Pursuant to the decision taken at a meeting of the collegium of the Russian Ministry of Defense, the Minister of Defense Russian Federation On September 21, 2013, a temporary regulation was approved for wearing a new type of everyday clothing (hereinafter referred to as the regulation), brought by the instruction of the Deputy Minister of Defense of the Russian Federation, General of the Army D.V. Bulgakov dated September 28, 2013 No. 256/41/3101.

In order to comply with the rules of wearing a new type of daily uniform (hereinafter - uniforms) by the military personnel of the RF Armed Forces, I present the main provisions of the regulations:

1. Everyday uniform of the new design is designed to be worn by contract military personnel as a daily uniform.

2. The norm for the supply of uniforms was approved by the order of the Ministry of Defense of the Russian Federation of August 16, 2013 No. 636 "On approval of the temporary standard for the supply of clothing service to certain categories of military personnel of the Ministry of Defense of the Russian Federation."
A set of uniforms consists of:
caps (, black);
(blue, black) colors;
( , ) colors;
a suit (jacket with short sleeves and trousers) of a protective (blue, black) color,
T-shirts in light olive (, white) color.
Wearing a suit (jacket with short sleeves and trousers) is provided at an air temperature of more than + 23̊С.

3. A set of uniforms are worn by:
servicemen in accordance with the requirements of the order of the Ministry of Defense of the Russian Federation of September 3, 2011 No. 1500 "On the rules for wearing military uniforms":
in the Navy - black;
in the Air Force and Airborne Forces - of blue color;
all other categories of servicemen are in khaki.

4. Wearing a uniform when participating in international activities, as well as a field uniform is prohibited.
Suit jackets are worn with the zipper open to the level of the top of the pocket.
On the flaps of the chest pockets, there are stripes with a yellow inscription (on the left - the surname and initials, on the right - "The Armed Forces of Russia").
On the left sleeve are placed: a sleeve sign for belonging to the RF Ministry of Defense, types of the RF Armed Forces, branches of the RF Armed Forces, railway troops, troops not included in the types and branches of the RF Armed Forces, above it there is a sleeve patch of the colors of the RF state flag in the form of a semicircle with yellow piping.
On the right sleeve, a sleeve badge is placed according to belonging to specific military formations.
Above the flap of the left breast pocket, in the middle, there are strips of ribbons of orders and medals (so that the lower edge of the strips is at the level of the upper edge of the flap of the pocket) and 10 mm above them are the special distinctions of state awards.
An ending insignia is placed in the middle above the flap of the right breast pocket, 10 mm above the flap in the middle. educational institution vocational education and state awards designed to be worn without pads (in accordance with section "g" of the Decree of the President of the Russian Federation of 2010 No. 1099 "On measures to improve the state award system of the Russian Federation").
On the jacket of the suit, shoulder straps are worn in a removable protective (blue, black) color with or without gaps in the established colors (for soldiers, sailors, sergeants, foremen, warrant officers and warrant officers), with insignia according to military ranks, lapel signs of the services of the RF Armed Forces, combat arms of the RF Armed Forces, special troops (services) (embroidered day senior officers and gold-colored metal for the rest of the categories of military personnel).

Pursuant to article 39 Federal law dated March 28, 1998 No. 53-FZ “O conscription and military service ”I decree:

1. To approve:

military uniform of servicemen of the Armed Forces of the Russian Federation, other troops, military formations and bodies in accordance with Appendix No. 1;

a special ceremonial full dress uniform of servicemen of the guard of honor of the Armed Forces of the Russian Federation in accordance with Appendix No. 2;

insignia for military ranks of servicemen of the Armed Forces of the Russian Federation, other troops, military formations and bodies in accordance with Appendix No. 3.

2. The Ministry of Defense of the Russian Federation, as well as, in agreement with it, other federal executive bodies that provide for military service, approve a description of items of military uniform.

3. Establish that:

the procedure for the manufacture of items of military uniform is determined by the Ministry of Defense of the Russian Federation, the procedure for the production of insignia for servicemen and departmental insignia, as well as the rules for wearing military uniforms, insignia for servicemen, departmental insignia and other heraldic insignia are determined by the relevant federal executive body, in which military service is provided;

when servicemen switch to wearing a new military uniform, it is allowed to mix items of existing and new military uniforms in the manner determined by the relevant federal executive body in which military service is provided;

the uniform and insignia of persons who are not military personnel cannot be similar to the military uniform and insignia of military personnel, as well as confusingly similar to them, with the exception of the uniform and insignia of officers and warrant officers (warrant officers) retired or resignation with the right to wear military uniforms and insignia;

citizens called up for military training; pupils of military units; studying in the Suvorov military, Nakhimov naval, military music schools and cadet (naval cadet) corps (musical cadet corps, cadet schools and cadet boarding schools); civilian personnel state marine inspections for control in the field of protection of marine biological resources border authorities federal security service; civilian personnel of full-time song and dance ensembles, full-time military bands of federal executive bodies, in which military service is provided; certain categories of cadets and civilian personnel Navy; workers departmental protection Ministry of Defense of the Russian Federation.

4. The Government of the Russian Federation, federal executive bodies, which provide for military service, within 6 months, bring their normative legal acts in line with this Decree.

Global reform of the Russian army uniform

The modern history of Russia has several unsuccessful attempts to change the clothes of military personnel. While in our country a lot of money was spent on unsuccessful attempts, in the US army, the clothes of the military became better: increased convenience, operational characteristics, innovative materials were used, etc.

Modern military uniforms began their journey in 2007, when Anatoly Serdyukov held the post of Minister of Defense. A large-scale sketching competition was organized, in which thousands of designers from all over the country took part. The Ministry of Defense selected the sketches of the famous designer - Valentin Yudashkin as the winner.

For the next 2 years, specialists were engaged in the development of final versions of the new army uniform, which was supposed to go on to further equip the Russian army. The result is a kit that looks a lot like American military clothing. The developers did not agree with this opinion, although many factors spoke precisely in favor of this option.

The winter military uniform caused particular discontent. She did not protect the soldiers from the cold. For this reason, the Department of Defense received many complaints every day about the inadequate quality of the winter kit. This led to an outbreak of colds among the military in one winter. The claims were against appearance: Numerous stylistic solutions have been copied from kits from other countries. The stumbling block was the quality of the fabric and thread: new military clothing quickly fell into disrepair.

Negative reviews, dissatisfaction of soldiers and army specialists made the Ministry of Defense think about changing equipment. The decision to take as a basis american clothes it was bad, such costumes did not fit the conditions of our country. The new set of military uniforms consisted of 19 parts. The approximate cost of one set is 35 thousand rubles. The parade version did not undergo any special changes, since it is the field version that is of particular importance.

New field form

The first change that caught my eye was the change in the location of the shoulder straps. In 2010, the NATO option was proposed, the pagons were located on the "belly".
