federation, medals of the Russian Federation, honorary titles of the Russian Federation, approved by Decree of the President of the Russian Federation of September 7, 2010 N 1099 "On measures to improve the state award system of the Russian Federation" 6.

78. State awards of the Russian Federation are worn on woolen weekend jackets and jackets.

79. Wearing departmental insignia of an employee is carried out in accordance with Order of the Ministry of Internal Affairs of Russia dated October 31, 2012 N 989 “On departmental insignia of the Ministry of Internal Affairs of the Russian Federation” 7 and these Rules.

83. State awards and medals of the Ministry of Internal Affairs of Russia, intended to be worn on stocks, are placed in the following order:

on weekend jackets (persons of senior command) and woolen weekend jackets - so that the upper edge of the medal block of the first row is located 70 mm below the level of the lapel ledge;

on the weekend jacket (except for persons of senior command) - so that the upper edge of the block of medals of the first row is located 90 mm below the level of the lapel ledge.

84. Ribbons of state awards, medals of the Ministry of Internal Affairs of Russia and other government bodies are placed on the strips:

on a tunic and a woolen dress jacket for senior officials, a woolen everyday jacket so that the upper edge of the first row of straps is located 70 mm below the level of the lapel corner;

on a woolen casual jacket - so that the upper edge of the first row of straps is located 90 mm below the level of the lapel ledge.

Wearing ribbons of orders and medals together with the insignia of the corresponding orders and medals is not allowed.

85. Ribbons of state awards, medals of the Ministry of Internal Affairs of Russia and other government bodies on the straps are arranged horizontally in a row from top to bottom from the center of the chest to the edge. There should be no more than five ribbons on the slats in a row. Ribbons that do not fit into one row are transferred to the second and subsequent rows and are positioned symmetrically relative to the middle of the full previous row.

86. Badges of the Ministry of Internal Affairs of Russia are placed on the right side of the chest.

87. 90. Wearing state awards of the Russian Federation, departmental awards of government bodies and badges on other items of uniform, as well as wearing awards and signs of public and religious organizations (associations) and signs not approved in the established manner is prohibited.

XVI. Features of wearing uniform items

92. A hat with earflaps, a cap, a summer cap, a demi-season cap are worn straight, without tilting, and a fur hat, cap and felt hat (beret) are worn with a slight tilt to the right side. In this case, the visor of a cap, a summer cap, a demi-season cap should be at the level of the eyebrows, and the lower edge of a hat with ear flaps, a fur cap, a cap and a felt hat (beret) should be at a distance of 2 - 4 cm above the eyebrows.

92.1. The highest commanding officers wear a steel-colored woolen cap with a cockade and embroidery in the form of a wreath of golden-colored laurel leaves on the band, embroidery in the form of two laurel branches and a golden-colored edging on the visor, a dark blue woolen cap with a cockade and embroidery in the form a wreath of golden-colored laurel leaves on the band and sewing in the form of a golden-colored edging on the visor, commanding (except for the highest) personnel and rank and file - with a golden-colored cockade.

92.2. The highest commanding personnel (women) wear a felt hat (beret) with a cockade and embroidery in the form of a wreath of golden-colored laurel leaves, the commanding (except for the highest) personnel and the rank and file (women) wear a golden-colored cockade.

92.3. Hats with ear flaps and fur hats are worn by senior commanding officers and colonels - made of gray astrakhan fur; commanding officers and rank and file - made of dark blue fur sheepskin.

92.4. A hat with earflaps, a fur hat, a felt hat (beret), a cap, a summer cap, a demi-season cap, a summer cap and a winter cap (employees serving in aviation units) are worn with a golden-colored cockade (a hat with earflaps with black clothing items , camouflage green, camouflage gray are worn with a black badge).

92.5. A summer cap in black, camouflage green, or camouflage gray is worn with a black badge.

92.6. Wearing a hat with earflaps with the earmuffs down is permitted at air temperatures of -10 C and below. With the headphones raised, the ends of the braid are tied and tucked under the headphones; with the headphones lowered, they are tied under the chin.

92.7. Wearing a demi-season cap with lowered headphones is permitted at air temperatures of 0 C degrees and below.

92.8. It is prohibited to wear felt caps, hats (berets) with items of clothing with a removable sheepskin fur collar (a removable astrakhan fur collar).

93. Woolen coats are worn buttoned up with all buttons, with or without a fur collar. It is allowed to wear a woolen coat with the top button undone.

Woolen coats for senior command staff are worn with golden embroidery in the form of laurel branches on the collar and with piping on the sides, collar and cuffs of the sleeves in red (for the police and internal service) and gray-blue (for justice). Commanding (except for senior) officers and rank and file wear woolen coats with metal emblems on the collar and with piping on the cuffs of the sleeves in red (for the police and internal service) and gray-blue (for justice).

On a woolen coat, a removable collar is worn:

senior command staff and colonels - from gray astrakhan;

commanding officers and rank and file are made of dark blue sheepskin fur.

94. Demi-season raincoats are worn buttoned up. It is allowed to wear demi-season raincoats with the top button undone.

Demi-season raincoats are worn with or without removable insulation and a belt fastened with a buckle.

It is allowed to wear a demi-season raincoat neatly folded with the front side out on the left hand.

95. A waterproof raincoat (wind and moisture-proof suit) is worn over uniform items in inclement weather, buttoned up with all buttons, with or without a hood.

A waterproof raincoat (wind and moisture-proof suit) when folded is worn in a packaging case.

96. Demi-season wool and leather jackets are worn buttoned up with all buttons, with a fur collar, removable insulation or without them.

Leather jackets have a removable collar made of gray astrakhan fur, and demi-season wool jackets have a removable collar made of dark blue fur sheepskin.

A demi-season raincoat, a demi-season wool jacket and a leather jacket (for women) are worn with a belt fastened with a buckle.

97. The jacket of winter and demi-season suits in inclement weather is worn with a hood on and a buttoned collar.

It is allowed to wear a winter suit jacket with the top button unbuttoned, without a hood, without removable insulation and a collar.

Pants of winter and demi-season suits are worn over high-top boots (boots); it is allowed to wear trousers tucked into high-top boots or boots.

98. A summer suit jacket, intended to be tucked into trousers, is worn tucked into trousers, zipped up to the level of the upper edge of the chest pocket flap (a jacket intended to be worn out, worn with a zipper at level 10-12 cm to the beginning of the neck of the product). In cold weather, it is allowed to zip the jacket up to the top.

In hot weather, it is allowed to wear a summer suit jacket with sleeves rolled up to elbow level with a belt loop fastened with a button. The trousers of a summer suit are tucked into high-top boots.

99. A woolen jacket and a woolen jacket are worn buttoned up with all the buttons.

100. A woolen jacket is worn fastened with a zipper at a level of 10-12 cm before the beginning of the neck of the product. In cold weather, it is allowed to zip the jacket up to the top.

101. Woolen trousers with piping (for senior command staff - with piping and stripes) in red (for the police and internal service) and gray-blue (for justice) colors.

Trousers must have longitudinal, ironed folds.

102. The length of the skirt along the bottom edge should be at knee level.

103. The scarf is worn with a dress folded into a triangle, the narrow ends are tied together and tucked into the back under the collar. The wide side is tucked inside under the neckline of the dress.

Allowed to wear:

Summer dresses without headscarves in office premises.

104. Shirts (blouses) are worn buttoned up. Long-sleeved shirts (blouses) are worn with a gold-colored tie. The collar of the shirt (blouse) should be at the back level with the upper edge of the collar of the jacket (jacket) or protrude no higher than 0.5 cm above it.

Allowed to wear:

shirts (blouses) with long sleeves and a golden-colored tie without a tunic (jacket, jacket) for casual summer clothing, and indoors - at any time of the year;

shirts (blouses) with long sleeves with the top button undone, without a tie, without a woolen tunic (jacket, jacket) with casual clothing in office premises;

shirts (blouses) with short sleeves without a tunic (jacket, jacket) with casual summer clothing at a daytime air temperature of +20 C and above, and indoors - at any time of the year.

105. The tie is attached to the shirt with a gold-colored tack of the established pattern between the third and fourth buttons of the shirt (blouse) at the top.

106. A muffler (a weekend muffler) is worn tucked under the collar of a winter woolen coat, a demi-season woolen and leather jacket, a demi-season raincoat, a winter suit jacket, a demi-season suit jacket. The upper edge of the muffler should protrude evenly above the collar by 1 - 2 cm.

107. Shoes must be of the established type. Shoes must be neatly laced, ankle boots fastened with a zipper.

108. The waist belt is worn:

over the jacket of a winter suit, the jacket of a demi-season suit, the jacket of a wind- and moisture-proof suit;

tucked into the belt loops of a summer suit.

The lap belt should be positioned at waist level and the belt buckle should be in the middle of the front.

109. Employees are prohibited from wearing:

contaminated, damaged, faded clothing and shoes;

unironed clothing items;

deformed and contaminated shoulder straps;

items of clothing and insignia of unidentified samples;

mixing uniforms with civilian clothes.

XVII. Transitional provisions

110. Taking into account the terms of wearing previously issued clothing items of previous samples, the following items are allowed to be worn:

hats with earflaps made of gray sheepskin instead of hats with earflaps made of dark blue sheepskin;

a gray-blue wool coat or a dark gray wool coat with or without a removable fur collar instead of a dark blue wool coat;

a suit (jacket and trousers) in winter gray-blue instead of a winter suit in dark blue;

gray-blue winter jackets instead of dark blue winter jackets;

a summer gray-blue suit (jacket and trousers) with a summer gray-blue cap instead of a dark blue summer suit with a dark blue summer cap;

demi-season wool jackets in gray-blue instead of demi-season wool jackets in dark blue;

a demi-season gray-blue raincoat instead of a demi-season dark blue raincoat;

capes of a dark gray or gray-blue color instead of a waterproof raincoat (wind and waterproof suit) of a dark blue color;

gray-blue shirts and blue-gray shirts of the previous samples instead of gray-blue shirts of the established pattern;

white shirts of the previous samples instead of white shirts of the established pattern;

a gray-blue muffler instead of a dark blue muffler.

111. It is allowed to wear shoulder straps with a gray-blue field instead of shoulder straps with a dark blue field.

112. It is permitted to wear insignia and accessories of previously established designs on items of the new uniform.
