Types of departmental security in the USSR and the Russian Federation (1959-1999)

Legal status

Federal law of April 14, 1999 No. 77-FZ "On departmental protection" there are no restrictions on the creation of departmental protection in any organizational and legal form. In state paramilitary organizations ( Ministry of Defense of Russia , Russian Emergency Situations Ministry) departmental security is organizationally included in the military units and structural organizations. Departmental security Rosrezerva of Russia consists of teams that are structural divisions of federal government agencies subordinate to this agency. In a number of cases, structural divisions have been created in the central apparatus of the departments, which perform the functions of management bodies of departmental security. In accordance with the Federal Law "On Weapons", state unitary enterprises and state institutions departmental protection, as well as state. Rosrezerv institutions are legal entities with special statutory tasks. IV. DISTINCTIONS OF OFFICERS OF FSUE "Svyaz-Security"

* (1) Signal vests with reflective pads are issued to employees performing their duties directly in the zone railway tracks on tracks and stations. * (2) Employees who directly check the presence of locking and sealing devices with lifting to the tank with oil products are given a cotton suit with acid-proof impregnation.

* (3) Employees of FGP VO ZHDT of Russia, performing their duties under the influence of harmful and hazardous production factors, for which special clothing, special footwear and other personal protective equipment were not included in Norm N 4, are provided on the basis of Art. 221 Labor Code Of the Russian Federation in accordance with standard standards, which are approved in the prescribed manner.

* (4) In cases where personal protective equipment is not specified in Rule No. 4 or professions and positions are not provided for in the standard norms approved in the prescribed manner, personal protective equipment, depending on the nature of the work performed, can be issued to employees of FGP VO Railway Railway of Russia, taking into account the opinion of the elected body of the primary trade union organization or on the basis of the results of certification of workplaces. * (6) To ensure the safety of workers, including during the protection and escort of wagons and containers with cargo on freight trains, according to the decision of the director of the branch), a bag made of leatherette and a safety belt (sling rope with a regulator) can be stored to ensure the safety of travel on the transition platform of the carriage or in the covered carriage, goggles, protective helmets, body armor, life vests, unloading vests.

* (7) By the decision of the director of the branch, when providing employees in accordance with the requirements of clause 5.2 of the Norm N 4, instead of combined gloves (12 pairs with a period of one year), gloves or gloves with a nitrile or polyvinyl chloride coating in the amount of 12 pairs with a period of wear may be issued one year.

* (8) Employees of the departmental fire department railway transport, performing fire-prevention work in places where trains and shunting work of railway rolling stock are carried out, are issued signal vests with reflective pads with a wear period until wear out. Taking into account the peculiarities and conditions of the work performed, signal vests for the specified category of workers by the decision of the head of the departmental security detachment (director of the branch - with a detachment-free system) can be entered as "on duty" (for collective use) with an indication of their specific number issued for the guard.

* (9) Employees performing work duties in conditions of an increased risk of health damage from the bites of ixodid ticks and other blood-sucking insects may be issued anti-encephalitis suits (overalls) and footwear by the decision of the director of the branch.

* (10) Taking into account the provision of workers in accordance with Norm No. 3 with insulated suits and boots (insulated ankle boots) by the decision of the director of the branch and based on the financial and economic situation of this branch, the supply of the workers in question with covered sheepskin coats, felt boots and raincoats can be carried out as "on duty "in the amount determined based on the maximum number of employees on duty.

* (11) The "indoor sheepskin coat" specified in clauses 1.1, 1.2, 1.4, 1.5, 3.2 by the decision of the director of the branch, taking into account the financial and economic situation of the branch, in agreement with the management of the FGP VO ZhDT of Russia and the trade union body, can be replaced with a suit insulated (jacket - trousers).

* (12) To ensure the safety of work in conditions of possible exposure to poisonous goods, departmental security workers in accordance with the requirements of subparagraphs 3.3.30 and 3.3.31 of the Safety Rules for the carriage of dangerous goods by rail (RD15-73-94), approved by the decree of the Gosgortechnadzor of Russia from August 16, 1994 N 50 ***, provided by the shipper the necessary funds personal protection, a set of tools, the necessary spare materials and plugs, instructions for conductors, approved by the chief engineer of the shipment plant. * (13) In accordance with clauses 4 and the Interindustry rules for providing workers with special clothing, special footwear and other personal protective equipment, approved by order of the Ministry of Health and Social Development of Russia dated June 1, 2009 N 290n, the employer is obliged to ensure the acquisition and issuance of certified or declaration of conformity of personal protective equipment (hereinafter - PPE) to workers employed in work with harmful and (or) hazardous working conditions, as well as in work performed in special temperature conditions or associated with pollution.

Issuance of PPE to employees, including those of foreign manufacture, as well as special clothing, which is in temporary use by the employer under a lease agreement, is allowed only if there is a certificate or declaration of conformity confirming the compliance of the issued PPE with safety requirements established by law, as well as the availability of a sanitary and epidemiological conclusion or a certificate of state registration dermatological PPE, issued in the prescribed manner.

* (14) An unloading vest with universal pockets (for magazines, handcuffs, a mechanical spray equipped with a tear agent, a radio station and other wearable property) is issued to employees of teams (groups) performing operational and preventive work.
