Procedure for using protective equipment

1. The personnel serving the electrical installations of the industry and electricity consumers must be provided with all the necessary funds protection, trained in the rules of application and is obliged to use them to ensure the safety of work.

2. Inventory means of protection are distributed between objects, operational-field teams in accordance with the system of organization of operation.

3. Responsibility for the timely provision of personnel and the completion of electrical installations with tested protective equipment in accordance with the picking standards, the organization of proper storage and the creation of the necessary stock, the timely production of periodic inspections and tests, the seizure of unusable funds and the organization of their accounting are borne by the head of the shop, service, substation. the whole enterprise - the chief engineer or the person responsible for the electrical system.

4. If it is found that the protective equipment issued for a separate electrical installation is unsuitable, its maintenance personnel must immediately remove them.

5. Persons who have received remedies in individual use, are responsible for their correct operation and timely rejection.

1. To approve and put into effect from July 1, 2003 the attached Rules for the use and maintenance of personal protective equipment, radiation, chemical reconnaissance and control devices.

3. I. General Provisions

1.1. These Rules are developed on the basis of federal laws of December 21, 1994 N 68-FZ "On the protection of the population and territories from emergencies natural and technogenic character "(Collected Legislation of the Russian Federation, 1994, No. 35, Art. 3648; 2015, No. 18, Art. 2622) and dated February 12, 1998 No. 28-FZ" On Civil Defense "(Collected Legislation of the Russian Federation , 1998, N 7, Art. 799; 2015, N 27, Art. 3962), Decree of the President of the Russian Federation of July 11, 2004 N 868 "Issues of the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters" (Collected Legislation of the Russian Federation, 2004, N 28, Art. 2882; 2015, N 11, Art. 1588), Resolutions of the Government of the Russian Federation of November 29, 1999 N 1309 "On the procedure for creating shelters and other civil defense facilities" (Collection legislation of the Russian Federation, 1999, N 49, Art. 6000; 2015, N 30, Art. 4608) and dated April 27, 2000 N 379 "On the accumulation, storage and use of stocks of material, technical, food, medical and other means "(Collection of legislation of the Russian Federation, 2000, N 18, art. 1991; 2012, N 1, Art. 154) and determine the requirements for specialized warehouses (storage places), as well as the procedure for accumulation, storage, accounting, use and replenishment of stocks of personal protective equipment, radiation, chemical reconnaissance and control devices.

1.2. Compliance with the requirements of these Rules is mandatory for organizations using and containing personal protective equipment, radiation, chemical reconnaissance and control devices (hereinafter referred to as radiation and chemical protection equipment) in the interests of civil defense.

By the decision of the head of the organization, the storage of radiation and chemical protection means can be organized both in specialized storage facilities (warehouses, storages), and in specialized storage places.

1.3. The rules determine the order of use and content:

personal protective equipment of the respiratory system (filtering and isolating gas masks, additional cartridges and respirators, protective cameras for children);

personal protective equipment for skin (filtering clothing and insulating means: suits, sets);

radiation reconnaissance and control devices (radioactivity alarms, radiometers, x-ray meters, dose rate meters, individual dosimeters, radiometric installations and instruments);

chemical reconnaissance and control devices (military chemical reconnaissance devices, medical chemical reconnaissance devices, gas analyzers for air monitoring).

1.4. In organizations that use and accumulate means of radiation and chemical protection, officials are appointed in the prescribed manner, whose duties include keeping records of them, maintaining premises for their storage, ensuring safety and readiness for use (hereinafter - those responsible for storage).

II. Terms of use and content

2.1. The main task of storing radiation and chemical protection means is to ensure their quantitative and qualitative preservation during the entire storage period, as well as to keep them in constant readiness for issuance for their intended use in deadlines.

2.3. Radiation and chemical protection means in storage areas are located separately from material values current allowance and must comply with the approved nomenclature and the requirements of GOST (technical specifications); their qualitative condition must be confirmed by passports, forms, laboratory test reports and certificates.

2.4. Storage of radiation and chemical protection equipment includes:

correct arrangement, equipment, maintenance and use of specialized storage facilities (storage areas);

acceptance of incoming radiation and chemical protection means for storage and elimination of identified deficiencies;

preparation of means of radiation and chemical protection for storage using conservation;

preparation of storage sites, provision and maintenance in them necessary conditions(temperature, humidity, etc.);

laboratory tests, verification (verification), repair and maintenance of radiation and chemical protection equipment;

compliance with the storage regime for radiation and chemical protection equipment, depending on their chemical and physical properties;

timely replacement and refreshment of radiation and chemical protection equipment;

protection of specialized storage facilities (storage areas) and compliance with the rules fire safety;

equipping specialized warehouses (storage areas) with means of mechanization of loading and unloading and inside warehouse operations;

carrying out by civil defense officials of periodic inspections of the organization of storage of means of radiation and chemical protection.

2.5. Maintenance of radiation and chemical protection equipment is carried out in accordance with technical descriptions and operating instructions, other regulatory and technical documents.

2.6. If a shortage (damage) of radiation and chemical protection means is detected during storage, this fact investigation is carried out in accordance with the established procedure. The gap must be filled immediately.

2.7. Requirements for the placement and equipment of specialized storage facilities (storage areas):

2.7.1. The locations of specialized storage facilities (storage areas) are equipped taking into account the requirements of protection against modern means damage, at a safe distance from enterprises, the specific activities of which may adversely affect the quality condition of radiation and chemical protection. Areas of terrain are used that are not adjacent to swamps, not flooded by flood, storm and groundwater. Warehouses should be located in close proximity to access roads, sources of electricity and water supply.

2.7.2. The territory of the warehouse must be securely fenced, well lit at night, taking into account the blackout of the object. The warehouse must be guarded around the clock or be equipped with a burglar alarm.

2.7.3. On the territory of the warehouse, plates and signs should be installed (Appendix N 1). All warehouse buildings must be numbered. Serial numbers are applied to the end walls of buildings in a white square measuring 50 x 50 cm. The doors of the vaults are numbered with a serial number, which is applied in a white circle with a diameter of 35 cm, bordered by a red stripe 3 cm wide. All numbers are applied in black.

2.7.4. The warehouse telephone system must reliably provide external and internal communications, reliable guard and fire alarms.

2.7.5. All buildings and areas of the warehouse must be kept clean and tidy. Special remote places are allocated for garbage collection. At the end of the work, garbage and waste must be removed from the warehouse.

2.8. Requirements for specialized warehouses (storage areas):

2.8.1. Specialized warehouses (storage places) in terms of their arrangement, layout, technical condition and equipment must ensure the complete safety of the property placed in them and its issuance in accordance with the established procedure.

Wooden rooms and structures must be treated with a fire-resistant compound, and the places of their contact with the ground must be treated with an antiseptic.

2.8.2. The floors in specialized warehouses (storage areas) must have a hard coating (concrete, asphalt, etc.), resistant to the formation of crumbs, sand and dust, withstand the load of stored property and means of mechanization of warehouse operations.

2.8.3. Concrete or asphalt blind areas are installed around specialized storage facilities (storage areas). Thresholds of the outer gates of storage facilities to protect against infiltration of surface water should be above the level of the blind area and have protective easily removable canopies against rodents.

2.8.4. Windows should be glazed, have vents and protective metal grilles (nets), glass windows are painted with inside in White color to protect property from solar radiation. Specialized warehouses (storage areas) must have electric working and emergency lighting. In the absence of a power supply, rechargeable electric lights are used. The use of lighting devices with an open flame in the premises, as well as the use of flammable substances, is prohibited.

2.8.5. Specialized warehouses (storage areas) must have natural or forced ventilation. Requirements for the type and scheme of ventilation are determined taking into account the stored means of radiation and chemical protection, the capacity and layout of storage facilities. Semi-underground and underground storages that do not have devices for through ventilation must be equipped with artificial ventilation equipped with locking devices.

2.8.6. Warehouses can have unheated and heated premises. The latter should be equipped with steam or water central heating. By agreement with the state fire supervision authorities, it is allowed to have stove heating in separate storages. At the end of the heating period, the furnaces of the stoves are sealed.

2.8.7. When storing radiation and chemical protection means in specialized warehouses, they must be equipped with equipment, inventory and tools, an approximate list of which is given in Appendix No. 2. The inventory of equipment is approved by the person responsible for storage.

2.8.8. Specialized storage facilities (storage areas) should be equipped with racks, cabinets, pallets, stands that structurally ensure the normal storage of radiation and chemical protection equipment.

Racks and pallets are installed from the walls at a distance of at least 0.6 m. The passage between the racks should be 0.8 - 1.5 m, depending on the stored radiation and chemical protection equipment. In the middle of the vault, as a rule, along the center line, a main passage with a width of 1.5 - 2 m is left. In cases where the doors (gates) are located in the longitudinal walls, a passage is left in the entire width of the doors (gates) across the vault.

2.8.9. The warehouses are equipped with:

area for delivery, unpacking and packaging of radiation and chemical protection equipment;

vestibule for heated storage;

area for maintenance and conservation (re-conservation) of radiation and chemical protection equipment;

workplace of the person responsible for storage;

checkpoint (if there are more than two storage facilities in the warehouse);

pantries for storing inventory, tools and special clothing.

2.8.10. The workplace of the person responsible for storage must have the following property and documentation:

a special table for a filing cabinet; metal cabinet (box) for storing service documentation and reference books; means of communication; passport of a specialized warehouse (storage location); (Appendix No. 3); a plan for the placement of radiation and chemical protection means; functional responsibilities responsible for storage; guidelines for the storage of radiation and chemical protection equipment; schemes for the evacuation of radiation and chemical protection equipment and notification of warehouse personnel; logbooks of radiation and chemical protection equipment by years of manufacture (Appendix No. 4), decommissioned radiation and chemical protection equipment (Appendix No. 5), accounting cards and shelf labels; invoices for the issuance of radiation and chemical protection equipment, the schedule for the issuance of radiation and chemical protection equipment; warehouse operation plan for a year (quarter, month), schedule of inspection and laboratory tests, verification (verification) of radiation and chemical protection equipment, fire protection plan for a specialized warehouse (storage location); technical documentation, accompanying documents and invoices for obtaining radiation and chemical protection equipment, instructions on the actions of warehouse workers in case of fire with the calculation of forces and means, instructions on safety requirements when working in a warehouse, invoices for the issuance of written-off radiation and chemical protection equipment, copies of laboratory acts tests and inspections (calibrations) of radiation and chemical protection means, acts of inspection of the warehouse by fire authorities and other documents.

2.8.11. Specialized storage facilities for storing radiation and chemical protection equipment must be constantly maintained in good condition and repaired in a timely manner.

2.8.12. Warehouses are subject to inspection at least once a quarter by officials of the territorial bodies of the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of the Consequences of Natural Disasters - bodies specially authorized to solve civil defense tasks and tasks for the prevention and elimination of emergency situations in the constituent entities of the Russian Federation ( hereinafter - the territorial bodies of the EMERCOM of Russia for the constituent entities of the Russian Federation) for the technical condition of storage facilities, organization of storage and maintenance of property. Deficiencies identified during the audit are recorded in the act and the corresponding journal (Appendix No. 6). The inspection report is sent to the head of the storage organization to eliminate deficiencies.

The officials who carried out the inspection of specialized warehouse premises (storage places) monitor the progress of work to eliminate the identified deficiencies and report the results to their immediate superiors.

2.8.13. To control the entrance (entry) to the warehouse territory, as well as the exit (exit), a checkpoint is equipped, in which, as a rule, the warehouse guard is located.

The checkpoint must have the following property and documentation: a cabinet with compartments for storing passes, a table with lockers, chairs (stools), telephone communication and signaling equipment, a writing instrument, a clock, a thermometer, a first-aid kit, a hanger, a carafe for water , glasses, inventory of property, instructions for the protection of the warehouse, communication and notification scheme, instructions for organizing access control at the warehouse, logbook of entry and exit of cars, book for receiving and issuing keys, samples of passes, import and export documents, emergency lighting, fire extinguishing means, book of reception and delivery of duty.

The checkpoint should be provided with emergency lighting.

2.8.14. The admission of officials and transport to the territory of the warehouse, as well as the removal (removal) from the warehouse of radiation and chemical protection means is carried out by passes in the manner determined by the instructions for organizing the access control approved by the head of the organization to which the warehouse is subordinated.

2.8.15. In specialized warehouses (storage areas), it is prohibited:

smoke and use an open flame, use household electric heating appliances, arrange temporary electrical wiring;

store unaccounted property;

load storage areas of radiation and chemical protection equipment above the established standards.

2.8.16. Work in the warehouse must be carried out under the direction of the storage manager.

Opening (closing) of storage places is carried out personally by the person responsible for storage. In exceptional cases, opening (closing) of storage places can be carried out by commissions (at least 3 people) with drawing up an act of opening (closing) the storage place.

At the end of the work, the storage places are checked by the person responsible for storage, the gates (doors) are locked and sealed with its seal. Keys to each storage location must be kept in a separate box with the storage location number indicated. Keys and seals in a sealed form are handed over to the guard on duty against signature in the book of reception and distribution of keys. The procedure for storing spare keys from storage locations is established by the head of the organization to which the warehouse is subordinate.

2.9. Requirements for the placement and storage of radiation and chemical protection equipment:

2.9.1. Radiation and chemical protection equipment should be placed in equipped specialized storage facilities (storage areas) in the original packaging - boxes, stacked in stacks with lids up, marking on the side walls towards the passage.

2.9.2. Stacks should be placed on pads, the height of which should be at least 0.25 m above the floor. In order to better ventilate the lower rows of piles, pads should be installed on posts.

2.9.3. In each specialized warehouse (storage place), the stacks are numbered in order. The stack number is indicated on a 20 x 20 cm square of plywood or cardboard with black numbers on a white background. The height of the numbers is 10 cm, the width of the font is 1.5 cm.A plate with the number of the stack should be attached in the middle of each stack from the side of the central aisle at a height of 1.8 m from the floor, and a rack label should be attached below at a height of 30 cm according to the established form (Appendix N 7). Between the stacks, as well as between the walls of a specialized warehouse (storage area) and the stacks, there should be at least 0.6 m wide aisles, depending on the size of the container.

In a specialized warehouse (storage place), there must be a central or side passage with a width of at least 2 m, allowing passage of means of mechanization of loading and unloading operations.

2.9.4. When storing radiation and chemical protection equipment, the following stack height is set:

for filtering gas masks, additional cartridges, protective cameras for children - no more than 7 - 8 boxes;

for chemical reconnaissance devices - up to 6 boxes;

for radiation monitoring devices - taking into account the permissible load on the container.

In this case, the width of the stacks should be two boxes.

2.9.5. Radiation and chemical protection equipment should be allocated by type, modification, intended purpose, batch, production and conservation time.

The decommissioned means of radiation and chemical protection are placed in separate places, stacks, ensuring their quantitative and qualitative safety and protected from atmospheric precipitation. In this case, the inscription "Decommissioned" is applied to the shelf labels.

2.9.6. The procedure for storing, placing and stowing radiation and chemical protection means should ensure the safety of products, the possibility of inspecting, refreshing and replenishing them. The placement of property should be carried out taking into account the most complete use of the capacity and area of ​​specialized storage facilities (storage areas).

2.9.7. Optimal conditions storage of means of radiation and chemical protection are: temperature the environment from +5 deg. From to +15 degrees. WITH; temperature drop no more than 5 degrees. From per day; relative air humidity 40 - 55%; lack of precipitation and moisture condensation, direct solar radiation; absence in the air of dust, sand, corrosive substances, as well as biological pests (rodents, insects, microorganisms).

2.9.8. In specialized warehouses (storage areas), the temperature and humidity of the air must be monitored. For control purposes, each heated and one of each group of unheated storage facilities are equipped with stationary or portable devices for measuring the temperature and relative humidity of the air (thermometers, hygrometers). The devices are installed at a height of 1.5 m from the floor and no closer than 2 m from doors, ventilation openings and heating devices. Determination of temperature and relative humidity is carried out daily from 9.00 to 10.00 and from 15.00 to 16.00 local time. The obtained data are entered into the register of air temperature and humidity in the storage facility in accordance with the established form (Appendix No. 8).

2.9.9. With a relative air humidity in a specialized warehouse (storage place) of more than 60%, they must be ventilated in dry weather, with a wind speed of no more than 5 m / s and a relative air humidity lower than in storage facilities.

To ventilate the storage facilities, gates (doors), vents, ventilation pipes, hatches must be opened or ventilation must be turned on. In this case, a quick change of air should be ensured, but without a sharp change in the temperature in the premises.

2.9.10. The means of radiation and chemical protection during acceptance for storage and during storage (periodically) must be inspected. The timing of inspections, laboratory tests, inspections (calibrations) and the scope of control of the technical (quality) state of radiation and chemical protection means are given in Appendix N 9.

2.9.11. Respiratory protection equipment should be stored in dry rooms. When storing products, the ingress of atmospheric precipitation on the packing boxes is not allowed.

When inspecting containers with personal protective equipment, it is checked: the presence and clarity of marking, the integrity of the seals, constipation, hinges on the boxes, the condition of the container. In each box selected for inspection, the number of products according to the packing list, the quality of the packaging material and the correctness of the packaging are checked.

If damaged boxes are found, they are opened, the presence is checked and the products are inspected according to the packing list.

2.9.12. When inspecting personal protective equipment, the following are checked:

gas mask boxes and additional cartridges - painting quality; absence of corrosion, bruises, overfilling and pouring out of the charge; tightness of wrapping the caps and correct installation of the plugs;

front parts - the condition of the rubber (no cracks, gusts), the presence and condition of valves, intercoms and membranes in them, the tightness of the valve box, the condition of spectacle glasses, spectacle and mounting clips;

connecting tubes - no damage, jersey peeling and foreign plaque on the surface;

bags - the integrity of the fabric, the presence and serviceability of accessories (loops, straps, straps, etc.);

protective cameras for children - no punctures, tears and scrapes of the rubber layer on the rubberized fabric of the shell, as well as the absence of peeling of the sizing tape of the seam and rubberized fabric along the contour of gluing the window, tearing the shoulder tape, tearing its attachment to the bracket, deforming the frame parts, breaking the strips of the sealing lock , punctures and other damages of diffusion-sorbing elements.

In the process of inspecting gas masks and protective cameras for children, the absence of component parts made of rubber, polymer and textile materials, signs of biological damage: colored spots or stripes, mucus on the surface, swelling and changes in shape, mold plaque, surface discoloration, changes in elasticity, decay.

Once a week, the stacks are inspected and stacking defects are eliminated. Laboratory tests of personal protective equipment are carried out: the first time six months before the expiration of the guaranteed storage period, the second time five years after the expiration of the guaranteed storage period, then once every two years.

2.9.13. Radiation reconnaissance and control devices are stored in heated rooms in their original packaging, and chemical reconnaissance devices, as well as indicator tubes, reagents, sets of indicator means (except for freezing reagents) - in unheated rooms. In the absence of heated specialized warehouses (storage places), it is allowed to store radiation monitoring devices in unheated rooms in a mothballed form using the "cover" method.

Preservation (re-preservation) is carried out before storage and during storage in accordance with the requirements of the technical description and operating instructions for the corresponding brand of devices. When storing devices in unheated rooms for a period of up to one year, conservation is carried out by applying conservation lubricants to metal unpainted surfaces and placing the devices in their original packaging.

The power supplies included in the instrument kit must be removed from the instruments and stored separately.

Dose meters included in sets of personal dosimeters should be stored in a charged state in accordance with the requirements of the technical description and instructions for use of sets of personal dosimeters.

2.9.14. When examining devices for radiation and chemical reconnaissance and control, the following is checked:

condition of containers, availability and completeness of products, condition of blocks, assemblies, housing;

serviceability, integrity of glasses, position of the measuring instrument arrow, serviceability of control knobs and toggle switches, absence of corrosion on the body and metal assemblies of products;

shelf life of reagents and batteries, condition of ampoules, condition and color of fillers in indicator tubes and solutions in ampoules;

operability of devices in the amount of 5% of the batch;

availability of documentation and correctness of its filling.

The quality of the preservation is checked by inspection of the preservation materials, as well as by the color of the indicator paper, which characterizes the degree of moisture in the desiccant. Dryer weight gain should not exceed 18%. If a dehumidifier's weight gain is higher than the permissible value on at least one device, the degree of humidification is checked on twice the number of devices. If the dehumidifier's weight gain is re-detected above the permissible value, all devices of this type are re-preserved. At the same time, 5% of the batch is checked for the weight gain of the dehumidifier of other types of devices stored in this specialized warehouse (storage place).

Reconservation of radiation monitoring devices is carried out after carrying out scheduled works on periodic inspection (verification).

Inspection of racks and stacks with devices is carried out once a week.

Replacement (refreshing) of indicator tubes and reagents is carried out in accordance with the schedule for monitoring the quality condition of the property.

Storage of radiation monitoring devices equipped with power supplies is prohibited.

2.10. Checking the quality state of radiation and chemical protection equipment upon receipt and during storage:

2.10.1. Checking the quality condition during acceptance and during storage is carried out by the method of selective or continuous control.

The main planning document of the inspection is the annual schedule for monitoring the quality state of radiation and chemical protection equipment, which determines the frequency of sampling inspection.

During random inspection, the quality of radiation and chemical protection equipment is determined based on the results of checking one or more samples (samples, samples) from a batch.

With complete control, the quality of radiation and chemical protection means is determined based on the results of each product unit in a batch.

Selective and continuous control of the quality state of radiation and chemical protection equipment is carried out by two methods:

inspection of the container (packaging) and the means of radiation and chemical protection contained in it, with the determination of its technical condition in appearance;

conducting periodic tests of radiation and chemical protection equipment (verification (calibration) of radiation monitoring devices and laboratory tests of personal protective equipment).

2.10.2. Quality control of property is carried out by inspection on a specially prepared site, which must be well lit and protected from direct sun rays... In winter, the inspection is carried out in warm rooms, where personal and chemical protection means are moved to warm up one day before the start of work.

If, upon inspection, the products turn out to be moistened, then they must be thoroughly wiped and dried before packing in containers. At the same time, containers are also dried.

2.10.3. If defects are detected as a result of random inspection, a repeated inspection of a doubled number of products is carried out.

In case of repeated detection of defects in a doubled sample, the batch is subjected to continuous control with a sorting of products by categories determined in the prescribed manner.

2.10.4. With complete control of a batch of radiation and chemical protection equipment, all boxes are sequentially opened and each item is inspected (tested) separately.

2.10.5. Minor defects revealed during the inspection, which do not entail a decrease in the category of products, are eliminated immediately.

2.10.6. Radiation and chemical protection means of the same name (type), but of different batches, which arrived at a specialized warehouse (storage place) from manufacturing plants or from other warehouses in small quantities and which have expired the designated storage periods, after continuous non-destructive testing can be brought together in prefabricated batches by year of manufacture. In this case, the precast batch is assigned new number with a postscript to it of the index "sb", for example: "28 sb".

2.10.7. Periodic testing of radiation and chemical protection equipment is monitored territorial bodies EMERCOM of Russia in the constituent entities of the Russian Federation and is carried out by test laboratories and other authorized organizations.

2.10.8. An unscheduled check (verification) of radiation monitoring devices is carried out during repairs, damage to the verification mark or loss of documents confirming the passage of a periodic check (verification).

If the means of radiation and chemical protection after the expiration of the designated storage period are recognized as unsuitable for operation according to the results of laboratory tests (verification (verification)) and cannot be repaired, then they are subject to write-off due to the loss of protective and operational properties... In this case, the test results (checks (verification)) are recorded in the form (passport) or warehouse form.

2.10.9. The basis for extending the storage period of radiation and chemical protection means or for writing it off is an act of laboratory testing (verification (verification)). The act of laboratory testing of radiation and chemical protection equipment must indicate: Formal data of tested (verified) lots; test dates and test numbers; the number of samples (samples) tested; test results (verification (verification)) for all indicators; conclusions about the quality of each batch separately, the conclusion of the verification body.

2.10.10. Organizations that have personal protective equipment, radiation, chemical reconnaissance and control devices on their balance sheets organize timely sampling of radiation and chemical protection equipment from warehouses and deliver them for laboratory tests (verification (verification)).

2.11. Refreshing and replacement of radiation and chemical protection equipment:

2.11.1. To maintain the high quality of the stored radiation and chemical protection means, their timely refreshing and replacement is carried out. The means of radiation and chemical protection are subject to refreshment, in which, after the expiration of the designated storage period, a deviation of the main operational parameters from the norms established by GOST or technical specifications is revealed, and it cannot be repaired.

2.11.2. Means of radiation and chemical protection, unsuitable for use for their intended purpose and morally obsolete, are subject to replacement.

2.11.3. The account of the means of radiation and chemical protection to be refreshed and replaced is kept in the warehouse in the registration cards. Based on the accounting data, the persons responsible for storage within the established timeframes submit to the higher authority (by subordination) applications for the refreshment of property and consumables (power supplies, indicator tubes), as well as for the purchase of components, means for preserving devices, tools and warehouse inventory ( equipment).

2.12. Acceptance of radiation and chemical protection equipment arriving at the warehouse is carried out by specially appointed commissions, which, upon completion of acceptance, draw up acceptance certificates.

Disagreements in cases of detection of deficiencies during the acceptance of the quantity and quality of the goods are resolved in accordance with the established procedure.

2.13. The account of the availability of radiation and chemical protection means in the organization and in a specialized warehouse (storage place) is carried out according to cards in a specified form. Operations in cards for posting, bookmarking, vacation, replacement, refreshing or writing off property are made on the day they are made on the basis of orders, invoices, acts for the bookmarking (release) of property.

The person responsible for storage, on the basis of the acceptance certificate, records the received means of radiation and chemical protection according to quantitative accounting cards in a specialized warehouse (storage place) in a specified form by names, sizes, grades, brands and lots.

The account of the written off means of radiation and chemical protection according to the nomenclature, quantity and years of release is carried out on the basis of acts.

2.14. To determine the correctness of filling out the registration cards in the organization and in a specialized warehouse (storage place), a reconciliation of accounting and warehouse accounting twice a year as of July 1 and January 1. In the reconciliation report discrepancies are noted and immediate measures are taken to eliminate them.

2.15. Inspection of the administrative and economic activities of specialized warehouses (storage places) is carried out by permanent commissions of organizations. The commissions include specialists from various services of the organization, as well as officials with experience practical work with personal protective equipment.

The check is carried out:

once a year during the inventory of material assets in order to determine the availability, quality condition, storage conditions of the property and its compliance with its purpose; technical condition of specialized warehouse buildings (storage areas), compliance with fire safety requirements, etc .;

upon detection of shortage or theft (damage) of property in a specialized warehouse (storage place);

when transferring a specialized warehouse (storage location);

by decision of the bodies authorized to supervise and control the accumulation, storage and use of stocks of personal protective equipment, radiation, chemical reconnaissance and control devices.

Documents characterizing the quality condition of the property, certificates (if necessary), laboratory test certificates and the bookmark (release) of property are stored in separate files of the organization and destroyed in the prescribed manner after three years after the operations of the release of property.

The results of inspections of a specialized warehouse (storage place) with an indication of the identified deficiencies and proposals for their elimination are drawn up in an act, and the results of private inspections must be recorded in the logbook of inspection of radiation and chemical protection by officials.

2.16. Labor protection instructions for employees of a specialized warehouse (storage location) are developed by those responsible for storage on the basis of an order (instruction) of the head of the organization in the prescribed manner.

2.17. The choice of means of radiation and chemical protection is made taking into account their purpose and protective properties, the specific conditions of the situation and the nature of the infection. The order of work is determined by the requirements of the technical description and the operating instructions for the corresponding protective equipment.

General rules use of protective equipment

1.2. Procedure and general rules for the use of protective equipment
1.2.1. The personnel carrying out work in electrical installations must be provided with all necessary protective equipment, trained in the rules of use and must use them to ensure the safety of work.
Protective equipment should be kept as inventory in the premises of electrical installations or included in the inventory of mobile teams. Protective equipment may also be issued for individual use.
1.2.2. When working, use only protective equipment marked with the manufacturer, name or type of product and year of manufacture, as well as a test stamp.
1.2.3. Inventory protection means are distributed between objects (electrical installations) and between field crews in accordance with the system of organization of operation, local conditions and manning standards (Appendix 8).
Such a distribution, indicating the storage locations of protective equipment, should be recorded in the lists approved by the technical manager of the organization or the employee responsible for the electrical equipment.
1.2.4. If the protective equipment is found to be unsuitable, they are subject to withdrawal. An entry must be made on the withdrawal of unsuitable protective equipment in the log book and the content of protective equipment (the recommended form is given in Annex 1) or in the online documentation.
1.2.5. Employees who have received protective equipment for individual use are responsible for their correct operation and timely monitoring of their condition.
1.2.6. Insulating electrical protective equipment should be used only for their intended purpose in electrical installations with a voltage not higher than that for which they are designed (the highest permissible operating voltage), in accordance with the operating manuals, instructions, passports, etc. for specific means of protection.
1.2.7. Insulating electrical protective equipment is designed for use in closed electrical installations, and in open electrical installations - only in dry weather. It is not allowed to use them in drizzle and precipitation.
On the outdoors in wet weather, only specially designed protective equipment designed to work in such conditions may be used. Such protective equipment is manufactured, tested and used in accordance with specifications and instructions.
1.2.8. Before each use of the protective equipment, the personnel must check its serviceability, the absence of external damage and contamination, and also check the expiration date using the stamp.
It is not allowed to use protective equipment that has expired.
1.2.9. Using electrical protective equipment it is not allowed to touch their working part, as well as the insulating part behind the stop ring or stop.
