A LITTLE ABOUT THE LIBRARY

The mansion on Sovetsky Prospekt, 14 is well known to the residents of Vologda. September 1, 1970 in this house, an architectural monument 19th century, a regional children's library was opened. For over 35 years, the library has been welcoming readers of all ages, trying to satisfy their varied interests and tastes. Toddlers come here with their parents to choose a book and enjoy reading aloud in the evening. Teenagers rush in search of necessary literature by the most different topics... You can often meet whole delegations from schools and kindergartens - they are participants in the events held in the library. Adults who educate and educate the younger generation do not bypass us either.

A modern children's library is open world focused on the living and changing needs of the child. Thanks to new technologies, the information capabilities of the library are increasing, interaction with various organizations and departments is being strengthened. New structures are being created in libraries, and readers' requests are specialized and expanded.

The Vologda Regional Children's Library (VODB) is characterized by two directions: social partnership and active project activities... Interaction of the library with state and public organizations allows you to equally successfully solve traditional issues of professional activity and actively work on the implementation of innovative projects.

In 2007, a new division was created in the library - Department library innovations... Search, creativity, movement forward - the principles of his activity. We look for and find non-traditional forms of work, study, generalize and implement best practices into practice.

Library Innovation Department:

Studying and analyzing the experience of innovative activities of libraries of the country, region, creates programs for the introduction of innovations in the activities of VODL;

Provides organizational and methodological support for the program and project activities of the library;

LEGAL PROGRAMS

Finding himself in difficult life situations, a child is often left alone with his problems and is forced to take care of his rights himself. Sometimes, unfortunately, choosing the wrong and not entirely legal path. In our region - one of the first - the position was introduced child ombudsman... And in September 2004, under the government of the Vologda region was created Child Rights Service.

Tasks of the Service:

Control over the observance of the rights, freedoms and legitimate interests of children living in the region;

Work to restore the violated rights, freedoms and legitimate interests of children.

It should be noted that services for the rights of the child are not available in all regions of Russia. The Child Rights Service of the Vologda Oblast government works with the governor and his deputies, and therefore has administrative levers to protect the rights, freedoms and legitimate interests of children.

Children's Ombudsman Valentina Aleksandrovna Golovkina is a frequent visitor to the library. She helps the library with books and teaching materials on legal topics, takes part in events aimed at developing a respectful attitude towards the law in children and adolescents.

In 2004, the library began business cooperation with the regional representative of the ConsultantPlus company, Business-Soft LLC, within the framework of the non-commercial project “Information Support Program for Russian Libraries”, thanks to which the library installed and weekly updated databases of the family of reference legal systems (SPS) “ Consultant Plus". The company provides preferential access to its information resources, trains library staff to work with reference legal systems, provides the library with the necessary educational and methodological literature on the systems of the ConsultantPlus family.

Our visitors can independently work with electronic databases (three computer places for users - in the department of documentary and informational support of education). If it is difficult for them to navigate on their own, then they receive the necessary information with the help of a consultant (one computer place in the methodological department, one in the information room, one in the department of children's reading leaders). We provide information not only to children, but also to parents, educators, educators, students, as well as all interested parties.

Practice shows that children use not only traditional printed editions: they easily and with pleasure turn to electronic sources.

Highly a large number of requests fall on the thematic selection of official information. The requests are very diverse - from the tasks solved by human rights organizations to the benefits provided to children with disabilities.

The library staff have developed and are conducting events for readers using the ConsultantPlus ATP. During these events, working with documents, students of the city's schools gain knowledge about the basics of the legal system. All this information is useful for schoolchildren in cognitive terms, as it contains many definitions and concepts related to various aspects of the life of the state and society.

In September 2006, the library took part in I Regional competition "For the best use of reference legal systems" ConsultantPlus "" organized by the regional representative "ConsultantPlus" LLC "Business-Soft". The competition was held in absentia, the assessments were made according to the following criteria:

Presentation by the participants of photo and video materials for the design of special workplaces;

Carrying out events using the ConsultantPlus ATP, seminars to train readers to work with the ConsultantPlus ATP;

Knowledge by specialists of the ATP "ConsultantPlus" library;

Number of requests for legal information made with the help of the ATP ConsultantPlus.

26 regional libraries took part in the competition. The regional children's library took second place in this competition.

Since 2007, our library, together with the Education Department of the Vologda Region and Business-Soft LLC, has been conducting Regional legal competition for schoolchildren.

The purpose of the competition is to increase the level of legal culture of the individual.

Development of independent thinking of children, their skills in working with information.

Formation of skills in the use of the ATP "ConsultantPlus".

The regional legal competition is held annually in three stages:

District correspondence;

Intermediate - training the winners of the district stage to work with the SPS "ConsultantPlus" and the implementation of practical tasks using the system (carried out on the basis of district libraries and / or educational institutions);

Regional (final).

To participate in the first, correspondence stage of the competition, it is necessary to send written answers to two questions to the organizing committee: practical and theoretical.

In 2008, in order to draw the attention of high school students to events in the political life of our region and the country, the theoretical question was formulated as follows: “Do you think participation in elections is a right or an obligation? Justify your answer. " The practical issue required the ability to legally draw up a receipt correctly. The works of the participants of the competition showed the importance of legal knowledge in the life of modern society. 200 works from 17 districts of the region were sent to the organizing committee.

Based on the materials of the Regional Legal Competition, the library published a collection creative works pupils of 10-11 grades of schools of the Vologda region "Elections through the eyes of future voters". Solemn ceremony summing up the results of the competition took place in May in the Legislative Assembly of the region.

We believe that the library, in cooperation with the regional representative of the Union of Right Forces "ConsultantPlus", actively uses the information resources it has.

COOPERATION WITH EDUCATION

A cooperation agreement was concluded between VODB and Vologda Institute for Education Development... Within the framework of the agreement, the following goals and objectives of joint activities are determined:

Attracting the attention of the public and government agencies to the support and development of reading for children and adolescents, parents, teachers, librarians;

Reviving the value of reading, increasing interest in books and literature, developing children's literary creativity;

Creation of a system of informing the population on issues of children and family reading, selection and application of the most effective forms and methods of work, exchange of accumulated experience;

Participation in professional development of school and children's librarians in the field of:

Modern technologies to support and promote children's reading,

Literary study of local lore,

Aesthetic, patriotic, legal education, etc .;

Exchange of experience between librarians at the regional and national level.

The library continues to cooperate with institutions of general and additional education... We provide methodological and organizational assistance to teachers in holding large city events of various kinds. Throughout the year, the library staff conduct cycles of events for various library programs.

Since February 2008, VODB began to conduct for the Vologda schools the action "Day of the regional children's library at school".

Tasks of the action:

Demonstrate the library's capabilities and information resources;

To intensify cooperation and unite the efforts of the school and the library in the upbringing, education and cultural development of young citizens.

On this day, the library staff, arriving at school, acquaint teachers with book novelties on the teaching methodology and conducting extracurricular activities, as well as with methodological materials of VODB. Literary games, library lessons, music lessons, and periodical reviews are offered for students of all ages. New form the work turned out to be interesting, relevant and in demand: new readers appeared in the library, attendance increased. We are confident that holding such events in the city's schools will become a good tradition of VODB.

CHILD WITH A FAMILY AND WITHOUT A FAMILY

The children's library also cooperates with social service institutions for families, women and children: Territorial center for social assistance to families and children and social rehabilitation center for minors "Phoenix".

One of the activities Territorial center for social assistance to families and children is work with children on health-improving, rehabilitation, preventive, correctional programs. For the rehabilitation group of the day stay "Chance", for adolescents who find themselves in a difficult life situation, the library specialists have developed a series of events on legal topics "In the Name of the Law". 3. Stop at the criminal line!

In these classes, the children get acquainted with their basic rights and obligations, find answers to the relevant questions (What is a right? What are the rights? Where are they recorded?); show their knowledge in the field of the rights and freedoms of the child; discuss situations related to violation of these rights. We try to help the child not be left alone with their problems, together with them we are looking for answers to critical issues, we are trying to teach to distinguish good from evil. A serious and confidential conversation with a teenager about his rights and obligations within the walls of the library helps to form the correct life guidelines.

Socio-rehabilitation center for minors "Phoenix" is another institution where children are not only provided with medical and psychological and pedagogical assistance: here they can also live and eat around the clock. His pupils are frequent guests of the library. The guys take an active part in all competitions that she conducts. Working with the social rehabilitation center "Phoenix", we made sure that there are no difficult children. There are children with “free”, unrealized energy, which is important to direct in the right direction. All the activities carried out for the children of this center contribute to the creation of a healthy moral and psychological climate, a benevolent style of relations - everything that helps in the formation of the correct life position.

The library also has experience of cooperation with special educational institutions for closed minors. This is, first of all, Center for the temporary detention of juvenile offenders (TSVNP). There are children from 8 to 14 years old. It is at this age that the formation of character and the formation of personality takes place. And how this period in a person's life will develop, his future largely depends. Therefore, when working with this institution, we see our task in creating conditions for the "entry into life" of children with behavioral disorders.

The library provides professional assistance to TsVSNP, using many of its inherent library and information forms and methods. The children find the puppet shows prepared by the library staff especially fascinating. For example, "The Lord of Dust" - on the ecology of the home, held for World Health Day, and "Book - The Eighth Wonder of the World" - for Children's Book Week. Juvenile delinquents are very worried about the puppet characters, they lively answer the questions of the quiz. At first, such a reaction to the performances was unexpected for us. It is very pleasant that we were not mistaken in choosing this form of work. Children of this category are deprived of the warmth and attention of adults, so at such events they are grateful listeners and interlocutors.

HEALTH AND AROUND IT

For many years, VODB has been working in conjunction with medical and preventive institutions of the region and the city in the field of promoting a healthy lifestyle. Acting in this direction, we managed to establish contact with the children's and adolescent service of the Vologda Regional Narcological Dispensary and continue cooperation with Regional Center for the Prevention of Infectious Diseases and Regional Center for Medical Prevention... The specialists of the prevention departments of these institutions have prepared thematic booklets that we use in our work. They contain information on HIV / AIDS, drug addiction, hepatitis, STI 1, intended for adolescents, their parents and teachers.

Every year on June 1, International Children's Day, the library holds action for the International Children's Day and asphalt drawing competition.

In recent years, on this day, in the children's park opposite our library, employees of the Regional Center for Medical Prevention for Adults and Children are opening: a tent equipped with medical equipment is being set up, where everyone can measure their height, weight, blood pressure and receive individual advice. Children's librarians organize and conduct outdoor games, contests, quizzes for the participants of the action, test the children’s knowledge of the rules of a healthy lifestyle and human hygiene. All who attended the event are offered booklets and leaflets that promote healthy Lifestyle.

Annually, together with the Regional Center for the Prevention of Infectious Diseases and the Department of Medical Prevention of Polyclinic No. 1 in Vologda, on the eve of the International Day against Drug Addiction and Drug Trafficking, a competition for children's posters promoting a healthy lifestyle, "I choose life!" Is held. The competition is attended by children attending summer city and school camps, social and rehabilitation institutions.

Since 2006, the library began to cooperate with child and adolescent service of the Vologda Regional Narcological Dispensary... In a very interesting and exciting way, joint events are held in the library - trainings on the formation of healthy lifestyle skills.

"My health" is the name of a group lesson for schoolchildren in the city. The main goal of the event is the prevention of drug addiction, substance abuse, tobacco smoking. Teens are encouraged to come up with a healthy lifestyle advertisement. Children themselves prepare advertising posters "Healthy Nutrition", "Healthy Family", "Healthy Rest", "Health and Sports". After completing the assignment, teenagers present their creative projects. The event ends with an advertising campaign in favor of health and an active, fulfilling life. The training also contributes to the development of the ability to defend one's position in life, teaches to overcome difficulties.

Within the framework of the regional campaign "Quit smoking and win!" and the library program "Life Style - Health!" in February 2008, the VODB and the Vologda Regional Center for Medical Prevention announced regional competition of children's creative works "The new generation chooses a healthy lifestyle!".

By organizing this competition, we set ourselves the following tasks:

Promotion of a healthy lifestyle;

Prevention of psychoactive substance use;

Development of creative abilities in children and adolescents.

The competition was held in two nominations:

"My family - for a healthy lifestyle" - competition of drawings and posters.

“Youth against tobacco” is a slogan contest (a slogan is a short slogan expressing some kind of judgment; a concise, clear and easily perceived formulation of an advertising idea).

In the nomination "My family - for a healthy lifestyle", more than 200 works were submitted for the competition. These are drawings and posters made in a variety of techniques (pencil, gouache, watercolor, pastel).

I was glad that the guys from himself took part in the competition. of different ages(from first graders to graduates) from 13 districts of the region and the city of Vologda. It was not easy to determine the winner: all the children tried very hard and tried to show the importance and necessity of observing the laws of a healthy lifestyle.

After reviewing and discussing the submitted works, the competition committee, which included representatives of the Vologda Regional Center for Medical Prevention and the Vologda Regional Center for the Prevention of Infectious Diseases, determined the winners in three age categories.

Since 2008, within the framework of the library program "Life Style - Health!" library specialists together with medical psychologists conduct traveling seminars "Health as personal resource» for managers and employees of children's libraries of the region, workers of social and medical services. The participants of the seminars get acquainted with the literature review on the topic "Healthy lifestyle", discuss the impact of diet and physical activity on human health, get acquainted with the risk factors for the development of non-communicable diseases. We are sure that such preventive work should be carried out only in close cooperation with specialists, strictly observing the principle “Do no harm!”. Only in this way, reflecting on serious and childish problems, children will be able to learn to appreciate and love life.

From year to year, the Karabalyk RDB is trying to expand social partnership with schools, kindergartens, the RDK, the museum, and other institutions and public organizations involved in the education and upbringing of children.

Constant partners in the work of the Karabalyk RDB are: secondary schools of the district and their libraries, preschool institutions of the district, a boarding house for gifted children of the Karabalyk district "Zhas talap", the District Education Department, the District Historical - local history museum, RDK, Children's art school, healthy lifestyle cabinet at the regional central hospital, the society of the Ivalids, the House of Creativity, the editorial office of the regional newspaper "Aina".

For many years, the library has been working together with all cultural institutions not only in Karabalyk, but also with rural libraries and clubs, providing them not only with methodological assistance, but also with practical assistance.

The library meets all proposals from other institutions and organizations, assisted in holding events, especially if they related to the promotion of local history knowledge and patriotic education.

RDB is one of the main participants in all public events held in the village: library staff help in drafting scenarios, hold contests, exhibitions, excursions, take part in all theatrical performances of the area (for the 55th anniversary of Celina, May 9, Village Day, etc.). etc.).

Librarians of the RDL are frequent guests of the district boarding school for gifted children "Zhas Talap". In the evening, they hold conversations, quizzes, contests here. Educators are happy to invite librarians to events, and the children are satisfied, as they learn something new, willingly participate in competitions, and thus the time passes faster away from home.

The library closely cooperates with the "House of Creativity", holding joint events. DT workers consult with RDB workers about the events, revise many magazines and books with scripts.

I would like to note that the RDB is working not only with schoolchildren, but also with children of preschool age, for example, with pupils of the "Smile" kindergarten. Educators of the preschool educational institution are frequent guests of the library. They bring their children here with great desire.

The Karabalyk RDB works closely with the regional children's art school. Librarians are invited for reviews, conversations. The teacher of the Children's Art School (Malkova T.N.) brings children to talks on the anniversary dates of musicians and artists.

The main and outstanding events in the work of the children's library of the district are necessarily covered in the local media. Monthly reports on the mass events held in the children's library are compiled and sent by e-mail to the site of the district akim (with photographs), which can be visited at the e-mail address: www. karabalyk. kz.

Karabalyk RDB also, we are in close contact with the Internet-newspaper "Status-Karabalyk" (chief editor V. Maksimenko) and the regional newspaper "Aina".

Karabalyk RDL is the coordinator of the activities of the rural libraries of the region, working with children, a methodological and advisory center. The library has become a school for retraining young librarians, a laboratory for the study of best practices, analysis of the problems faced by children. RDB staff prepare informational and methodological manuals, conduct individual consultations for rural librarians. Annually, about 20-30 various materials to help organize work with young readers, visits of RDL specialists to rural libraries are organized to provide methodological assistance.

Thus, comparing the main theoretical directions of the children's library as a whole, with the experience of the Karabalyk RDL, we can conclude that the library as a socio-pedagogical institution in its deep historical significance has remained unchanged over the centuries. It has a certain independence, which allows it, on the one hand, to maintain its integrity for a long time, and on the other, to dynamically adapt to a changing society, giving rise to both new derivative elements and new derivative functions. We were convinced of this as a result of considering the experience of the Karabalyk RDB.

The Karabalyk District Children's Library is constantly improving the forms and methods of working with users. According to statistical indicators, the literature fund is updated every year, but unfortunately, not in sufficient volume and quality, the number of readers is growing. The library today independently chooses certain forms and methods of work that it considers most appropriate in specific conditions. In recent years, the library has clearly developed a system of services for children of different ages, which is adjusted taking into account the interests of the readers themselves and is consistent with the plans of the museum, school libraries and other institutions of the settlement of Karabalyk.

The library needs to make wider use of the game room, which is more than 30 sq.m. Purchase checkers, chess, entertaining and educational games, equip with appropriate furniture. Then the library will become a truly “warm family home”. Children here will spend even more time, communicate with each other. Those. the library will function similarly to American libraries for children and adults.

In the future, it is necessary to more widely combine mass information work with new technologies. This will significantly expand the capabilities of the children's library as a cultural, educational and information center, improve the quality of services to help self-education, and expand children's access to information.

The development perspective of the library is vast: to create an information and bibliographic, advisory and reference service, including an automated system serving the library's collection of printed publications and audiovisual materials. Within the framework of the service, organize an ARM bibliographer-informant, which will be called upon to assist users in obtaining the necessary information using the automated library system, to train users of computer literacy and automated information retrieval, to open a multimedia center, to create a department of sociological research and psychology of reading, which develops methodological techniques and technology for working with children and adolescents, studying motivation for reading, reading preferences.

Improving the forms and methods of library work, expanding the range of services provided, increasing competitiveness in the specialized market, on the one hand, and the need to develop resources on the other, create objective prerequisites for the participation of libraries as one of the full-fledged partners of social cooperation.

A modern library is an institution that accumulates the interests of almost all sectors of society. The gradual formation of the foundations of the rule of law, ensuring the transparency of the activities of power structures on different levels improvement of the legislative system, broad and reliable information of citizens to ensure their informed political choice, the development of the non-state sector of the economy create the possibility of implementing long-term library initiatives as opposed to short-term changes in the situation. This necessitates professional cooperation of libraries with various institutions, organizations and movements.

The versatility of library activities allows you to create multilateral partner projects that combine the efforts of several partners to solve common problems. Social partnership with the participation of the municipal library today is legitimate to be considered as a socio-cultural phenomenon, which objectively acts as one of the important conditions for the development of territorial library services.

But it should be noted that in order to obtain a significant economic and social effect from social partnership measures, their organizational and legal aspects should be clearly defined. Theorists and practitioners have not yet fully identified the subjects of social partnership in relation to librarianship. Mainly cultural, educational, and recreational institutions are considered as subjects of partnership. The essence of social partnership as a socio-political democratic institution, replacing the social practice of the undivided domination of state property, is to create conditions for interaction in which the combination of interests of all will be realized. social groups and communities based on mutually beneficial cooperation, not competition.

Social partnership has undeniable prospects for the development of all forms of library activity and deserves a closer study with a view to its application in practical activities municipal libraries.

The fundamental organizational aspects of the creation and development of social partnership are: determining their place in sociocultural space serviced area; implementation of the development strategy; establishment of stable relationships with various structures of a territorial entity on the basis of legal regulation.

It is impossible to present a complete picture of the emergence, functioning and development of social partnership as one of the factors for improving territorial library services without classifying its types. Adapting the approach of the prominent researcher of the problem of the American sociologist A. Diamond, we propose the following classification of the types of social partnership, which is developing in the practice of library work in the conditions of the municipality.

Civil partnership. It is implemented on the basis of the "first sector" of civil society, which includes: government structures, legislative structures, etc. Partnership with municipal authorities is of paramount importance for municipal libraries, the possibility of establishing which determines the fact that (with all the differences between these social institutions) during this period of the formation of civil society in the country, their activities are being transformed.

Social modernization of libraries sets the task of changing the content of information and library work, developing new social functions, adapting to the new socio-political and economic environment at the level of the municipality. The above circumstances predetermined changes in relationships and behavior stereotypes, the creation of fundamentally new models of interaction. The process of formation of a social institution of local self-government of library services on the basis of social partnership. Legislatively, the model of the relationship between the library and the government is enshrined in the first part of the Civil Code of the Russian Federation (1994), the federal law “On librarianship” (1994), and regional legislative acts. The authorities are the founders of municipal libraries, and the libraries are institutions formed with the aim of implementing the tasks delegated by the society to the authorities. The founder determines the library a list of functions and areas of its activities, which correlates with the needs of the population. In turn, the library should perform the functions assigned by the founder, making his proposals for their addition and development.

The most important innovation for libraries, connected with the reform of local self-government, was their actual transition into the direct undivided jurisdiction of local authorities, including in terms of resource provision. The main provisions of the Federal Law "On General Principles of Organization of Local Self-Government in the Russian Federation" dated October 6. 2003 No. 131-FZ, which establish legal, territorial, organizational and economic norms for the functioning of local self-government in the Russian Federation, come into force in full on January 1, 2009. In this regard, the primary task of municipal libraries is to form a system of relationships with authorities and other subjects municipalities from the standpoint of a social institution. In this context, libraries should be considered as an active subject, and not a passive object of municipal policy, which is important to fix in the regulatory framework that is being formed in accordance with the above-mentioned federal law.

Considering social partnership as a condition for an effective territorial library strategy, one should not overlook such an important aspect of it as economic cooperation with the authorities. With a significant reduction in state funding, one of the priority tasks of the library policy is to prove to officials of the local administration the need to actively promote the development of the library, additional (program-targeted) financing of its activities to solve the problems of free access to information, spiritual development of the individual. At present, when the local community is more and more actively declaring its interests, the demand for the library by the population, the correspondence of the level of tasks to be solved to the level of user needs directly affect the attitude towards the library on the part of local authorities. The effectiveness of the library as the main resource of information for the municipality, without which the normal functioning of socially useful spheres is impossible, largely determines the volume of budget funding. In the practice of municipal libraries, such a mechanism of social partnership with local authorities as targeted financial support for project activities should be fully used. In a number of regions, one of its types is municipal grants in the field of culture, provided on a competitive basis, as well as investment in targeted programs of libraries to provide additional social services to the population.

Partnership with information organizations. This option partnerships include organizations that contribute to the development of civil society through the dissemination of various types of information. Partnership with information organizations allows libraries to develop a library marketing policy, to form a positive image of the library and its staff among the population, authorities and public structures, to position the library's ability to meet the needs of the local community. Among the potential participants in such a social partnership, first of all, the mass media should be singled out. Information support of library actions by the media helps to promote the book and motivation for reading, attracting new ones to the library. This type of library partnership has been most actively used by municipal libraries in recent years.

Partnership with book publishing and bookselling companies is promising. There are many examples of developing cooperation between libraries and bookselling organizations. The library's active participation in the formation of the municipal book market makes it possible to introduce elements of organization into its spontaneous state. The basis for this kind of partnership is the fact that library specialists are professionals in the field of book business, are constantly associated not only with products, but also with consumers from various social strata, freely navigate the range of publications and the conjuncture of the book market.

One of the directions of this type of modern partnership is the innovative activity of libraries in the field of mastering information technologies. Implementation of an integrated approach to the problems associated with the formation and development of the external territorial information space, information system municipal formation, involves not only the solution of issues of acquisition of funds with traditional documents, but also the development of technologies that expand the capabilities and efficiency of information and bibliographic services. In this regard, partnerships are developing with distributors offering modern information products and technologies.

Meeting the needs of a modern library user presupposes the creation of a comfortable library environment. In this regard, the latest achievements in ergonomics, design art, and the possibilities of a highly effective internal information system should be used. All of the above requirements cannot always be met by the efforts of only the library staff, therefore, partnerships of libraries with outdoor advertising studios, design agencies, which can also be classified as information disseminators, have become widespread.

Partnership with cultural organizations. Cultural partnerships are traditionally widespread in the practice of library work. But here, too, new trends have been observed in recent years. Libraries act as guarantors of the preservation of traditional book culture, the development of common cultural trends, provide accessibility cultural property to all social strata of the population. The partnership of libraries with museums has been developing most actively throughout the last decade, which is largely due to the coincidence of the memorial function performed by both museums and libraries.

Partnerships with educational institutions. Partnership in the field of education is widely represented in the practice of municipal libraries and is based on the long-term practice of cooperation between libraries and organizations and institutions that are related to the library in terms of the goals and objectives of the work. Social partnership developing between the library and public organizations can be subdivided into the following subtypes: partnership with creative informal organizations; with environmental organizations and movements; human rights organizations; with women's, children's and youth organizations, etc.

Economic partnership. The acquisition of legal and economic independence by libraries laid the foundation for the development of partnerships based on economic cooperation, mutually beneficial for both libraries and organizations entering into economic relations with them. The empirical material obtained in the course of the study allows us to conclude that economic cooperation is often not quite adequately perceived by the library community. An economic approach to the problem of reproduction and increase of library resources should take into account the initial social essence of the library and provide for the priority solution of the social problems of the population served. Obtaining material benefits for the library in the process of economic cooperation is not an end in itself, but an intermediate result, one of the conditions for further solving the social problem.

Socio-economic cooperation should become the central vector of social partnership. The amount of funding is directly related to socially significant and economically viable projects that consolidate efforts to achieve the goal of various forces of the local community. Moreover, sources of funding can be not only the local budget, but also funds from various funds, as well as commercial structures. Exactly social significance library programs aimed at meeting consumer demand creates the basis for extrabudgetary additional funding.

Libraries' partners are often economic associations and networks of commercial and industrial organizations, as well as actors involved in independent economic and economic activities... Among them are industrial and production structures.

Main activities

The uniqueness of the multiproject of the Center for Visual Culture lies in its dynamism, the organization of new local history projects, the creation of a single visual informational local history space of the city, uniting all institutions of culture, art, education, and the media.

It is intended to become a modern library multicenter, which will be another brand of the city, confirming the fame of industrial Magnitogorsk as a socially oriented city of high culture and historical memory.

Within the framework of the project, on the basis of the Association of City Libraries, the International Internet Festival of Video Poetry "Video Poetry" was organized with the aim of popularizing contemporary national and regional poetry using visual means.

The implementation of the project will contribute to:

  • familiarizing the population of the city, including young people, with reading in order to raise the intellectual and cultural level;

The revival of local self-government as the most important institution of community self-government is one of the urgent problems modern Russia. The importance of the development of local self-government is determined by many circumstances. First of all, it can and should contribute to the gradual "growing" of Russia into a democratic political regime, initiating it "from below". It is designed to help citizens realize that democracy is not only a formal institution, but also a social partnership, everyone's personal participation in the affairs and concerns of the society of which he is a part. It is also important that the abstract right to freedom is realized, among other things, in the concrete right to exercise local self-government. As A. de Tocqueville wrote, "communal institutions play the same role for establishing independence as elementary schools do for science: they open the way for the people to freedom and teach them to use this freedom."

The reform of local self-government in the Stavropol Territory has its own characteristics, it is fixed in our country at the level of the village, settlement, while regional administrations are the state vertical. In Russia, only 5 constituent entities of the Federation have a similar structure, and it takes time to develop common approaches to the practical implementation of local self-government.

In the Andropovsky district, the issue of consolidating local self-government at the level of the district administration has now become acute. The population, due to the lack of competence, is wary of this problem. The authorities are in a wait-and-see state. The local media has made little effort to clarify the urgent situation.

Libraries at all times were the conductors of the culture of society and the policy of the state, they were sensitive to changes in the socio-economic and political life region. No one can deny that at the moment the library has become the most necessary part of the infrastructure of the municipality, especially its informational one. Experience shows that the municipal library has become "visible" to the local authorities and is seen as the most convenient channel informing. The issue of creating a system of informing about the activities of municipal authorities is most important today for small municipalities, which has objective reasons. In large cities, there are other sources of municipal information, in particular, information centers at local administrations with public receptions. In small towns and rural areas, libraries are really the only publicly available institutions that are able to work with information.

The goal of local self-government is to help build a civil society, its information openness. Civil society is based on the right of every citizen to have a free view of government policy. People just need to know about the affairs of their chosen ones. They need to understand that local government is their own activity for their own life arrangement under their own responsibility.

The intensification of the work of the Andropov CLS on the collection, storage and provision of information on local self-government for use began with the publication of a Letter from the Administration of the President of the Russian Federation and the Government of Russia, sent to the heads of the constituent entities of the Russian Federation (No. A4 - 10002 Pk of 23.09.97). Along with federal and regional laws, decrees, decrees, normative acts, various publications related to local self-government issues, it was recommended to include municipal statutes, decrees, decisions, orders of the regional authorities in the library funds, which had not been done before. Until that time CLS libraries carried out work on local history, where a fund was formed containing material about the life of the local community, about the activities of governing bodies; accumulated positive experience in this aspect of work.

In recent years, librarians have seen an increase in the number of readers in libraries, indicating an increased information needs among the population, including on local government issues.

In September 1998, the head of the regional state administration of the Andropov region signed a Resolution "On the organization of collection, storage and provision of information on local self-government issues in the libraries of the Andropov Central Library System."

The CLS specialists prepared a draft program for supporting local self-government "Library - the information center of the municipal community", the main objectives of which are stated:

  • to provide users with access to sources and means of information collected in the libraries of the region;
  • create the most favorable and comfortable conditions for the use of library services for everyone;
  • to provide an opportunity to access the resources of other libraries and information organizations through modern communication channels.

To achieve the set goals, the following tasks are defined:

  • to create a fund of published and unpublished documents adopted by local self-government bodies, organize their systematization and storage;
  • to organize an information and advisory point on the problems of local self-government on the basis of the Central Regional Hospital, which will concentrate bibliographic information on the main area of ​​work, which will allow for targeted informing of the heads and employees of local self-government bodies and services, residents of municipalities;
  • introduce modern technologies to increase the flow of information in the library and improve methods of delivering information to users.

In 1999, this project received a grant from the Ministry of Public Education and Science and the Ministry of Culture, due to which computer equipment was purchased, and also the beginning of the automation of the Central Library System.

Since Central district library possesses the most complete reference and bibliographic apparatus, regional studies catalogs reflecting documents on the Stavropol Territory, Andropovsky District, and also for many years keeps in its funds the main regional and regional periodicals, in its structure a department of "Information and Modern Technologies" was allocated, designed to work with the authorities and the population in this direction.

In October 2001, the Head of the Andropov District State Administration signed an Order to open a Legal Information Center (CLI) on the basis of the Information Department and modern technologies Andropov Central Library System.

In order to substantiate the choice of priorities in the work to promote the formation of local self-government, the information needs of the population and municipal employees were studied. The research data revealed the topics of inquiries: legislative, sociological, production potential and raw materials, agricultural, economic information. Collective and individual consumers of information were identified, information about them was entered into the information supply card index. According to the previous mini-research "Computer literacy villager"(2000), it was found that there is a very small percentage of trained users to work with information resources and technologies, which made it difficult to quickly deliver information. At the moment, the number of people using computer tools has increased significantly, including many organizations and enterprises have Internet access and their own mailing address.

The CPI accumulates information of three levels: federal, constituent entity of the Federation, municipal. And carries out information on the basis of such information resources as:

  2. FAPSI server. Our CLS is not the only one that has the ability to use the FAPSI database. Several edge libraries also have mailboxes on the agency's server, which allows us to access their database.

  4. Electronic versions of the journals "Encyclopedia of Russian Law", "Legislation and Economics".

  6. Fund of publications on local history.
  7. The collection of primary sources is formed on the basis of regional and regional newspapers, as well as documents and materials that are transferred from the departments of regional and rural administrations. Documents from the Department of Economics make it possible to acquaint the population with the socio-economic situation of the region. The employment service provides information on the state of the labor market, educational and training opportunities.   8. Secondary information resources, i.e. a set of sources of library - bibliographic and factual information. The main directions of informing the population about the organization of local self-government and the activities of its bodies are:

The staff of the center systematically monitor new information directions and topics in the media. The most relevant queries are recorded, promising directions are analyzed and forecasted, the SBA is adjusted, and the corresponding headings are introduced.

The public information system assumes the organization and formation of two information streams. The downward flow of information is informing the subject of local self-government - the population.

Our library has long recognized itself social institution and a center for social protection of the population. Residents of the district seek help from libraries on pension, social security, rights and benefits. The Legal Information Center not only collects and systematizes documents related to the organization and activities of local self-government, but also explains the need to develop this new direction. As a rule, citizens do not realize that it is they who must become the driving force in the formation of local self-government, that they are the builders of their life, and the authorities only coordinate their actions. People need to understand that democracy is not only a formal institution, but also a social partnership, everyone's personal participation in the affairs and concerns of the society of which he is a part. Over the years, people were brought up on a different ideology, now it is psychologically difficult for them to perceive what is happening. Therefore, we believe that special attention, explanatory and educational work should be carried out with high school students and students. Meetings with representatives of the district administration are organized for them. In addition to performances, active methods are used - round tables, seminars, role-playing games, which clearly contributes to a better assimilation of the material and an increase in the productivity of the event.

Along with the primary sources, users are provided with information in the form of bibliographic lists, photocopies and printouts of documents. On a contractual basis, press dossiers are provided on the stated topic.

In the Central Regional Hospital and branch libraries there are information stands, notice boards, for example, "Village: day after day", "In the corridors of power", where information on decisions, orders, materials on social protection of the population is regularly posted.

The library actively cooperates with the media (radio, newspapers).

In today's conditions, the library has become a link between the population and the authorities, helping them find and understand each other. The upstream is the information support of the local government library. Libraries have always been the conductors of the culture of society and the policy of the state that created and maintain them. Therefore, they have always provided information support to the authorities.

The most important task today is to raise the efficiency of the management activities of local self-government bodies at all levels. The quality of management is certainly influenced by factors such as the quality of information and the competence of the consultation. These factors make it possible to make decisions that change the situation on the ground for the better, to influence the fate of social problems, and to raise the social status of the population.

All previous activities of the Andropov Central Banking System are the experience of working together with the administration, the experience of partnership. Since the creation of the department, local authorities have begun to listen even more attentively to the library as an organization capable of dealing with serious tasks. Cooperation between the center and the district administration is carried out on a contractual basis. The contract specifies the following obligations of the parties:

  • local self-government bodies (LSGs) undertake to provide the OIST with published and unpublished documents on their activities in order to organize their storage and ensure access to them for members of the local community.
  • OIST undertakes to promptly inform the CHI about the laws, regulations, decisions, decisions of federal and regional authorities, as well as material systematized according to the stated topics.
  • OIST undertakes to inform the local community about the activities of the CHI.

Agreements were also signed between branch libraries and rural administrations. Through the branch libraries, the documents of the rural authorities are transferred to the Legal Information Center. The department provides the affiliates with the information they need for their customers. Thus, a mechanism for disseminating information on local self-government issues has been established.

The experience of working with municipal employees suggests that they need information on time (preferably "yesterday") and with maximum completeness. The employees of the Central Banking System work exactly in this mode, otherwise our work will be unclaimed.

The main areas of information support include informing the bodies of representative and executive power, the statistics department, the Department of Culture and Art, and the Committee for Nature Protection. For example:

  • legislative documents of the Russian Federation;
  • monitoring of public opinion. In particular, the collection and analysis of responses to the questionnaires developed by the regional state administration "Attitude of the population to local government bodies of the Andropov region of the Stavropol Territory", "The role of state power and local government ";
  • providing information about the experience of the government in other municipal communities;
  • informing on social problems, ecology, etc.

Informing is carried out in the modes IRI, DOR, reference service - in the "question - answer" mode. Moreover, not only in the form of bibliographic information (analytical references, bibliographic lists of new acquisitions), but also in the form of a press dossier. The transfer of information is carried out both by phone and by Email, as well as copies of documents are sent or issued directly to the department.

Systematically for municipal employees, the employees of the center hold specialist days, for example, "Operational information - the way to success", round tables - "Municipal law: questions and answers". Heads of rural administrations, specialists of municipalities, deputies of rural Dumas, librarians take part in the events.

The Legal Information Center provides information support for the work of deputies and deputy commissions.

The work of the department to establish the facts, which formed the basis of the "Encyclopedia of the Andropov region", was interesting and substantial. At the request of the administration, the staff of the center set the dates for awarding titles to honored workers in the sectors of the national economy, culture, health care, and education.

Informing municipal employees is the main task in the interaction between the library and the governing bodies. However, the department of "Information and modern technologies" for the district administrations provides a number of non-traditional services. For example: restores old photographs of historical value; processes material about veterans, participants of the Second World War; makes booklets (for the anniversary dates of the district villages), various diplomas, certificates of honor, business cards. Last year the programmer of the department S.V. Kulikov made a computer layout for the publication of a booklet about the Andropovskiy region. With the participation of specialists of the department, the coat of arms of the region was developed, as well as the layout of the orders of 3 degrees "For the contribution to the development of the region".

New forms of work require constant updating of the practical knowledge of specialists working with power structures. On the basis of the Central Regional Library, seminars and round tables are held both for librarians of the Central Library Service and for workers of the regional libraries. The staff of the entire CLS gains knowledge on organizing work with information on local self-government issues. Without fail, everyone undergoes vocational training in the use of personal computers.

An important role in organizing work to help the formation of local self-government is played by technical equipment... However, there are no computers in any branch of the Central Banking System, so there are no electronic databases. But it is the libraries that are the only source of information in the countryside for more than 36 thousand residents of the Andropov region. So far, only the Legal Information Center has computer equipment and Internet access. Therefore, the CLS faces a strategic task - to ensure effective access to information resources based on the latest computer technologies, the development of network interaction between libraries and telecommunication networks.

In the future, joint activities of the Center for Legal Information and local self-government bodies are planned within the framework of the Federal Target Program "Electronic Russia (2002-2010)".
