How to sew on police chevrons?

How to sew a police patch on a shirt?

Sleeve insignia are worn on both long-sleeved and short-sleeved shirts. The same applies to female form clothing: the sleeve insignia is worn on all blouses.

The distance from the top edge of the patch to the shoulder seam is 8 cm.

5. The transition to summer or winter uniforms is established by orders of the heads of institutions and bodies of the penal system.

When switching to summer or winter uniforms, heads of institutions and bodies of the penal system conduct drill reviews at which they check appearance employees of the penal system (condition of clothing items).

6. When employees of the penal system are temporarily staying in another territorial body of the penal system, they should be guided by the seasonal dress code established in the territorial body of the penal system.

7. Uniforms of camouflage colors are worn by employees of the penal system during exercises, while on duty (service), during training with military equipment and when performing work in garages, parks, workshops, in laboratories, medical institutions, in warehouses, on the territory of institutions and bodies of the penal system. .

Special insulated clothing (short fur coats, jackets and trousers made of fur and insulated, fur mittens, felt boots, etc.) is worn by penal correction officers in winter at low temperatures during classes, exercises and at work, and in areas with a particularly cold climate, at low temperatures and strong wind - every day.

Penitentiary system employees wear protective clothing when performing work on servicing equipment and weapons.

Sportswear may be worn in gyms and sports fields during sports activities and competitions.

The procedure for wearing special clothing, personal armor protection and other elements of equipment is determined by the head of the institution or body of the penal system.

8. Employees of the penal system, as well as citizens dismissed from service with the right to wear a uniform, are prohibited from:

wearing uniforms and insignia of unknown types;

wearing special clothing on the streets of populated areas and in other in public places(except for cases caused by official necessity).

40. Stars are located on sewn and removable shoulder straps:

Colonel Generals of the Internal Service - on the longitudinal center line of the shoulder strap - three stars with or without edging of the established color;

44. The emblem of the penal system is located:

On shoulder straps for summer coats, woolen jackets, insulated jackets, shirts, blouses (except for shoulder straps of senior management personnel);

in the corners of the collars of woolen coats, tunics, jackets, jackets of camouflage colors (except for the clothing of senior officials).

The emblem is metallic in golden color; on the jackets the camouflage color is black.

The emblem is located:

on shoulder straps - on the longitudinal center line of the shoulder strap, at a distance of 5 mm from the button;

On collars - along a bisector, at a distance of 35 mm from the corner of the collar to the center of the emblem, while the vertical axis of symmetry of the emblem should be parallel to the flight of the collar.

VI. Sleeve insignia

45. The sleeve insignia of correctional system employees is worn on the outside of the right sleeve of the uniform.

46. ​​The sleeve insignia of employees of the central office of the Federal Penitentiary Service of Russia is worn on the outside of the left sleeve of the uniform.

47. The sleeve insignia of employees of the territorial bodies of the penal system is worn on the outside of the left sleeve of the uniform.

48. The sleeve insignia of employees of penal institutions is worn on the outside of the left sleeve of the uniform.

49. The sleeve insignia of employees and cadets of educational institutions of the Federal Penitentiary Service of Russia is worn on the outside of the left sleeve of the uniform.

50. The sleeve insignia of employees of special purpose departments of the territorial bodies of the penal system and the patch are worn on the outside of the left sleeve of the uniform.

VII. Peculiarities of wearing uniforms for employees of institutions and bodies of the penitentiary system

51. Fur hats with ear flaps are worn by employees of the penal system - with a golden-colored cockade.

Wearing a hat with earflaps with the earmuffs down is allowed at an air temperature of -10° C and below, and with earmuffs tied at the back - when servicing weapons and military equipment, during economic work and in other cases by order of the head of the institution or body of the penal system. With the headphones raised, the ends of the braid are tied and tucked under the headphones; with the headphones lowered, they are tied under the chin.

52. Woolen caps are worn by:

the highest commanding staff - with a cockade framed by golden-colored embroidery in the form of a wreath of laurel branches on a band;

private, junior, middle and senior commanding officers - with a golden-colored cockade.

Junior commanding officers, except for warrant officers of the internal service, wear woolen caps with a black strap, while other employees of the penal system wear them with a braided golden cord.

Woolen caps - with speckled edging.

Caps of camouflage colors are worn with a black cockade.

53. Woolen caps are worn with a golden-colored cockade.

Woolen caps - with maroon piping.

54. Wool berets are worn with a golden-colored cockade.

55. The hat with earflaps and the cap are worn straight, without tilting, and the cap and beret are worn with a slight tilt to the right side. In this case, the visor of the cap should be at the level of the eyebrows, and the lower edge of the hat with earflaps, cap and beret should be at a distance of 2 - 4 cm above the eyebrows.

The removed headdress in formation is held in the left, freely lowered hand: the cap with earflaps, cap, cap and beret should be facing forward with the cockade; the bottom edge of the cap, hat with earflaps and beret should be facing the employee’s leg, and the cap - down.

56. Products outerwear they are worn with all buttons or buttons fastened (a woolen jacket with a zipper, up to the level of the yoke), and a summer coat, in addition, with a belt fastened with a buckle. An insulated jacket for casual dress codes is worn with a black waist belt.

An insulated jacket, a cape and a winter jacket are worn with or without a hood.

57. The highest commanding officers wear a winter coat with maroon buttonholes with golden embroidery in the form of laurel branches and piping along the edges of the buttonhole (except for the bottom edge).

Buttonholes are placed on a winter coat so that the side edge of the buttonhole is placed along the finishing stitch parallel to the flyaway of the collar, and the lower edge of the buttonhole is placed along the lower edge of the collar.

Penal system employees (except senior management) wear winter coats and insulated jackets with penal system emblems.

A removable fur collar is worn on winter coats and insulated jackets.

58. Woolen jackets of senior command - with golden-colored embroidery in the form of laurel branches at the ends of the collar.

The woolen jackets of the penal system employees (except for senior management) are worn with the penal system emblems.

59. Shirts (blouses) are allowed to be worn:

shirts (blouses) with a tie, without a tunic (jacket, jacket) with summer (indoors - with summer and winter) formal dress out of order (with a cap) and casual (with a cap or woolen cap) uniforms;

61. untucked wool trousers - with piping (for senior management - with piping and stripes) of maroon color.

62. Straight-cut trousers - with maroon piping.

When wearing boots with high tops, straight-cut trousers are tucked under the tops, while the trouser strip should be in the working position.

Trousers must have longitudinal, ironed folds.

63. A knitted muffler is worn neatly tucked under the collar of a winter coat, summer coat and insulated jacket. The upper edge of the muffler should protrude evenly from under the collar by 1 - 2 cm.

64. A summer cotton jacket of camouflage colors is worn over trousers, with the top button buttoned or undone (with sides in the form of lapels), with a hemmed white collar, the upper edge of which should protrude 1 - 2 mm from under the collar. Middle and senior and senior commanding officers and warrant officers of the internal service are allowed to wear a jacket without a collar.

By order of the head of the institution or body of the penal system, it is permitted to wear a jacket tucked into trousers, as well as wearing a jacket in hot weather without a T-shirt (T-shirt) and with sleeves rolled up to the lower edge of the sleeve pockets.

Straight-cut cotton trousers of camouflage colors are tucked into high-top boots (boots), while the trouser stripe should be in the working position, and the tie at the bottom of the trousers should be tightened. By order of the head of the institution or body of the penal system, wearing trousers over shoes (boots) is permitted.

An individual first aid kit - in the left breast pocket of a jacket of camouflage colors (for summer and winter uniforms);

individual dressing bags - in the sleeve pockets of the jacket;

means for disinfecting individual water supplies - in the sleeve pockets of a jacket of camouflage colors.

65. A winter jacket of camouflage colors is worn with a raised collar in inclement weather. It is allowed to wear a jacket with the top button undone, with a gray-blue muffler, without insulation, and for officers and warrant officers, in addition, without a waist belt (out of formation).

Winter trousers must be tucked into boots (boots with high tops), and the trouser strap must be in working position. It is permitted, upon the instructions of the head of the institution or body of the penal system, to wear trousers over boots (boots with high tops).

Individual medical supplies first aid is placed (in conditions of combat missions):

an individual first aid kit - in the left breast pocket of a summer jacket;

Individual dressing bags and means for disinfecting individual water supplies are in the sleeve pockets of a winter jacket.

66. A woolen sweater (jumper) is worn under a jacket in winter camouflage colors. It is allowed to wear a sweater under a jacket of cotton (summer) camouflage colors.

Wearing a wool sweater (jumper) without a jacket is permitted by order of the head of the institution or body of the penal system.

67. Gloves are required to be worn when wearing winter uniforms. In other cases, wearing gloves is not necessary.

When saluting, gloves are not removed.

68. Boots with high tops should be neatly laced, the ears of the boots tucked into the tops, and ankle boots zipped.

Socks are worn: with black shoes - black.

Socks for high-top boots - black, elongated.

Female employees wear stockings (tights) in beige, gray or black.

69. The waist belt is worn:

over a winter coat, an insulated jacket, a woolen jacket, a jacket of camouflage colors;

on the belt of trousers when wearing a jacket of camouflage colors tucked into trousers;

under a woolen jacket, woolen jacket, shirt;

on the waist of the skirt is wool.

The waist belt on an insulated jacket should be located at waist level on jackets of camouflage colors - covering the line of the jacket's adjustment cord; on a woolen jacket - covering the second button from the bottom;

The pistol is worn on a belt in a holster on the right hip.

70. The field bag is worn on a belt (on the left back), on the right shoulder over items of field and casual clothing, if necessary.

71. A cloak-cloak (cloak-tent) is worn over the uniform (if necessary). It is allowed to wear a raincoat rolled up on a shoulder strap, and a raincoat tent rolled up on the equipment.

72. When wearing camouflage clothing, wear a waist belt (equipment), or a load-bearing (transport) vest, or a bulletproof vest with elements of equipment determined by the head of the institution or body of the penal system:

a flask in a case (back left), a bag for grenades (front left), a small shovel in a case (back right), a magazine bag (front right);

if necessary, attach the folded raincoat with the back strap of the equipment, passing the ends of the belt into the loops of the raincoat;

the case with protective stockings and gloves is fastened to the waist belt at the right rear (behind the case with the shovel).

The raincoat tent is folded in the following order:

Fold the raincoat in four (bending lengthwise and crosswise) with the front side outward so that the loops sewn to its lower corner are on the outside of the fabric;

The folded fabric is folded twice and then rolled up so that the loops are on the outside of the roll.

If the raincoat is not in use, it fits into a duffel backpack.

In addition, the following items are placed in a duffel backpack (a bag for carrying uniforms):

spare foot wraps (socks);

a cauldron with a mug and spoon placed in it;

Combat food ration (or dry rations);

steel helmet in a camouflage case;

Toiletries, towels and household items - in the pockets of a duffel backpack (bags for carrying uniforms).

If necessary, a sleeping bag and a thermal insulating mat are attached to the bottom or to the valve of a duffel backpack (bag for carrying uniforms).

It is prohibited to place a protective raincoat, protective stockings and gloves in a duffel backpack.

VIII. Wearing awards and other badges

73. In full dress uniform for formation, the following is worn on tunics and jackets:

State awards of the Russian Federation and the USSR (orders, medals, insignia and badges for honorary titles);

Departmental awards (medals and insignia);

awards from foreign countries.

In ceremonial and casual uniforms, the following are worn on tunics and jackets when not in formation:

state awards of the Russian Federation and the USSR (insignia, ribbons of orders, medals and insignia on bars, breastplates for honorary titles);

departmental awards (insignia, ribbons of medals and insignia on bars);

ribbons of awards of foreign countries on the bars.

74. State awards of the Russian Federation and the USSR, departmental insignia federal bodies executive power of the Russian Federation are located in the following sequence:

Order of the Russian Federation;

Order of the USSR;

insignia of the Russian Federation;

medals of the Russian Federation;

The badge of the Order of Merit for the Fatherland, 1st class, is attached to the shoulder ribbon, which passes over the right shoulder.

The star of the Order of Merit for the Fatherland, I and II degrees, is located on the left side of the chest, to the left of the orders, below the order blocks, under the star of the Order of St. Andrew the First-Called Apostle.

The badge of the Order of Merit for the Fatherland, II and III degrees, is worn on a neck ribbon.

The badge of the Order of Merit for the Fatherland, IV degree, is worn on the block, on the left side of the chest and is located in front of other orders and medals.

If the recipient of the highest degree of the order has the insignia of the lower degree of this order and the medal of the Order "For Merit to the Fatherland" are not worn, with the exception of orders and medals of the Order "For Merit to the Fatherland" with the image of swords.

76. On the tunic and jacket there is a Gold Star medal awarded to the Heroes of the Russian Federation, a Gold Star medal awarded to the Heroes Soviet Union, Golden medal"Hammer and Sickle" awarded to Heroes Socialist Labor, are placed on the left side of the chest 10 mm to the left of the lapel so that the lower edge of the medal block is at the level of the corner of the lapel.

77. Orders and medals with blocks are placed on the left side. Orders that do not have pads are placed on the right side, unless other wearing rules are provided for by the statutes of the orders.

Orders and medals on the left side of the chest are placed horizontally in a row from the center of the chest to its edge in the order specified in paragraph 2. When two or more orders or medals are worn on the left side of the chest, their blocks are connected in a row on a common bar. Orders and medals that do not fit in one row are transferred to the second and subsequent rows, located below the first, placing them also from the center of the chest to its edge in the order specified in paragraph 2. The common strip of the blocks of orders and medals of the second row must fit under the orders and first row medals. Subsequent rows are placed in a similar order.

On the tunic and jacket, orders and medals are placed so that the upper edge of the common bar (pad) of the first row is located 70 mm below the level of the lapel corner.

78. Ribbons of orders and medals on the straps are located on the left side horizontally in a row from the center of the chest to its edge in the order established in paragraph 2. There should not be more than four ribbons in a row. Tapes that do not fit in one row are transferred to the second, third, etc. rows.

The height of the bar with ribbons of orders and medals is 8 mm.

The ribbon of the Order of St. Andrew the First-Called Apostle is worn separately on a bar 12 mm high (ribbon width is 45 mm) and is located in the center, above the bars with ribbons of other orders and medals. For those awarded for distinction in military operations, the ribbon additionally contains two miniature crossed gilded swords.

The ribbon of the Order "For Merit to the Fatherland" is worn separately on a bar 12 mm high (the width of the ribbon of the Order of the I degree is 45 mm, the II and III classes are 32 mm, the VI classes are 24 mm) and is located in the center after the ribbon of the Order of St. Andrew the Apostle the First-Called higher than the bars with ribbons of other orders and medals. In this case, only the ribbon corresponding to the highest degree of this order is worn. 84. Wearing a badge of honor for graduating from educational institutions of vocational education is mandatory.

If an employee of the penal system has insignia of graduation from two or more educational institutions of vocational education, they wear only one insignia of a higher educational institution of vocational education.

85. Memorial insignia of the Ministry of Justice of the Russian Federation are worn on the right side of the chest after the badge “For Service in the Caucasus” and are located in the following order:

a memorial sign of the penal system of the Ministry of Justice of the Russian Federation;

86. Badges for wounds are located on the right side of the chest above the orders.

IX. Peculiarities of wearing uniforms by employees of institutions and bodies of the penal system

88. It is allowed to wear the following items of the previous uniform (olive color) until the wearing period expires:

winter, demi-season woolen coat;

Demi-season wool jackets;

demi-season raincoat;

tunics, jackets, jackets, skirts and trousers;

shirts, uniform blouses;

Cotton caps, summer cotton suits and winter (insulated) suits in camouflage colors;

woolen caps with olive-colored bands.

89. It is permitted to wear emblems and sergeant insignia of the previous type.

90. Coats, demi-season jackets, tunics, jackets and woolen jackets of the previous type are worn with sleeve insignia differences in belonging to the penal system.

91. The insignia and accessories on the items of clothing specified in paragraph 1 are of the same type. It is allowed to wear new-style emblems on shoulder straps and collar corners.

92. It is permitted for senior command staff to wear a penal system. fur hats with ear flaps and fur collars made of gray astrakhan fur with items of uniform of a new type, issued according to previously valid supply standards.

93. It is prohibited to mix items of clothing from previous and new designs.

94. The terms for wearing gray-blue clothing items are calculated from the moment of issue, which is made after the expiration of the terms for wearing previously issued similar items of clothing, with the exception of the following items, the issue of which is carried out in the following order:

Sweaters (jumpers) of woolen gray-blue color - from the moment of issue (for cadets with 4 - 5 years of training after half the period of wearing a demi-season raincoat);

insulated gray-blue jackets - after the wearing period of a demi-season woolen jacket has expired;

a coat of summer gray-blue color - after the wearing period of a demi-season raincoat has expired.

95. For the transition period, when issuing clothing items of the previous sample and gray-blue colors, it is allowed to use the existing stocks of clothing in warehouses to replenish the staff of the penal system with items of clothing of the previous sample.

The issuance of items of the previous uniform on a priority basis is carried out to dismissed employees of the penal system.

Newly recruited employees of the penal system are, as a matter of priority, provided with suits of camouflage colors.

1. Fur hat with earflaps.

A fur hat with earflaps consists of a four-wedge head, a visor and a side with seamlessly cut earmuffs, into the ends of which a braid is sewn in for tying.

The upper visor and upper side with seamlessly cut earmuffs are made of gray sheepskin.

The head, lower visor, lower side with one-piece earmuffs are made of gray-blue cloth.

Ushanka hat with insulating padding and lining.

On the front, in the center of the visor, there is an oval-shaped gold-colored metal cockade.

The side surface of the cockade has 32 rays. The rays are dihedral, the edges are corrugated. The central part of the cockade is flat and consists of concentric elliptical stripes and an ellipse.

The first (outer) strip is covered with white enamel, the second - blue. The ellipse located in the central part of the cockade is covered with red enamel. On the reverse side of the cockade there is a device (clasp) for attaching to a headdress.

2. Woolen cap.

The woolen cap consists of an oval-shaped bottom and a wall of four gray-blue parts, a speckled band, and a black visor.

I. Fundamentals


1. The rules for wearing uniforms by employees of institutions and bodies of the penal system (hereinafter referred to as the penal system) apply to employees serving in institutions and bodies of the penal system, as well as citizens dismissed from service from institutions and bodies of the penal system with the right to wear uniforms.

2. The uniform is worn strictly in accordance with these Rules. It is divided into ceremonial (for formation and out of formation), everyday (for formation and out of formation) and camouflage, and each of these forms into summer and winter.

When employees of the penal system perform specific tasks, they are required to wear special clothing.

Citizens dismissed from service with the right to wear a uniform are allowed to wear the uniform established at the time of dismissal.

3. The dress code is announced daily or for the period of specific events by the heads of institutions and bodies of the penal system based on the requirements of these Rules, taking into account the specifics of performing official tasks.

Formations are carried out both in the form of clothing for the formation and outside the formation.

When declaring a uniform, its name and, if necessary, the names of items that complement or clarify it are indicated, for example: “Summer casual uniform for formation, in a shirt with short sleeves.”

4. Penitentiary system employees wear the following uniform:

front door - when taking the oath; when appointed to the honor guard; on the days of annual holidays of institutions and bodies of the penal system; when receiving state awards; at official events. It is permitted to wear full dress uniform on weekends and holidays, as well as during off-duty periods;

camouflage colors - in daily outfits (except for duty in authorities and institutions), during exercises, duty and classes in training centers;

everyday - during the performance of official duties in all other cases.

5. The transition to summer or winter uniforms is established by orders of the heads of institutions and bodies of the penal system.

When switching to summer or winter uniforms, heads of institutions and bodies of the penal system conduct drill inspections, at which the appearance of the penitentiary system employees is checked (the condition of the uniform items).

6. When employees of the penal system are temporarily staying in another territorial body of the penal system, they should be guided by the seasonal dress code established in the territorial body of the penal system.

7. Uniforms of camouflage colors are worn by employees of the penal system during exercises, while on duty (service), during training with military equipment and when performing work in garages, parks, workshops, in laboratories, medical institutions, in warehouses, on the territory of institutions and bodies of the penal system. .

Special insulated clothing (short fur coats, jackets and trousers made of fur and insulated, fur mittens, felt boots, etc.) is worn by penal correction officers in winter at low temperatures during classes, exercises and at work, and in areas with a particularly cold climate, at low temperatures and strong wind - every day.

Penitentiary system employees wear protective clothing when performing work on servicing equipment and weapons.

Sportswear may be worn in gyms and sports fields during sports activities and competitions.

The procedure for wearing special clothing, personal armor protection and other elements of equipment is determined by the head of the institution or body of the penal system.

8. Employees of the penal system, as well as citizens dismissed from service with the right to wear a uniform, are prohibited from:

wearing uniforms and insignia of unknown types;

wearing soiled or damaged clothing and shoes;

mixing items of clothing with civilian, military, special or camouflage clothing;

wearing special clothing on the streets of populated areas and in other public places (except for cases caused by official necessity).

33. Persons of the highest command should wear shoulder straps:

36. Cadets of educational institutions of the Federal Penitentiary Service of Russia wear shoulder straps:

on insulated jackets - removable shoulder straps with a field of gray-blue braid with longitudinal stripes of golden color with maroon edging;

37. On the shoulder straps of the uniform, in accordance with the special rank, there are golden stars, on the shoulder straps of camouflage jackets - black stars:

38. On shoulder straps with a field of specially woven galun of golden color for persons of the highest command there are stars with maroon edgings.

39. On the shoulder straps of the uniform, in accordance with the special rank, there are golden-colored plates; on the removable shoulder straps for camouflage-colored jackets there are black plates:

44. The emblem of the penal system is located:

on shoulder straps for summer coats, woolen jackets, insulated jackets, shirts, blouses (except for shoulder straps of senior officials);

in the corners of the collars of woolen coats, tunics, jackets, jackets of camouflage colors (except for the clothing of senior officials).

The emblem is metallic in golden color; on the jackets the camouflage color is black.

The emblem is located:

on collars - along a bisector at a distance of 35 mm from the corner of the collar to the center of the emblem, while the vertical axis of symmetry of the emblem should be parallel to the flight of the collar.


VI. Sleeve insignia


45. The sleeve insignia of correctional system employees is worn on the outside of the right sleeve of the uniform.

46. ​​The sleeve insignia of employees of the central office of the Federal Penitentiary Service of Russia is worn on the outside of the left sleeve of the uniform.

47. The sleeve insignia of employees of the territorial bodies of the penal system is worn on the outside of the left sleeve of the uniform.

48. The sleeve insignia of employees of penal institutions is worn on the outside of the left sleeve of the uniform.

50. The sleeve insignia of employees of special purpose departments of the territorial bodies of the penal system and the patch are worn on the outside of the left sleeve of the uniform.


VII. Peculiarities of wearing uniforms for employees of institutions and bodies of the penitentiary system


51. Fur hats with ear flaps are worn by employees of the penal system - with a golden-colored cockade.

Wearing a hat with earflaps with the earmuffs down is allowed at an air temperature of -10°C and below, and with earmuffs tied at the back - when servicing weapons and military equipment, during household work and in other cases by order of the head of the institution or body of the penal system. With the headphones raised, the ends of the braid are tied and tucked under the headphones; with the headphones lowered, they are tied under the chin.

52. Woolen caps are worn by:

the highest commanding staff - with a cockade framed by golden-colored embroidery in the form of a wreath of laurel branches on a band;

private, junior, middle and senior commanding officers - with a golden-colored cockade.

Junior commanding officers, except for warrant officers of the internal service, wear woolen caps with a black strap, while other employees of the penal system wear them with a golden braided cord.

Woolen caps - with speckled edging.

Caps of camouflage colors are worn with a black cockade.

53. Woolen caps are worn with a golden-colored cockade.

Woolen caps - with maroon piping.

54. Wool berets are worn with a golden-colored cockade.

55. The hat with earflaps and the cap are worn straight, without tilting, and the cap and beret are worn with a slight tilt to the right side. In this case, the visor of the cap should be at the level of the eyebrows, and the lower edge of the hat with earflaps, cap and beret should be at a distance of 2-4 cm above the eyebrows.

The removed headdress in formation is held in the left freely lowered hand: the hat with earflaps, cap, cap and beret should be facing forward with the cockade; the bottom edge of the cap, hat with earflaps and beret should be facing the employee’s leg, and the cap - down.

56. Outerwear is worn with all buttons or buttons fastened (a woolen jacket with a zipper, up to the level of the yoke), and a summer coat, in addition, with a belt fastened with a buckle. An insulated jacket for casual dress codes is worn with a black waist belt.

An insulated jacket, a cape and a winter jacket are worn with or without a hood.

57. The highest commanding officers wear a winter coat with maroon buttonholes with golden embroidery in the form of laurel branches and piping along the edges of the buttonhole (except for the bottom edge).

Buttonholes are placed on a winter coat so that the side edge of the buttonhole is placed along the finishing stitch parallel to the flyaway of the collar, and the lower edge of the buttonhole is placed along the lower edge of the collar.

Penal system employees (except senior management) wear winter coats and insulated jackets with penal system emblems.

A removable fur collar is worn on winter coats and insulated jackets.

59. Shirts (blouses) are allowed to be worn:

shirts (blouses) with a tie, without a tunic (jacket, jacket) with summer (indoors - with summer and winter) formal dress out of order (with a cap) and casual (with a cap or woolen cap) uniforms;

60. The tie is attached to the shirt with a gold-colored tack of the established pattern between the third and fourth buttons from the top.

The bow tie is worn with a golden-colored hairpin of the established pattern.

61. untucked wool trousers - with piping (for senior management - with piping and stripes) of maroon color.

62. Straight-cut trousers - with maroon piping.

When wearing boots with high tops, straight-cut trousers are tucked under the tops, while the trouser strip should be in the working position.

Trousers must have longitudinal, ironed folds.

63. A knitted muffler is worn neatly tucked under the collar of a winter coat, summer coat and insulated jacket. The upper edge of the muffler should protrude evenly from under the collar by 1-2 cm.

64. A summer cotton jacket of camouflage colors is worn over trousers with the top button buttoned or undone (with sides in the form of lapels) with a hemmed white collar, the upper edge of which should protrude 1-2 mm from under the collar. Middle, senior and senior command staff and warrant officers of the internal service are allowed to wear a jacket without a collar.

By order of the head of the institution or body of the penal system, it is permitted to wear a jacket tucked into trousers, as well as wearing a jacket in hot weather without a T-shirt (T-shirt) and with sleeves rolled up to the lower edge of the sleeve pockets.

Straight-cut cotton trousers of camouflage colors are tucked into high-top boots (boots), while the trouser stripe should be in the working position, and the tie at the bottom of the trousers should be tightened. By order of the head of the institution or body of the penal system, wearing trousers over shoes (boots) is permitted.

an individual first aid kit - in the left breast pocket of a jacket of camouflage colors (for summer and winter uniforms);

individual dressing bags - in the sleeve pockets of the jacket;

means for disinfecting individual water supplies - in the sleeve pockets of a jacket of camouflage colors.

65. A winter jacket of camouflage colors is worn with a raised collar in inclement weather. It is allowed to wear a jacket with the top button undone, with a gray-blue muffler without insulation, and for officers and warrant officers, in addition, without a waist belt (out of formation).

Winter trousers must be tucked into boots (boots with high tops), and the trouser strap must be in working position. It is permitted, upon the instructions of the head of the institution or body of the penal system, to wear trousers over boots (boots with high tops).

Individual medical first aid equipment is placed (in combat mission conditions):

an individual first aid kit - in the left breast pocket of a summer jacket;

individual dressing bags, means for disinfecting individual water supplies - in the sleeve pockets of a winter jacket.

66. A woolen sweater (jumper) is worn under a jacket in winter camouflage colors. It is allowed to wear a sweater under a jacket of cotton (summer) camouflage colors.

Wearing a wool sweater (jumper) without a jacket is permitted by order of the head of the institution or body of the penal system.

67. Gloves are required to be worn when wearing winter uniforms. In other cases, wearing gloves is not necessary.

When saluting, gloves are not removed.

68. Boots with high tops should be neatly laced, the ears of the boots tucked into the tops, and ankle boots zipped.

Socks are worn: with black shoes - black.

Socks for high-top boots - black, elongated.

Female employees wear stockings (tights) in beige, gray or black.

69. The waist belt is worn:

over a winter coat, an insulated jacket, a woolen jacket, a jacket of camouflage colors;

on the belt of trousers when wearing a jacket of camouflage colors tucked into trousers;

under a woolen jacket, woolen jacket, shirt;

on the waist of the skirt is wool.

The waist belt on an insulated jacket should be located at waist level on jackets of camouflage colors, covering the line of the jacket's adjustment cord; on a woolen jacket, covering the second button from the bottom;

The pistol is worn on a belt in a holster on the right hip.

70. The field bag is worn on a belt (on the left back), on the right shoulder over items of field and casual clothing (if necessary).

71. A cloak-cloak (cloak-tent) is worn over the uniform (if necessary). It is allowed to wear a raincoat rolled up on a shoulder strap, and a raincoat tent rolled up on the equipment.

72. When wearing camouflage clothing, wear a waist belt (equipment), or a load-bearing (transport) vest, or a bulletproof vest with elements of equipment determined by the head of the institution or body of the penal system:

a flask in a case (back left), a bag for grenades (front left), a small shovel in a case (back right), a magazine bag (front right);

if necessary, attach the folded raincoat with the back strap of the equipment, passing the ends of the belt into the loops of the raincoat;

the case with protective stockings and gloves is fastened to the waist belt at the right rear (behind the case with the shovel).

The raincoat tent is folded in the following order:

fold the raincoat in four (bending lengthwise and crosswise) with the front side outward so that the loops sewn to its lower corner are on the outside of the fabric;

The folded fabric is folded twice and then rolled up so that the loops are on the outside of the roll.

If the raincoat is not in use, it fits into a duffel backpack.

In addition, the following items are placed in a duffel backpack (a bag for carrying uniforms):

spare foot wraps (socks);

a cauldron with a mug and spoon placed in it;

combat food ration (or dry rations);

steel helmet in a camouflage case;

toiletries, towels and household items - in the pockets of a duffel backpack (bags for carrying uniforms).

If necessary, a sleeping bag and a thermal insulating mat are attached to the bottom or to the valve of a duffel backpack (bag for carrying uniforms).

It is prohibited to place a protective raincoat, protective stockings and gloves in a duffel backpack.


VIII. Wearing awards and other badges


73. In full dress uniform for formation, the following is worn on tunics and jackets:

state awards of the Russian Federation and the USSR (orders, medals, insignia and badges for honorary titles);

departmental awards (medals and insignia);

awards from foreign countries.

In ceremonial and casual uniforms, the following are worn outside the formation on tunics and jackets:

state awards of the Russian Federation and the USSR (insignia, ribbons of orders, medals and insignia on bars, breastplates for honorary titles);

departmental awards (insignia, ribbons of medals and insignia on bars);

ribbons of awards of foreign countries on the bars.

74. State awards of the Russian Federation and the USSR, departmental insignia of the federal executive authorities of the Russian Federation are located in the following sequence:

insignia of the Russian Federation;

medals of the Russian Federation;

USSR medals;

departmental awards of the Ministry of Justice of the Russian Federation;

Orders, medals and decorations of foreign states are located after departmental awards of federal executive authorities.

Wearing awards of public organizations on the uniform of employees of the penal system is prohibited.

75. The badge of the Order of St. Andrew the First-Called Apostle is worn on the order chain or on the shoulder ribbon.

Wearing the badge of the Order of St. Andrew the First-Called on the order chain is allowed on especially solemn occasions.

When wearing the badge of the Order of St. Andrew the Apostle on the shoulder ribbon, it passes over the right shoulder.

The star of the Order of St. Andrew the First-Called Apostle is located on the left side of the chest, to the left of the orders below the order blocks.

The badge of the Order of Merit for the Fatherland, 1st class, is attached to the shoulder ribbon, which passes over the right shoulder.

The star of the Order of Merit for the Fatherland, I and II degrees, is located on the left side of the chest, to the left of the orders, below the order blocks, under the star of the Order of St. Andrew the First-Called Apostle.

The badge of the Order of Merit for the Fatherland, II and III degrees, is worn on a neck ribbon.

The badge of the Order of Merit for the Fatherland, IV degree, is worn on a block on the left side of the chest and is located in front of other orders and medals.

If the recipient of the highest degree of the order has the insignia of the lower degree of this order and the medal of the Order "For Merit to the Fatherland" are not worn, with the exception of orders and medals of the Order "For Merit to the Fatherland" with the image of swords.

76. On the tunic and jacket, the Gold Star medal awarded to the Heroes of the Russian Federation, the Gold Star medal awarded to the Heroes of the Soviet Union, the Hammer and Sickle gold medal awarded to the Heroes of Socialist Labor are placed on the left side of the chest 10 mm to the left lapel so that the lower edge of the medal pad is level with the corner of the lapel.

77. Orders and medals with blocks are placed on the left side. Orders that do not have pads are placed on the right side, unless other wearing rules are provided for by the statutes of the orders.

Orders and medals on the left side of the chest are placed horizontally in a row from the center of the chest to its edge in the order specified in paragraph 74. When wearing two or more orders or medals on the left side of the chest, their blocks are connected in a row on a common bar. Orders and medals that do not fit in one row are transferred to the second and subsequent rows, located below the first, placing them also from the center of the chest to its edge in the order specified in paragraph 74. The common strip of the blocks of orders and medals of the second row must fit under the orders and first row medals. Subsequent rows are placed in a similar order.

On the tunic and jacket, orders and medals are placed so that the upper edge of the common bar (pad) of the first row is located 70 mm below the level of the lapel corner.

78. Ribbons of orders and medals on the straps are located on the left side horizontally in a row from the center of the chest to its edge in the order established in paragraph 74. There should be no more than four ribbons in a row. Tapes that do not fit in one row are transferred to the second, third, etc. rows.

The height of the bar with ribbons of orders and medals is 8 mm.

The ribbon of the Order of St. Andrew the First-Called Apostle is worn separately on a bar 12 mm high (ribbon width is 45 mm) and is located in the center, above the bars with ribbons of other orders and medals. For those awarded for distinction in military operations, the ribbon additionally contains two miniature crossed gilded swords.

The ribbon of the Order "For Merit to the Fatherland" is worn separately on a bar 12 mm high (the width of the ribbon of the Order of the I degree is 45 mm, the II and III classes are 32 mm, the IV class is 24 mm) and is located in the center after the ribbon of the Order of St. Andrew the Apostle the First-Called higher than the bars with ribbons of other orders and medals. In this case, only the ribbon corresponding to the highest degree of this order is worn. The ribbon of the Order "For Merit to the Fatherland" of the 1st and 2nd degrees on the bar has a miniature conventional image of the order star made of silver in the center.

On the tunic and jacket, the ribbons of orders and medals are placed on the straps so that the upper edge of the first row of strips is located 70 mm below the level of the lapel corner.

79. Breastplates for honorary titles are placed on the right side of the chest below the orders, and in the absence of orders - in their place.

80. The insignia “For Impeccable Service” is located on the left side of the chest below orders and medals.

IX. Peculiarities of wearing uniforms by employees of institutions and bodies of the penal system

1. The rules for wearing uniforms by employees of institutions and bodies of the penal system (hereinafter referred to as the penal system) apply to employees serving in institutions and bodies of the penal system, as well as citizens dismissed from service from institutions and bodies of the penal system with the right to wear uniforms.

2. The uniform is worn strictly in accordance with these Rules. It is divided into ceremonial (for formation and out of formation), everyday (for formation and out of formation) and camouflage, and each of these forms into summer and winter.

When employees of the penal system perform specific tasks, they are required to wear special clothing.

Citizens dismissed from service with the right to wear a uniform are allowed to wear the uniform established at the time of dismissal.

3. The dress code is announced daily or for the period of specific events by the heads of institutions and bodies of the penal system based on the requirements of these Rules, taking into account the specifics of performing official tasks.

Formations are carried out both in the form of clothing for the formation and outside the formation.

4. Penitentiary system employees wear uniforms:

front door - when taking the oath; when appointed to the honor guard; on the days of annual holidays of institutions and bodies of the penal system; when receiving state awards; at official events. It is permitted to wear full dress uniform on weekends and holidays, as well as during off-duty periods;

Camouflage colors - in daily outfits (except for duty in authorities and institutions), during exercises, duty and classes in training centers;

everyday - during the performance of official duties in all other cases.

5. The transition to summer or winter uniforms is established by orders of the heads of institutions and bodies of the penal system.

When switching to summer or winter uniforms, heads of institutions and bodies of the penal system conduct drill inspections, at which the appearance of the penitentiary system employees is checked (the condition of the uniform items).

6. When employees of the penal system are temporarily staying in another territorial body of the penal system, they should be guided by the seasonal dress code established in the territorial body of the penal system.

7. Uniforms of camouflage colors are worn by employees of the penal system during exercises, while on duty (service), during training with military equipment and when performing work in garages, parks, workshops, in laboratories, medical institutions, in warehouses, on the territory of institutions and bodies of the penal system. .

Special insulated clothing (short fur coats, jackets and trousers made of fur and insulated, fur mittens, felt boots, etc.) is worn by penal correction officers in winter at low temperatures during classes, exercises and at work, and in areas with a particularly cold climate, at low temperatures and strong wind - every day.

55. The hat with earflaps and the cap are worn straight, without tilting, and the cap and beret are worn with a slight tilt to the right side. In this case, the visor of the cap should be at the level of the eyebrows, and the lower edge of the hat with earflaps, cap and beret should be at a distance of 2 - 4 cm above the eyebrows.

The removed headdress in formation is held in the left, freely lowered hand: the cap with earflaps, cap, cap and beret should be facing forward with the cockade; the bottom edge of the cap, hat with earflaps and beret should be facing the employee’s leg, and the cap - down.

56. Outerwear is worn with all buttons or buttons fastened (a woolen jacket with a zipper, up to the level of the yoke), and a summer coat, in addition, with a belt fastened with a buckle. An insulated jacket for casual dress codes is worn with a black waist belt.

63. A knitted muffler is worn neatly tucked under the collar of a winter coat, summer coat and insulated jacket. The upper edge of the muffler should protrude evenly from under the collar by 1 - 2 cm.

64. A summer cotton jacket of camouflage colors is worn over trousers, with the top button buttoned or undone (with sides in the form of lapels), with a hemmed white collar, the upper edge of which should protrude 1 - 2 mm from under the collar. Middle and senior and senior commanding officers and warrant officers of the internal service are allowed to wear a jacket without a collar.

By order of the head of the institution or body of the penal system, it is permitted to wear a jacket tucked into trousers, as well as wearing a jacket in hot weather without a T-shirt (T-shirt) and with sleeves rolled up to the lower edge of the sleeve pockets.

Straight-cut cotton trousers of camouflage colors are tucked into high-top boots (boots), while the trouser stripe should be in the working position, and the tie at the bottom of the trousers should be tightened. By order of the head of the institution or body of the penal system, wearing trousers over shoes (boots) is permitted.

An individual first aid kit - in the left breast pocket of a jacket of camouflage colors (for summer and winter uniforms);

individual dressing bags - in the sleeve pockets of the jacket;

means for disinfecting individual water supplies - in the sleeve pockets of a jacket of camouflage colors.

65. A winter jacket of camouflage colors is worn with a raised collar in inclement weather. It is allowed to wear a jacket with the top button undone, with a gray-blue muffler, without insulation, and for officers and warrant officers, in addition, without a waist belt (out of formation).

Winter trousers must be tucked into boots (boots with high tops), and the trouser strap must be in working position. It is permitted, upon the instructions of the head of the institution or body of the penal system, to wear trousers over boots (boots with high tops).

Individual medical first aid equipment is placed (in combat mission conditions):

an individual first aid kit - in the left breast pocket of a summer jacket;

Individual dressing bags and means for disinfecting individual water supplies are in the sleeve pockets of a winter jacket.

66. A woolen sweater (jumper) is worn under a jacket in winter camouflage colors. It is allowed to wear a sweater under a jacket of cotton (summer) camouflage colors.

Wearing a wool sweater (jumper) without a jacket is permitted by order of the head of the institution or body of the penal system.

67. Gloves are required to be worn when wearing winter uniforms. In other cases, wearing gloves is not necessary.

When saluting, gloves are not removed.

68. Boots with high tops should be neatly laced, the ears of the boots tucked into the tops, and ankle boots zipped.

Socks are worn: with black shoes - black.

Socks for high-top boots - black, elongated.

Female employees wear stockings (tights) in beige, gray or black.

69. The waist belt is worn:

over a winter coat, an insulated jacket, a woolen jacket, a jacket of camouflage colors;

on the belt of trousers when wearing a jacket of camouflage colors tucked into trousers;

under a woolen jacket, woolen jacket, shirt;

on the waist of the skirt is wool.

The waist belt on an insulated jacket should be located at waist level on jackets of camouflage colors - covering the line of the jacket's adjustment cord; on a woolen jacket - covering the second button from the bottom;

70. The field bag is worn on a belt (on the left back), on the right shoulder over items of field and casual clothing, if necessary.

71. A cloak-cloak (cloak-tent) is worn over the uniform (if necessary). It is allowed to wear a raincoat rolled up on a shoulder strap, and a raincoat tent rolled up on the equipment.

72. When wearing camouflage clothing, wear a waist belt (equipment), or a load-bearing (transport) vest, or a bulletproof vest with elements of equipment determined by the head of the institution or body of the penal system:

a flask in a case (back left), a bag for grenades (front left), a small shovel in a case (back right), a magazine bag (front right);

if necessary, attach the folded raincoat with the back strap of the equipment, passing the ends of the belt into the loops of the raincoat;

the case with protective stockings and gloves is fastened to the waist belt at the right rear (behind the case with the shovel).

The raincoat tent is folded in the following order:

It is prohibited to place a protective raincoat, protective stockings and gloves in a duffel backpack.

73. In full dress uniform for formation, the following is worn on tunics and jackets:

State awards of the Russian Federation and the USSR (orders, medals, insignia and badges for honorary titles);

Departmental awards (medals and insignia);

awards from foreign countries.

In ceremonial and casual uniforms, the following are worn on tunics and jackets when not in formation:

state awards of the Russian Federation and the USSR (insignia, ribbons of orders, medals and insignia on bars, breastplates for honorary titles);

departmental awards (insignia, ribbons of medals and insignia on bars);

ribbons of awards of foreign countries on the bars.

74. State awards of the Russian Federation and the USSR, departmental insignia of the federal executive authorities of the Russian Federation are located in the following sequence:

The badge of the Order of Merit for the Fatherland, 1st class, is attached to the shoulder ribbon, which passes over the right shoulder.

77. Orders and medals with blocks are placed on the left side. Orders that do not have pads are placed on the right side, unless other wearing rules are provided for by the statutes of the orders.

Orders and medals on the left side of the chest are placed horizontally in a row from the center of the chest to its edge in the order specified in paragraph 2. When two or more orders or medals are worn on the left side of the chest, their blocks are connected in a row on a common bar. Orders and medals that do not fit in one row are transferred to the second and subsequent rows, located below the first, placing them also from the center of the chest to its edge in the order specified in paragraph 2. The ribbon of the Order of St. Andrew the First-Called Apostle is worn separately on a bar 12 mm high (ribbon width is 45 mm) and is located in the center, above the bars with ribbons of other orders and medals. For those awarded for distinction in military operations, the ribbon additionally contains two miniature crossed gilded swords.

91. The insignia and accessories on the items of clothing specified in paragraph 1 are of the same type. It is allowed to wear new-style emblems on shoulder straps and collar corners.

92. It is permitted for senior command staff to wear a penal system. fur hats with ear flaps and fur collars made of gray astrakhan fur with items of uniform of a new type, issued according to previously valid supply standards.

93. It is prohibited to mix items of clothing from previous and new designs.

94. The terms for wearing gray-blue clothing items are calculated from the moment of issue, which is made after the expiration of the terms for wearing previously issued similar items of clothing, with the exception of the following items, the issue of which is carried out in the following order:

Sweaters (jumpers) of woolen gray-blue color - from the moment of issue (for cadets with 4 - 5 years of training after half the period of wearing a demi-season raincoat);

insulated gray-blue jackets - after the wearing period of a demi-season woolen jacket has expired;

a coat of summer gray-blue color - after the wearing period of a demi-season raincoat has expired.

95. For the transition period, when issuing clothing items of the previous sample and gray-blue colors, it is allowed to use the existing stocks of clothing in warehouses to replenish the staff of the penal system with items of clothing of the previous sample.

The issuance of items of the previous uniform on a priority basis is carried out to dismissed employees of the penal system.

Newly recruited employees of the penal system are, as a matter of priority, provided with suits of camouflage colors.
