Appendix No. 3
Description of insignia for departmental security workers of the Ministry of Transport of the Russian Federation
1. Shoulder pads and shoulder pads - muffs - are installed as insignia for departmental security workers of the Ministry of Transport of the Russian Federation.
The shoulder pads are an elongated quadrangle with parallel sides and a rounded top edge. Shoulder pad sizes: length 13-16 centimeters, width 3.5 centimeters. Shoulder pads - muffs are an elongated rectangle 6 - 8 centimeters long and 3.5 centimeters wide.
Shoulder pads for the highest composition are made of braid of special weave; shoulder pads of senior, middle and junior composition with a smooth or braided field. The color of the field of shoulder pads and shoulder pads - muffs is set according to the color of the items uniforms. On the field of shoulder pads of the highest composition there are 1 - 3 embroidered stars of golden color with a diameter of 22 mm with a blue center and with a blue radiance embroidered between the rays.
On the field of the senior shoulder pads there are two transverse stripes of golden color 5 mm wide and 1 - 3 stars of golden color 20 mm in size with a golden glow between the rays. In the center of the star there is a five-pointed blue star. The bottom strip is located at a distance of 10 mm from the bottom edge of the shoulder straps, the distance between the strips is 5 mm.
On the field of shoulder pads of medium composition there is one transverse strip of golden color, located at a distance of 10 mm from the lower edge of the shoulder straps, and above it there are 1-4 stars measuring 13 mm with a golden glow between the rays. In the center of the star there is a five-pointed blue star. On the field of shoulder pads of the junior squad there are 1 - 3 three-rayed stars with a diameter of 13 mm. The stars on the shoulder pads of higher, senior, middle and junior composition are located along the longitudinal axis of the shoulder pads and shoulder pads - muffs. The number of stars corresponds to the position established by order of the Minister of Transport of the Russian Federation. All shoulder pads have blue trim on all sides except the bottom. The shoulder pads of the highest composition have a edging made of special golden-colored embroidery. At the top of the shoulder pads there is a uniform button with a diameter of 14 mm. The departmental emblem is located on the removable shoulder pads under the button. Shoulder pads are made in two types: sewn - for suits and coats, and removable - for other items of uniform.
2. To distinguish employees of departmental security of the Ministry of Transport of the Russian Federation when performing official duties on uniforms, it is established to wear a sleeve insignia (chevron) in the form of a blue contour shield on a suit-colored field with an image on it of a hexagonal-shaped fortress redoubt in red with a golden-colored “winged wind rose” placed inside it on a blue background. At the bottom of the sleeve insignia there is an inscription of affiliation with the branch. Sleeve badge sewn on the outside of the left sleeve at a distance of 80 mm from the top point of the sleeve to the sign.
3. The cockade is a convex golden rosette of a round shape with a corrugated surface and jagged edges, the middle color is blue and the inner color is red. The cockade is worn in combination with the departmental emblem of the Ministry of Transport of Russia, which is an image of a “winged wind rose” in golden color.
4. The emblem according to the type of service for departmental security is an image of a fortress redoubt of a hexagonal shape in red with a golden “winged wind rose” placed inside it on a blue background. The emblem for the type of service is set to 20 mm in size.
5. Golden metal buttons with the image of a heraldic sign - the emblem of the Ministry of Transport of the Russian Federation. Buttons are installed in sizes 14 and 22 mm (for the highest composition, a prefabricated copper button with a diameter of 24 mm).

6.1. Description of stripes and cockades.
Rectangular chest patch (Fig. 15), size 20 x 100 mm, gray. The inscription is blue, the edging is white.
The patch is placed on the stitching line of the left front of clothing (summer and winter jackets), on the left front at a distance of 15 cm from the middle of the shoulder seam (business jacket, business jacket, business vest, shirt, blouse).
Breast patch in the form of a circle (diameter size 80 mm) (Fig. 16). In the center of the sign is the emblem of the State Corporation "Rosatom", made using 3D technology and has a rise above the base of 1.4 mm. Above the emblem there is the inscription "ROSATOM", under the emblem there is the inscription "DEPARTMENTAL SECURITY", which have a depressed effect. I. General provisions
1.1. This procedure for providing uniforms and clothing allowances to departmental security workers of the State Atomic Energy Corporation "Rosatom" (hereinafter referred to as the Procedure) was developed in accordance with the requirements of the Federal Law of April 14, 1999 N 77-FZ "On Departmental Security" and regulates the procedure for providing uniforms and clothing allowances for employees of the Departmental Security Enterprise of the State Atomic Energy Corporation "Rosatom".
1.2. The departmental security enterprise of the State Atomic Energy Corporation "Rosatom" is the federal state unitary enterprise "Departmental Security of Rosatom", created in accordance with the legislation of the Russian Federation and in respect of which the State Atomic Energy Corporation "Rosatom" exercises the powers of the owner on behalf of the Russian Federation (hereinafter - Company).
1.3. Employees of the Enterprise are provided with uniforms and clothing allowances in accordance with the legislation of the Russian Federation at the expense of the Enterprise in accordance with the tasks performed.
1.4. The uniform demonstrates that the employee of the Enterprise belongs to the departmental security of the State Atomic Energy Corporation "Rosatom" and consists of the uniform of the employees of the Enterprise (standard No. 1), the uniform of the employees of the Enterprise who are part of the team for the protection of buildings of the State Corporation "Rosatom" (standard No. 2 ) and clothing allowances (station clothes) for the employees of the Enterprise (inventory property) (standard No. 3).
1.5. Accounting, issuance and write-off of uniform items and clothing allowances are carried out in accordance with the requirements of the legislation of the Russian Federation and local acts of the Enterprise.
1.6. Employees of the Enterprise are provided with uniforms in accordance with standards No. 1 and 2, clothing allowances (station clothes) - in accordance with norm No. 3.
1.7. It is allowed to maintain a supply of uniforms and clothing allowances in the amount of no more than 10% of payroll employees of a structural unit of the Enterprise.
1.8. Employees of the regulatory and legal support and the financial and economic block are not provided with uniforms and clothing allowances.
II. The procedure for issuing uniforms and clothing allowances
2.1. Uniforms and clothing allowances are issued to employees of the Enterprise in accordance with the standards for providing uniforms and clothing allowances to departmental security workers of the State Atomic Energy Corporation Rosatom (Appendix No. 3).
2.2. Uniforms and clothing allowances issued must correspond to the gender of the workers, their size and height.
2.3. Persons admitted on a fixed-term basis employment contract, uniforms and clothing allowances are issued under general conditions.
2.4. Persons hired and undergoing probation, uniforms can be issued from category 2.
2.5. It is allowed to issue to employees of the Enterprise, in addition to the supply standards, items of uniform from category 2, as well as those removed from supply, for professional training.
2.6. The enterprise organizes and carries out proper accounting and control over the issuance and use of uniforms and clothing allowances.
III. The procedure for using uniforms and clothing allowances
3.1. Uniforms and clothing allowances are used while employees perform their official duties for their intended purpose.
3.2. The enterprise is obliged to take measures to ensure that employees fulfill their job responsibilities in uniform, with official identification and badges.
3.3. The uniform issued to employees must be appropriate for their gender, height and size.
3.4. Accounting and control of the issuance of uniforms to employees in deadlines assigned to the Enterprise.
3.5. Employees must treat the items of uniform and clothing allowance issued for their use with care, and promptly notify the Company of the need for their dry cleaning and repair.
3.6. The period for wearing uniforms and clothing allowances is calculated from the date of their actual issue to employees.
3.7. Uniforms are stored in a specially equipped room of the Enterprise, equipped with cabinets for individual storage. Employees are not allowed to take their uniforms outside the Enterprise after finishing work.
3.8. The company organizes proper care of uniforms and clothing allowances and their storage; carries out dry cleaning, laundry, and repairs in a timely manner.
3.9. Upon dismissal, the employee is obliged to hand over his uniform to the Company.

The uniform color for employees of the departmental security of the Ministry of Communications of Russia is set to black.
I. UNIFORMS FOR MEN.
A men's suit (jacket, trousers) for the senior staff is made of black fabric, a summer jacket is made of white fabric.The jacket has a semi-fitting silhouette, double-breasted, with an offset side fastener, has six uniform buttons arranged in two rows, a turn-down collar and lapels, blue piping along the edge of the collar, and silver embroidery with a special pattern on the collar. Sleeves with a cuff 8 cm wide, along the top of the cuff there is a blue edging. On the left sleeve there is a sleeve insignia of the departmental security of the Ministry of Communications of Russia. Shelves with side horizontal welt pockets with flaps. Sewn shoulder straps are worn on the jacket.
The trousers are straight, along the side seam there is a blue piping, along the edges of which there are blue stripes 2 cm wide.
A men's suit (jacket, trousers) for senior personnel is made of black wool or wool blend fabric.
The jacket has a semi-fitted silhouette, single-breasted, fastened with four uniform buttons, a turn-down collar and lapels, and on the collar of the jacket are the emblems of the departmental security of the Ministry of Communications of Russia. On the left sleeve there is a sleeve insignia of the departmental security of the Ministry of Communications of Russia. The middle seam of the back ends with a vent, shelves with stitched barrels and a front dart at the waist, side horizontal welt pockets with flaps. Sewn shoulder straps are worn on the jacket.
The trousers are straight, with blue piping along the side seam.
Summer trousers of the highest composition are made of lightweight material.
The casual wool-blend jacket for the highest composition is made of black fabric, single-breasted, with a zipper, a turn-down collar, and an elastic band in the area of the side seams of the waistband. Shelves with a yoke and patch pockets with flaps. Back with yoke. Single-seam sleeves with stitched cuffs with slits. Pocket flaps and cuffs are fastened with uniform buttons. On the left sleeve there is a sleeve insignia of the departmental security of the Russian Ministry of Communications. Side welt pockets with a frame and a zipper. The jacket is worn with trousers untucked.
The casual wool blend jacket for senior, middle and junior staff is made of black fabric, single-breasted, fastened with seven uniform buttons, with a turn-down collar. There are pockets with flaps on the shelves. Back with yoke. Single-seam sleeves with stitched cuffs with slits. Pocket flaps, cuffs and waistband are fastened with uniform buttons. On the left sleeve there is a sleeve insignia of the departmental security of the Ministry of Communications of Russia. The jacket is worn with trousers untucked.
Shoulder straps of the established pattern are worn with the jacket.
A men's raincoat with a straight silhouette is made of black raincoat fabric with an insulated lining. Set-in sleeve. On the left sleeve there is a sleeve insignia of the departmental security of the Ministry of Communications of Russia. Turn-down collar, cut-off yokes on the shoulders; The flap yokes are attached to the raised seams on the fronts, the armhole and side seams, and the cut-off shoulder yokes. Pockets are slanted, welt with leaf, stitching. Belt with plastic buckle. There are decorative shoulder straps on the shoulders for wearing shoulder straps. Along the sides, yokes, leaves, collar, sleeve, bottom of the product, belt - finishing stitch at a distance of 0.1-0.5 cm from the edge.
The winter coat is double-breasted, with a turn-down fur collar and lapels, with three uniform buttons on each front. Shelves with side transverse welt pockets. The back has a seam in the middle ending with a vent; a three-part tab is sewn along the waist; the middle part of the tab is attached to the side parts with four small shaped buttons (two at each end). Set-in sleeves with cuffs. On the left sleeve there is a sleeve insignia of the departmental security of the Ministry of Communications of Russia. Sewn shoulder straps are worn on the coat.
Top shirts. Made of white or blue-gray fabric, with a turn-down collar, a cut-off stand, chest patch pockets with flaps, and a belt. Belt with slits fastened with two buttons on the sides. Front with a slit to the bottom. Back with yoke. Sleeves with slits and sewn cuffs or straight short sleeves with cuffs. The front of the shirt, flaps, belt, cuffs are fastened with buttons. On the shoulders there are decorative shoulder straps for wearing shoulder straps.

Representative (weekend) cap for senior staff. Made from the same fabric as the uniform. Black cloth or velvet band. Along the edge of the bottom and the upper edge of the band there are blue edgings. On the front band of the cap is a civilian cockade, and on its sides there is silver embroidery with a special design. The visor is covered with patent leather on top and black suede or wool fabric on the bottom. An embroidered silver ornament is attached along the outer edge of the visor. Above the visor, a silver braided cord is fastened to the band with two uniform buttons. The emblem of the departmental security of the Ministry of Communications of Russia is placed on the crown.
Cap for senior, middle and junior staff. Made from the same fabric as the uniform. It consists of an oval bottom and four walls, a black cloth or velvet band, and a visor. Along the edge of the bottom and the upper edge of the band there are blue edgings. On the front of the cap band is a civilian cockade. The visor is black lacquered. Above the visor, a silver braided cord is fastened to the band with two uniform buttons. The emblem of the departmental security of the Ministry of Communications of Russia is attached to the crown.

II.UNIFORMS FOR WOMEN.
The women's suit (jacket, skirt) is made of black fabric.The jacket is semi-fitting, double-breasted, slightly elongated, fastened to the bend of the lapel with two uniform buttons. The collar and lapels are turn-down, on the collar there is the emblem of the departmental security of the Ministry of Communications of Russia, for senior personnel the collar is edged with blue cloth, on the collar there is silver embroidery with a special design. The sleeves are set-in two-seam, in the elbow seam there is a vent with two shaped buttons. On the left sleeve there is a sleeve insignia of the departmental security of the Ministry of Communications of Russia. A back with a seam in the middle, shelves with a chest dart, with stitched barrels, side horizontal welt pockets with flaps. On the left shelf there is a chest welt pocket with a leaf. Sewn shoulder straps are worn on the jacket.
The skirt is black, straight cut.
The casual wool blend jacket is made of black fabric, single-breasted, with a zipper, with a turn-down collar, with an elastic band in the area of the side seams on the waist, with lining to the bottom. Shelves with yokes and vertical reliefs and two side pockets in a leaf, located at an angle. Back with yoke. Single-seam sleeves with stitched cuffs with slits. On the left sleeve there is a sleeve insignia of the departmental security of the Ministry of Communications of Russia. The cuffs are fastened with uniform buttons.
Shoulder straps of the established pattern are worn with the jacket.
Women's raincoat made of black raincoat fabric, straight silhouette with a belt with a buckle. The shelves have welt pockets with an patch leaf and flyaway yokes fastened with a button. The back has a middle seam and fold, and a flap yoke. Set-in sleeve. On the left sleeve there is a sleeve insignia of the departmental security of the Ministry of Communications of Russia. The clasp is hidden. Along the shelves, yoke, leaves, and collar, a finishing stitch is laid 0.1-0.5 cm from the edge. There are decorative shoulder straps on the shoulders for wearing shoulder straps.
Top shirts (blouses). With long sleeves made of white or gray-blue fabric, with a turn-down collar, with a cut-off stand, chest patch pockets with flaps, and a one-piece belt. Front with a slit to the bottom and darts. Back with yoke. Sleeves with slits and stitched cuffs. The front of the shirt (blouse), flaps, belt, are fastened with buttons. On the shoulders there are decorative shoulder straps for wearing shoulder straps.
III.GENERAL UNIFORM ITEMS.
Winter hats. A men's earflap hat of the standard cut made in the Armed Forces, made of black fur; for women, a kubanka hat made of black fur. A combined cockade is attached to the front center of the earflap hat or kubanka hat.The special suit consists of: an insulated black jacket with a detachable faux fur collar; straight black jacket with a zipper, with a placket at the waist, a turn-down collar, decorative shoulder straps, chest patch pockets with gray flaps; classic-style parallel trousers in black with blue piping on the side seams and trapezoid-shaped belt loops for a wide belt; black shirts with decorative black shoulder straps and chest pockets, with long or short sleeves; white shirts with long or short sleeves; hats with earflaps; European style caps with blue piping.
The tie is made of black fabric.
The trouser belt should be black leather or leatherette.
Shoes. Men's low shoes (boots), women's shoes, winter boots for men and women with fur should be black. Seasonal shoe models meet fashion requirements.
Gloves must be black.
The muffler should be made of plain white or black fabric.
The scarf should be made of a plain fabric, white or black.
IV. INSIGNIA OF DIFFERENCE OF OFFICIALS OF FSUE "COMMUNICATIONS-SAFETY"
Shoulder straps are installed as insignia for employees of the Federal State Unitary Enterprise "Svyaz-Security".The shoulder straps are a quadrangle with parallel sides and a rounded top edge. Shoulder strap dimensions: length 14-16 cm (for women - 12-14 cm), width 5 cm.
Shoulder straps of the highest composition are made from galloon of special weaving, shoulder straps of senior and junior composition with a smooth or galloon field. The color of the shoulder strap field is set to black. On the field of shoulder straps for senior personnel there are embroidered stars of silver color with a diameter of 22 mm, on the field of shoulder straps for senior personnel there are two transverse stripes of silver color 5-7 mm wide and metal or embroidered stars of silver color with a size of 20 mm. The bottom strip is located at a distance of 10 mm from the bottom edge of the shoulder strap, the distance between the strips is 5 mm. On the field of shoulder straps of medium composition there is one transverse strip of silver color at a distance of 10 mm from the lower edge of the shoulder strap and above it there are metal or embroidered stars measuring 13 mm. The stars on the shoulder straps of the highest, senior, middle and junior composition are located along the longitudinal axis of the shoulder strap. All shoulder straps have blue edging on all sides except the bottom. There is a button at the top of the shoulder strap.
Shoulder straps are made in two types: sewn on - for suits and coats for men and women; and removable - for other items of uniform.
Insignia for departmental security officers are established depending on their position by order of the Minister of Communications and Mass Media.

The sleeve badge is sewn on the outside of the left sleeve at a distance of 80 mm from the top point of the sleeve to the badge.
The cockade is worn in combination with the emblem of the departmental security of the Ministry of Communications of Russia with a diameter of 50 mm, which is an image of silver arrows arranged in the shape of an octagon with four arrows. A blue figured shield is placed on the arrows. The shield can include the coat of arms of the city - the center of the regional unit of the departmental security of the Ministry of Communications of Russia. The entire composition is superimposed on a golden laurel wreath.
The emblem is made in two sizes: with a diameter of 50 mm - for wearing on the crown of caps and with a diameter of 20 mm - for wearing on the collars of jackets and jackets, as well as on shoulder straps. Emblems on collars are placed along a bisector at a distance of 35 mm from the corner of the collar to the center of the emblem.
Silver metal buttons with the image of the coat of arms of the Russian Federation - for senior staff and the emblem of the departmental security of the Ministry of Communications of Russia for other employees. Buttons are installed in two sizes: 22 and 14 mm.

The service badge measuring 65x75 mm is made of golden-colored metal and is a shield with two side recesses in the upper part. The shield depicts a circle with a diameter of 28 mm, the center of which is located at a distance of 45 mm from the lower edge of the shield. Inside the circle on a blue background are silver arrows arranged in the shape of an octagon with four arrows. Superimposed on the arrows is an image of a double-headed golden eagle. Above the circle there is a blue inscription MINISTRY OF COMMUNICATIONS OF RUSSIA. Under the circle there is a red inscription in two lines "COMMUNICATIONS/SAFETY". Along the lower edge of the shield in red letters, but smaller than the above inscriptions, are the words “STATE UNITARY ENTERPRISE.”
On the reverse side of the sign there is a device for attaching the sign to clothing.
The badge is worn on the left side of the chest.
