RULES FOR WEARING PANELS, FOOTWEAR AND EQUIPMENT, SPECIAL CLOTHING, FOOTWEAR AND EQUIPMENT BY THE PERSONS OF THE PRINCIPAL AND NOMINAL STAFF OF THE INTERNAL AFFAIRS HAVING SPECIAL STATES OF THE JURISDICTION

1.1. The right to wear the uniform of the police or justice in accordance with the assigned special ranks have employees serving in the internal affairs bodies, cadets and students of educational institutions, as well as persons in reserve or retired with the right to wear uniforms.

1.2. During office hours, employees of the internal affairs bodies are obliged to wear the uniform set for them in accordance with the assigned special rank, with the exception of persons who, in accordance with the established procedure, are allowed to wear civilian clothing during office hours. Wearable garments must conform to established patterns and descriptions, must be carefully fitted and kept in perfect condition.

1.3. The uniform of the police or justice is subdivided into weekend, everyday and patrol duty.<*>, and for the seasons, in addition, for the summer and winter.

The established form of clothing is worn:

day off - upon taking the Oath by employees of the internal affairs bodies; upon delivery to the internal affairs bodies, educational institutions banners; upon appointment to the honor guard; upon receipt state awards; when presented to immediate superiors when appointing to a position and conferring a special rank; at official events with the participation of the internal affairs bodies, as well as on weekends and holidays or during off-duty hours;

patrol-guard - when carrying out patrol service, performing special tasks, on duty and classes;

everyday - in all other cases.

1.4. Special clothing and footwear, laid down in accordance with the relevant supply standards, are worn by employees of the internal affairs bodies when performing official duties in special conditions, as well as when servicing equipment and service animals.

1.5. The uniform, taking into account the nature and conditions of the tasks performed, as well as the transition to wearing summer and winter uniforms, are established by the senior operational chief of the internal affairs body at the place of its deployment.

1.6. For the following in the ranks, marching inspections, meetings, meetings and classes, the uniform is set by the persons conducting these events.

wearing items of uniform, insignia and badges of unidentified samples;

simultaneous wearing of items of daily-day uniform with a patrol guard, except for the cases specifically provided for by these Rules;

mixing uniforms with a civilian or military sample.

2.1.1. Outlet dress

2.1.2. Casual dress

2.1.3. Patrol and guard uniform

Cap (in riot police - beret), jacket and straight-cut synthetic dark gray trousers, gray-blue shirt with dark gray tie (T-shirt, in riot police - vest), black waist belt on the jacket (trousers) , boots with high ankle boots (low shoes) in black.

Fur hat with earflaps, gray winter jacket and synthetic trousers, gray-blue shirt with dark gray tie (T-shirt, in OMON - vest), black waist belt on a winter jacket, boots with high ankle boots (ankle boots) or black yuft boots, black gloves, gray mufflers.

2.1.4. It is allowed to wear:

a woolen cap of dark gray color instead of a cap with earflaps for winter everyday and weekend clothing;

a synthetic cap instead of a cap with earflaps with a winter jacket without fur collar with a patrol-guard uniform;

woolen garrison cap in dark gray with a gray-blue (white) shirt without a tunic in summer everyday form clothes;

a winter coat without a fur collar and a demi-season dark gray jacket at any time of the year;

a demi-season jacket of dark gray color instead of a winter coat with winter casual and weekend uniforms;

demi-season raincoat dark gray with a gray (white) muffler in summer casual and weekend uniforms, as well as in spring time before switching to summer uniform clothes and in autumn time after switching to winter uniform;

a dark gray winter jacket with a gray muffler with a winter casual uniform;

a woolen jacket of dark gray color (with a cap or cap) instead of a tunic with a summer casual uniform;

shirts of white and gray-blue colors (with long sleeves - with a tie, with short sleeves - without a tie) without a tunic with a summer casual uniform;

shirts of white and gray-blue colors (with long sleeves - with a tie, with short sleeves - without a tie) without a synthetic jacket with a patrol-guard uniform;

a panama hat, jacket and trousers of gray-blue color in areas with a hot climate instead of a cap, jacket and trousers of dark gray color;

trousers woolen dark of blue color with stripes of red (gray-blue) color (for the highest commanding staff) with a steel-colored tunic or without a tunic with a dress uniform;

a fur jacket (for generals) with a gray astrakhan hat.

2.2.1. Outlet dress

2.2.2. Casual dress

2.2.4. It is allowed to wear:

a dark gray felt hat instead of a cap with earflaps for winter casual and weekend clothing;

a synthetic cap instead of a cap with earflaps with a winter jacket without a fur collar with a winter patrol-guard uniform;

a woolen cap in dark gray with a gray-blue blouse without a jacket with a summer casual uniform;

winter coat without a fur collar at any time of the year;

a demi-season coat and raincoat in dark gray with a gray (white) muffler in summer casual and weekend uniforms, as well as in spring before switching to summer uniforms and in autumn after switching to winter uniforms;

a synthetic winter jacket of dark gray color with a gray muffler with a winter casual uniform;

a woolen jacket of dark gray color (with a hat or cap) instead of a jacket with a summer casual uniform;

blouses in white and gray-blue colors (with long sleeves - with a bow tie, with short sleeves - without a bow tie) without a jacket with a summer casual uniform;

3.1. A cap with earflaps, caps and a Panama hat are worn straight, without a slope, and a cap, beret and hat - with a slight slope in right side... In this case, the visor of the cap and the brim of the panama should be at the level of the eyebrows, and the lower edge of the cap with earflaps, beret and hat at a distance of 2 - 4 cm above the eyebrows.

The highest commanding staff wear a woolen cap with a cockade and golden embroidery, and the rest of the commanding officers and rank-and-file personnel wear a cockade and golden emblem.

A cap with earflaps, a garrison cap, a beret, synthetic and artificial leather caps, a hat and panama are worn with a cockade and a golden emblem.

The center of the cockade, the cockade with the emblem must be above the bridge of the nose.

Synthetic caps, artificial leather caps and Panama hats are worn with a black strap.

Wearing a cap with earflaps with the headphones down is allowed at an air temperature of -10 ° C and below, and synthetic and artificial leather caps, panama hats - with a chin strap when strong wind... With the headphones lowered, the ends of the braid of the earflaps should be tied under the chin, with the headphones raised, the connected ends of the braid are tucked under the headphones.

The removed headdress is held in the left freely lowered hand: a cap with earflaps, a cap, a cap, a panama hat, a beret and a hat must be turned with the cockade forward; the lower edge of the cap, earflaps, panama, beret and hats should face the employee's leg, and the caps should face down.

3.2. Winter coats are worn buttoned up, with or without a fur collar and insulation.

The distance from the floor to the bottom of the winter men's coat is 40 cm; female - 38 - 42 cm.

3.3. A demi-season jacket is worn buttoned up. The belt of the jacket should be fastened with a buckle.

3.4. Women's demi-season coat is worn buttoned, the belt of the coat should be fastened with a buckle.

The distance from the floor to the bottom of the coat is 42 - 45 cm.

3.5. A demi-season raincoat is worn buttoned up, with insulation, a hood or without them. The belt of the raincoat should be fastened with a buckle. The distance from the floor to the bottom of the raincoat is 42 - 45 cm.

It is allowed to wear a raincoat neatly folded with the front side out on the left hand.

3.6. A summer raincoat is worn buttoned up, with or without a hood. The belt of the raincoat should be fastened with a buckle. The distance from the floor to the bottom of the raincoat is 42 - 45 cm. The folded raincoat is worn in a bag.

3.7. A cape cloak is worn buttoned up, with or without a hood, in inclement weather - over summer or winter clothes... It is allowed to wear a cape in a roll on a shoulder strap or neatly folded right side out on the left hand.

3.8. The tunic and jacket are worn buttoned up.

3.9. A woolen jacket is worn buttoned up with all buttons and a zipper - to the level of the yoke. In cold weather, it is allowed to zip the jacket up to the top.

3.10. Woolen and synthetic straight-cut trousers when wearing boots with high ankle boots or boots (ankle boots) are tucked into shoes with a slight slouch, while the trouser strip should be in the working position. It is allowed to wear trousers over boots with high ankle boots or boots (half boots).

3.11. A synthetic summer jacket is worn buttoned with all buttons (buttons) or with an unbuttoned top button (button). It is allowed to wear a jacket without a waist belt, as well as tucked into trousers; in hot weather, in addition, with sleeves rolled up to the bottom edge of the sleeve pockets. Cadets and listeners wear a jacket with a white collar.

3.12. An artificial leather jacket is worn buttoned with all buttons (buttons) or with an unbuttoned top button (button) with all types of uniform hats in the autumn-spring period, as well as in cold weather in summer and in warm weather in winter. It is allowed to wear a jacket without a waist belt in everyday clothing.

3.13. The synthetic winter jacket is fastened with all buttons (buttons). In inclement weather, the jacket is worn with a hood and a raised collar. It is allowed to wear a jacket with an unbuttoned top button (button) without insulation, fur collar and waist belt, as well as with summer casual clothing in cold weather and winter casual clothing.

3.14. Shirts (blouses) are worn buttoned up, with shoulder straps and a tie. The collar of a shirt (blouse) should be at the back level with the upper edge of the collar of a tunic (jacket) or protrude no higher than 0.5 cm above it.

3.15. Coats, raincoats, tunics, jackets, dresses, jackets and trousers must be of established samples, clean and ironed.

Pants should have longitudinal pleats.

The flaps of the pockets of a coat, tunic, jacket, jacket and shirt should be straightened out.

3.16. Kashne is worn neatly tucked under the collar of a coat, raincoat, demi-season jacket. The upper edge of the muffler should evenly protrude 1 - 2 cm above the collar.

3.17. Gloves are worn with winter clothing. When saluting, gloves are not removed.

3.18. Shoes must be of the established pattern, black. The boots should be neatly laced up, and the ears of the boots should be tucked into the bootlegs.

3.19. Socks should be black or dark gray.

3.20. The waist belt is worn so that its buckle is at the front in the middle.

3.21. A tablet bag is worn on a belt worn on the right shoulder over garments.

3.22. It is allowed to wear:

shirts (blouses) with shoulder straps and a tie without a tunic (jacket, jacket) with summer casual clothing, and indoors - at any time of the year;

4.1. On subjects uniforms and special clothing shoulder straps are worn:

removable with a widened belt loop - on winter and summer synthetic jackets;

4.2. On sewn-on and removable shoulder straps, at a distance of 15 mm from the upper edge of the shoulder strap, a uniform golden button is placed; on shoulder straps from the material of the top of the product at a distance of 10 mm - a button (golden button).

4.3. Stars are placed on the shoulder straps of senior, senior, middle commanding personnel and ensigns of militia or justice in the following order:

4.4. Depending on the type of shoulder straps, the stars are placed:

a) on sewn and removable shoulder straps:

for generals - on the longitudinal center line;

for colonels - two lower stars in the gaps, the third is higher than the first two on the longitudinal center line;

for lieutenant colonels - in the gleams;

for majors - on the longitudinal center line;

for captains - lower stars - one each between the edges of the shoulder strap and the lumen, the third and fourth stars - in the lumen above the first two;

for senior lieutenants - lower stars, one by one between the edges of the shoulder strap and the gap, the third star - in the lumen, above the first two;

for lieutenants - one star between the edges of the shoulder strap and the gap;

for junior lieutenants- in the lumen;

for senior warrant officers, warrant officers - on the longitudinal center line;

b) on sewn-in shoulder straps (from the material of the top of the products):

for colonels, senior lieutenants - two lower stars on both sides of the longitudinal center line, at the same distance from the sides and the center line, the third - above the first two along the longitudinal center line;

for lieutenant colonels, lieutenants - on both sides of the longitudinal center line, at the same distance from the sides and the center line;

for majors, junior lieutenants, senior warrant officers, warrant officers - on the longitudinal center line;

for captains - two lower stars on both sides of the longitudinal center line at the same distance from the sides and the center line, the third and fourth stars are higher than the first two on the longitudinal center line.

4.5. On the shoulder straps of the junior commanding officer (except for warrant officers) of the police or justice, stripes (metal plates) of golden color are placed:

4.6. Patches (metal plates) are arranged in the following order:

on the shoulder straps of the senior sergeant, sergeant, junior sergeant - at a distance of 40 mm from the bottom edge to the first transverse stripe (metal plate); subsequent transverse stripes (metal plates) on the shoulder straps of sergeants and junior sergeants - higher than the first one with intervals of 2 mm between them; on the field shoulder straps of the foremen in the middle - a longitudinal strip of golden color, and on the sewn shoulder straps of the foreman - in the middle of the shoulder straps a metal plate 45 mm long at a distance of 10 mm from the lower edge of the shoulder straps to the lower edge of the metal plate.

4.7. The letter "K" of golden color is placed on the sewn-in shoulder straps from the material of the top of the product of cadets and students of schools (except for cadets and listeners with the rank of ensign and foreman). Letter height - 20 mm; the distance from the lower edge of the shoulder strap to the letter is 15 mm.

4.8. In the corners of the collars of the winter coat and the jacket of the demi-season militia generals, buttonholes are attached.

Buttonholes on products are located parallel to the collar departure so that their bottom edge coincides with the collar edge (without closing the collar edging), and the outer side of the buttonhole: on a winter coat - touches the inner finishing line of the collar; on a demi-season jacket - at a distance of 10 mm from the collar departure.

In the corners of the jacket collars and on the buttonholes there is gilded embroidery in the form of laurel branches.

4.9. Metal emblems are attached in the corners of the collar of tunics and jackets, artificial leather jackets, summer and winter (without a fur collar) and are placed on the collar - along the bisector, at a distance of 30 mm, on a winter coat and a demi-season jacket (except for generals) - at a distance of 35 mm from the corner of the collar to the center of the emblem, while the vertical axis of symmetry of the emblem should be parallel to the departure of the collar.

4.10. The badges "Patrol-guard service" and "State traffic inspectorate" are worn on the left side of the chest:

on a naked coat - at the level of the upper edge of the second button and 40 mm to the left of it;

on jackets with nape and fur covered with fabric - 120 mm downward along the fastener and 120 mm to the left of it.

Shoulder straps for senior, middle, junior commanding officers and rank-and-file personnel of the militia or justice.

Placement of buttonholes and emblems:

On the coat of the highest commanding staff.

On a demi-season jacket for senior command personnel.

On the items of the commander's uniform (except for the coat and jacket of the demi-season senior commanding staff and the woolen jacket) and the rank and file:

on a winter coat, a demi-season jacket (coat), a raincoat and a jacket - at the level of the corner of the lapel and 50 mm down from it;

on synthetic jackets, made of artificial leather, tunics, woolen jackets, shirts, blouses and dresses - in the middle of the seam of the pocket flap.

If there are order ribbons and medal ribbons on the jacket, jacket, the badge is attached 10 mm below them.

4.11. Cadets and students of schools wear rectangular, golden-colored on red cloth, sleeve patches for the curriculum (in the first year - one, second - two, third - three, fourth - four, fifth - five) on the outer side of the left sleeve of subjects outerwear(except for warm and summer synthetic jackets and artificial leather jackets) - 200 mm below the top of the sleeve.

5.1. Orders, medals, order ribbons and ribbons of medals on strips, other insignia, as well as newly established awards of the Russian Federation are located on the uniform in the manner prescribed by the decisions of the relevant state authorities.

5.2. In this case, the following features must be observed:

5.2.1. Medal "Gold Star" of the Hero of the Russian Federation (Hero Soviet Union) is placed on the left side of the chest 10 mm to the left of the lapel so that the bottom edge of the medal block is at the level of the collar corner.

5.2.2. Orders and medals on the left side of the chest are placed horizontally in a row from the center of the chest to the edge, symmetrically to the vertical axis of the chest pocket so that the side corners of the common strap (block) of the first row are at the level of the upper edge of the pocket flap. Orders and medals that do not fit in one row are transferred to the second and subsequent rows below the first.

The jubilee medal "For Valiant Labor (For Military Valor). In commemoration of the 100th anniversary of the birth of Vladimir Ilyich Lenin" is placed behind the common bar (block) of the first row of orders and medals so that the bottom edge of the strips (blocks).

5.2.3. Orders and medals on the right side of the chest are placed horizontally in a row from the center of the chest to the edge. Orders that do not fit in one row are transferred to the second row. Orders (medals) of the last row should be symmetrical to the vertical axis of the breast pocket, the lower edge of the largest order in size should be at the level of the upper edge of the flap, and the conditional centers of the orders in the row should be at the same level. The distance between the rows of orders is 10 mm, between orders (medals) - 5 - 10 mm. Medal "For Distinction in military service"is placed after the orders or in their place so that the lower edge of the medal block is at the level of the upper edge of the pocket flap.

5.2.4. Order ribbons and ribbons of medals on the straps are placed on the left side horizontally in a row from the center of the chest to the edge symmetrically to the vertical axis of the chest pocket. There should be no more than 4 ribbons in a row. Ribbons that do not fit in one row are transferred to the second, third or fourth rows. In this case, the lower edge of the last row of strips should be at the level of the upper edge of the pocket flap. If there are more than 16 orders and medals, only the ribbons of orders and medals of the highest status are worn.

The height of the bar with ribbons of orders and medals is 8 mm.

5.2.5. Badges for honorary titles are placed 10 mm to the right of the lapel so that the lower edge of the badge block is at the level of the collar corner, and in the presence of orders (medals) - higher than them.

5.2.6. The badges allowed to be worn on the uniform are placed on the right side horizontally in a row from the center of the chest to the edge symmetrically to the vertical axis of the chest pocket. Badges of class specialists are placed so that the lower edge of the badge is at the level of the upper edge of the pocket flap, and in the presence of orders (medals), they are placed on the pocket flap. Other badges are placed on the pocket at the same distance from the bottom edge of the pocket and flap, with no more than 3 signs. If there is one sign, it is placed in the center of the pocket on the bar, two - along the edges, three - horizontally in a row.

Wearing a graduation badge is compulsory.

5.2.7. The deputy's badge is placed on the left lapel, 10 mm lower than the corner of the collar and lapel connection.

Basic Provisions

    Police uniforms are allowed to be worn by persons with a special rank of police or justice.

    Police uniforms are worn strictly in accordance with these Rules.

All garments must comply with established patterns and descriptions, be carefully fitted and be kept in perfect condition.

When in the ranks and when providing mass events as part of subdivisions (groups), the entire personnel must be dressed in the same, established uniform as determined by the senior officer.

    Police uniform is set:

    weekend;

    casual;

    patrol guard;

Each of these forms is subdivided into summer and winter seasons.

    Police uniforms are worn:

a) day off - upon taking the Oath by employees of the internal affairs bodies; when presenting banners to internal affairs bodies, educational institutions; upon appointment to the honor guard; upon receipt of state awards of the Russian Federation; when presented to immediate superiors when appointing to a position and conferring a special rank; at official events with the participation of the internal affairs bodies, as well as on weekends and holidays or outside office hours;

b) patrol-guard - when carrying out patrol service, performing special tasks, on duty and classes;

c) everyday - in all other cases;

d) special clothing and footwear - when employees of individual units perform special service and operational tasks assigned to them.

    The uniform, taking into account the nature of the tasks performed, as well as the transition to wearing summer and winter uniforms, is established by the senior operational chief of the internal affairs body at the place of its deployment.

    For the following in the ranks, marching inspections, meetings, meetings and classes, the uniform is set by the persons conducting these events.

    The uniform of the commanders and rank-and-file officers of the internal affairs bodies with special police ranks, as well as the norms for the supply of clothing items to the senior commanding officers of the police, senior and middle commanding officers of the police, junior commanding officers and rank-and-file police officers, were approved by the Decree of the Government of the Russian Federation of October 13, 2011 Year No. 835.

    During service time, all the rank and file and commanding staff of the police are obliged to wear the uniform set for them, with the exception of persons who are allowed by the head of the internal affairs body to wear civilian clothes for the period of special assignments.

It is prohibited:

    wearing items of uniform, insignia, breast and sleeve insignia of unidentified samples;

    alteration of uniform and special uniforms according to the individual taste of the employee;

    simultaneous wearing of items of daily-output uniform with a patrol-guard, except for the cases specifically provided for by these Rules;

    mixing uniforms with civilian or military uniforms;

    carrying items in the pockets of uniforms that protrude outward or overflow the pockets;

    wearing not uniform shoes and socks.

1. Uniforms of police officers, internal service and
justice is worn in accordance with these methodological
recommendations for wearing uniforms by police officers.
2. Uniforms of police officers, internal service and
justice is subdivided into weekend, daily and
outdoor service, and in the seasons, in addition, for summer and winter.
3. Installed uniforms are worn:
day off - when taking the oath; upon delivery to the authorities
internal affairs and educational institutions of banners; when assigned to
honor guard; when receiving state awards; at
presentation to immediate superiors upon appointment to
position and assignment of a special rank; on official
events; on holidays. Wearing the weekend is allowed
uniforms on weekends and holidays or off-duty
time;
everyday - on duty in all
other cases;
for carrying out outdoor service - when carrying a patrol-guard
service, road patrol service and service related
performance of special service and operational tasks.
4. Special clothing, footwear and safety
devices are worn by the police officers when performing
official and special duties, as well as when servicing
equipment and service animals.
Special insulated clothing (a coat made of a nude fur coat
sheepskins, fur jackets and trousers, fur mittens, felt boots, etc.)
police officers are allowed to wear in winter with low
temperature on duty day to day.
Sportswear allowed to wear in gyms and on
sports grounds during sports activities and
competitions.
5. It is prohibited:
wearing uniforms and insignia
unidentified samples;
mixing uniforms with civilian clothes and clothes

wearing contaminated or damaged uniforms

Vi. Special clothing, footwear and safety
fixtures

Wearing items of special clothing, shoes and

at a distance of 2 - 4 cm above the eyebrows.
The highest commanding staff wears a woolen cap in dark
blue - with a cockade and golden sewing on the band and
sewing golden color on the visor, the rest of the commanding and
the rank and file - with a golden cockade.
The highest commanding staff (women) wear a hat (beret) with
with a cockade and sewing in golden color, the rest of the commanding and
privates (women) - with a golden cockade.
Hats with earflaps and fur hats are worn by:

allowed at an air temperature of 0 degrees and below.
The removed headdress is placed in the left freely lowered

forward; the bottom edge of the cap with earflaps, fur hats, caps, hats

face out on the left hand.
Waterproof raincoat (windproof suit) is worn
buttoned up, with or without a hood, worn over
items of uniform in inclement weather (if necessary).
Waterproof raincoat (windproof suit) folded

Demi-season woolen and leather jackets are worn buttoned
on all buttons, with a fur collar, removable insulation or without
them.
On leather jackets there is a removable astrakhan collar
gray, on a demi-season woolen - from sheepskin fur dark
of blue color.
Demi-season woolen jacket and leather jacket (for
women) are worn with a buckled belt.
Jacket for winter and demi-season suits in inclement weather
worn with a hood on and with a buttoned collar.
It is allowed to wear jackets with the top button open, without
hood, without removable insulation and fur collar (suit
winter). Employees who are not on external duty are allowed
wearing jackets without a waist belt.
Pants for winter and demi-season suits are worn over boots with
high ankle boots (boots), it is allowed to wear trousers with dressing in
boots with high ankle boots or boots.
A summer suit jacket is worn with a dressing in trousers, with a buttoned
lightning. Summer suit trousers tuck into high boots
ankle boots. It is allowed to wear trousers over boots with high ankle boots
(low shoes).
The tunic and jacket are worn buttoned up.

Woolen trousers straight cut when wearing boots with
high ankle boots or boots (ankle boots) tuck into shoes with
a slight overlap. It is allowed to wear woolen trousers over
boots with high ankle boots or boots (half boots).
Pants should have longitudinal pleats.
Shirts (blouses) are worn buttoned up. Shirts
(blouses) with long sleeves are worn with a tie. Shirt collar
(blouses) should be flush with the top of the collar at the back
tunic (jacket) or protrude above it no higher than 0.5 cm.
Outdoor personnel wear shirts with
dressing in trousers.
It is allowed to wear:
