Occupational health and safety training program in the workplace

1. GENERAL PROVISIONS

1. Instruction of employees on compliance with labor protection and safety requirements (hereinafter referred to as instruction and safety requirements), including at the workplace, is aimed at developing a sustainable model for the safe performance of work duties. The briefing includes the formation of the necessary knowledge, the development of sustainable skills, a responsible and conscious attitude to the implementation of the established requirements of labor protection and safety for each employee.

2. In _____ "___________________" (hereinafter referred to as the Employer), the training of employees in safety requirements is built differentially, taking into account the positions held, qualification requirements, the specifics of the tasks and work performed, the conditions and features of the operation of equipment and machinery, in accordance with the briefing programs.

3. Employees are instructed by the Employer by conducting classes, as well as testing their theoretical knowledge and practical skills on safety requirements.

4. Initial briefing at the workplace is carried out with each employee starting to perform work duties at a new workplace. Duration initial briefing is at least ___ hours. The briefing ends after the instructed person achieves the goals specified in clause 1 this Program. Without initial training, employees self-fulfillment work duties are not allowed.

5. Periodic briefing is carried out according to the schedule approved by the head of the Employer.

13. Unscheduled briefing is carried out:

During breaks in work, to which increased safety requirements are imposed, for more than 60 calendar days;

By order (instruction) of the head of the Employer, at the direction of higher authorities and representatives of state supervision bodies and in other similar cases.

Familiarization of employees with information letters, reports of accidents and orders on labor protection issues are issued as an extraordinary briefing.

16. One of the forms of unscheduled briefing is targeted briefing, which is carried out:

Before performing work on dangerous objects or one-time (non-permanent) work with increased danger, not related to official duties;

Before liquidation of accidents and consequences of emergencies;

When leaving on a business trip, incl. local.

Such briefing is carried out by the responsible work manager and is recorded in the work permit or in the Personnel Briefing Log, if the work is carried out without a work permit.

17. All workplace briefings should be completed with a knowledge test (by oral questioning or with the help of technical training aids), as well as a test of acquired skills in safe ways of performing work duties. Knowledge and skills are checked by the person who conducted the briefing. The results of the check are recorded in the protocol for checking knowledge on safety requirements.

18. Employees who have shown unsatisfactory knowledge and skills, to independent work are not allowed and are required to re-instruct.

3. PROCEDURE FOR INSTRUCTIONS

19. The briefing of employees is assigned to the immediate supervisors of the work (foremen, mechanics, site managers, etc.).

20. The briefing of employees is carried out by an individual or group method (with a group of workers of a homogeneous profession, brigade, detachment).

21. The briefing of workers admitted to the maintenance and repair of electrical installations and other complex equipment and mechanisms should be carried out jointly with the relevant specialists (power engineers, mechanics, technologists, etc.).

Unscheduled briefing carry out:

upon the introduction of new or revised standards, rules, instructions on labor protection, as well as changes to them;

when changing the technological process, raw materials, tools, equipment and other factors affecting labor safety;

in case of violation by employees of labor safety requirements, which could lead or have led to an accident, accident, fire or explosion;

at the request of the supervisory authorities;

during breaks in work for a period of more than 60, and for work with increased labor safety requirements - more than 30 calendar days.

Targeted coaching carry out:

When performing one-time work not related to direct duties in the specialty;

The fact of the targeted briefing they are recorded only in the case of performing work with increased danger in the work permit or other documentation authorizing the performance of these works.

Briefings are completed with a knowledge test, and those conducted at the workplace are completed with a test of acquired skills in safe work. Persons who have shown unsatisfactory knowledge to independent work or practical training are not allowed. They must be re-trained.

Instructions on labor protection - regulations that establish the safety requirement and the procedure for carrying out work in places where employees perform their official duties. Instructions are divided into standard (industry) and local (local), compiled for employees of enterprises. Instructions on labor protection are developed both for workers by profession and for certain types works.

The heads of the production departments of the enterprise, on the basis of the order of the head of the enterprise, in accordance with the list prepared by the specialists of the labor protection service, draw up instructions on labor protection. When preparing instructions for employees, use sample instructions, safety requirements set out in industry and cross-industry regulations, as well as in the documentation of the manufacturer of the equipment used, taking into account the working conditions at a particular site or workplace. The labor protection service of the enterprise should provide developers with methodological assistance, control the timely development, check and revise the instructions.

The instruction on labor protection contains the following sections:

Each instruction is assigned a name and a number. After preliminary consultations with the trade union committee, the labor protection service, and, if necessary, with other interested services and officials, the instructions are approved by the head of the enterprise.

The labor protection service issues instructions to all heads of interested departments with registration in the register with the issuance of instructions. Instructions to employees are issued against receipt for study during the initial briefing, or they are hung out at workplaces or stored in places accessible to employees.

The revision of the instructions should be carried out at least once every 5 years, and for a profession with increased danger - once every 3 years. All changes and additions should be brought to the attention of interested parties, changes are made to the instructions in the text and pasted on the first page.

After the initial briefing, trainees for 2 ... 14 shifts (depending on the nature of the work and the qualifications of the employee) must undergo an internship under the guidance of persons specially appointed by order of the enterprise (order of the workshop). They are allowed to work independently after an internship, checking theoretical knowledge and acquired skills of safe working methods.

Re-briefing all employees pass at least once every six months. It is carried out according to the program of primary briefing in full individually or with a group of workers within a common workplace.

Unscheduled briefing carry out:

upon the introduction of new or revised standards, rules, instructions on labor protection, as well as changes to them;

when changing the technological process, raw materials, tools, equipment and other factors affecting labor safety;

in case of violation by employees of labor safety requirements, which could lead or have led to an accident, accident, fire or explosion;

at the request of the supervisory authorities;

during breaks in work for a period of more than 60, and for work with increased labor safety requirements - more than 30 calendar days.

Targeted coaching carry out:

When performing one-time work not related to direct duties in the specialty;

When eliminating the consequences of accidents, natural disasters, etc.;

When performing work with increased danger (with pesticides, work in a well, in a closed container, climbing work, etc.);

When conducting an excursion at the enterprise and other mass events (sports competitions, etc.)

The fact of conducting a targeted briefing is recorded only in the case of performing work with increased danger in the work permit or other documentation authorizing the performance of these works.

Briefings are completed with a knowledge test, and those conducted at the workplace are completed with a test of acquired skills in safe work. Persons who have shown unsatisfactory knowledge are not allowed to work independently or practice. They must be re-trained.

Instructions on labor protection - regulations that establish the safety requirement and the procedure for carrying out work in places where employees perform their official duties. Instructions are divided into standard (industry) and local (local), compiled for employees of enterprises. Labor protection instructions are developed both for workers by profession and for certain types of work.

The heads of the production departments of the enterprise, on the basis of the order of the head of the enterprise, in accordance with the list prepared by the specialists of the labor protection service, draw up instructions on labor protection. When preparing instructions for workers, they use standard instructions, safety requirements set forth in industry and intersectoral regulations, as well as in the documentation of the manufacturer of the equipment used, taking into account the working conditions at a particular site or workplace. The labor protection service of the enterprise should provide developers with methodological assistance, control the timely development, check and revise the instructions.

The instruction on labor protection contains the following sections:

1. General safety requirements.

2. Safety requirements before starting work.

3. Safety requirements during work.

4. Safety requirements in emergency situations.

5. Safety requirements at the end of work.

Each instruction is assigned a name and a number. After preliminary consultations with the trade union committee, the labor protection service, and, if necessary, with other interested services and officials, the instructions are approved by the head of the enterprise.

The labor protection service issues instructions to all heads of interested departments with registration in the register with the issuance of instructions. Instructions to employees are issued against receipt for study during the initial briefing, or they are hung out at workplaces or stored in places accessible to employees.

The revision of the instructions should be carried out at least once every 5 years, and for a profession with increased danger - once every 3 years. All changes and additions should be brought to the attention of interested parties, changes are made to the instructions in the text and pasted on the first page.
